Akainu (Sakazuki) issued his orders to those around him.

The three men he called out immediately stood up and walked out of the meeting room.

All three of them were Vice Admirals of the Marine Headquarters, each boasting formidable strength, known as some of the strongest forces beneath the Admirals.

With Akainu personally leading them, along with three Vice Admirals, this operation could only be described as overwhelming confidence in victory.

Meanwhile, across the world, people everywhere were eagerly discussing the shocking prison break by Qin Chuan.

The chaos caused in Impel Down quickly drew the attention of one of the underworld's most powerful figures, Morgans.

Morgans was the Albatross-type Zoan Devil Fruit user, as well as the president of the World Economy News Paper, making him the most well-informed individual in the world when it came to major events.

As soon as the news of Qin Chuan's escape broke, Morgans immediately bribed several surviving prison guards from Impel Down, obtaining firsthand footage of Qin Chuan's battles.

After watching those battle recordings, Morgans was like a man discovering a new continent. He quickly wrote a sensational headline on the front page of his newspaper:

"A New Emperor Ascends — The World Order Has Changed!"

Beneath this headline, Morgans used both the footage and his signature flair for exaggeration, crafting a dramatic narrative of how Qin Chuan single-handedly battled through all of Impel Down in less than half a day, ultimately escaping right under the noses of the Marine reinforcements with Douglas Bullet at his side!

That edition of the newspaper spread like wildfire across the world, igniting mass panic and frenzied speculation everywhere.

All anyone could talk about was this mysterious man who had suddenly stepped onto the world stage—and Qin Chuan knew none of it.

After they commandeered a small Marine vessel and docked at a port somewhere in the East Blue, the two of them soon arrived in a small town called Borg Town.

But as they stepped into the town, Qin Chuan was momentarily stunned.

All along the streets of this small town hung a strange, sinister-looking flag:

Two crossed skulls in the background, and at the center—a sharp-snouted red shark emblazoned proudly.

The entire flag radiated menace—it was definitely not the kind of flag a respectable group would display.

"Isn't this supposed to be under Marine jurisdiction? Shouldn't it be the Marine seagull flag hanging here instead?" Qin Chuan muttered.

"Even in the East Blue, plenty of islands are controlled by pirate crews. That emblem seems to belong to some pirate group.

The fact that they dare hang their flag so blatantly… it's obvious—they've completely taken over this town," Douglas Bullet analyzed calmly.

"Hmph, looks like the Marines are really useless. If they can't even control the weak East Blue, how can they possibly stand against the monsters of the New World?"

"It's not entirely their fault. Blame it on my former captain's words before his execution. Ever since then, countless people have poured into the seas, chasing after that so-called treasure, all dreaming of becoming pirates.

And the Marines—they don't have the manpower to garrison every single island in the world. The moment their forces leave, pirates swoop in like vultures to take over."

Hearing that, Qin Chuan nodded in agreement.

As he looked closer at the flag's design, he found it familiar, though he couldn't quite place it. But considering the East Blue didn't have any particularly notable pirate crews, it wasn't surprising he couldn't remember.

"Let's go have a drink at that tavern."

After a few steps, Douglas Bullet spotted the town's only tavern and made the suggestion.

After all, pirates loved their liquor, and having been locked away for twenty years, Bullet would've been a madman if he wasn't craving a drink.

Naturally, as soon as they made landfall, his eyes were locked on that tavern.

And honestly, Qin Chuan was also curious to try what pirate-world liquor tasted like.

The two of them strode inside the tavern.

But as soon as they stepped in, both of them immediately noticed something was off about the atmosphere.

There were quite a few people gathered inside—but without exception, they were all Fishmen.

Fishmen possessed features half-human, half-fish. They could breathe with lungs on land and with gills underwater.

Most Fishmen lived on Fishman Island, located 10,000 meters beneath the surface of the sea. They were rarely seen elsewhere, especially because many humans discriminated against Fishmen due to their appearance.

Thus, seeing so many Fishmen in one random town was highly unusual, leaving both Qin Chuan and Douglas Bullet puzzled.

Even stranger—the moment they entered, all the Fishmen immediately turned their gazes toward them.

"This is odd… Why so many Fishmen here?" Qin Chuan muttered.

"It's nothing. Just a bunch of nobodies. If you want, I can wipe out every single one of them in an instant."

"No need. They're not our target."

Qin Chuan waved his hand, signaling for Douglas Bullet not to kill unnecessarily. He had no desire to senselessly slaughter random people.

The two of them then walked over to the bar counter and sat down.

"What can I get you gentlemen?" The tavern owner greeted them with a polite smile.

"Two glasses of rum," Douglas Bullet answered after glancing over the bottles on the shelf.

Qin Chuan, unfamiliar with the varieties of alcohol in this world, simply accepted the choice without objection.

Just as the tavern owner turned to prepare their drinks, suddenly—a sharp-snouted Fishman at one of the side tables stood up.

He walked directly toward the two of them.
