Everyone stared, dumbfounded. They hadn't expected Alistair to begin by teaching rebellion, bypassing ideology and introductions to the Revolutionary Army. It was completely unexpected.

"Why?" Ace was baffled. Alistair always had a reason, and he usually understood, but this time he was lost.

"Three reasons," Alistair stretched.

"First, to accelerate the spread of these shells, making them sacred texts for ambitious individuals, subconsciously leading them to collect them and accept our ideas."

"Second, to create suspicion; let them doubt. Intelligent people won't believe this is Akainu's doing, but most people are fools; Akainu's authority will suffer; associating him with rebellion will force him out of the Navy."

"Third, to distract the CP and Navy, making them aware of these things without taking them too seriously."

"Ambitious people always exist; disrupting the status quo is difficult, but the Navy has seen it before."

Alistair continued smoothly: "If we immediately presented revolutionary ideas and a direct confrontation with the World Government, they would see us as a mortal enemy and eliminate us."

"But after the first lesson, this 'rebellion manual,' is distributed, their reaction will be: 'Oh, it's just instructions on rebellion; insignificant.'"

It wasn't insignificant, but compared to the second lesson, which directly threatens the Celestial Dragons' rule, the first lesson is merely a tool for ambitious individuals. They'll rebel with or without the tool; this tool makes it easier, causing more trouble for the Navy. This is a feint.

Alistair used Akainu's image to make the Navy believe he was an ambitious individual, thinking they were on the second level, but they are only on the first, the one Alistair showed them. The second level is to sow discord between Akainu and the Navy; the third is to mislead the Navy about the Shadow and Sound Shells; the fourth is to buy time; the fifth is preparation for the second lesson.

The Navy thinks it's on the second level, but it's on the first; they think Alistair is on the third, but he's on the fifth!

This is a battle of wits; these schemes are to buy time and gather strength. Remember, all schemes are due to insufficient strength; if Alistair were stronger, with five Logia users, he'd be waging guerrilla warfare!

Why stay here? To await the arrival of justice-minded strong individuals like Fujitora and Ryokugyu. Why didn't he kill Enel? Because he desperately needed top-tier fighters.

Revolution isn't a dinner party; it's armed and political struggle; if you don't tolerate those with flaws like Enel or William, you'll have no allies—Hancock has killed people; will you try her?

Alistair, though leaving soon, couldn't. First, their ship wasn't finished.

In the original story, Ace had a slide that propelled him with flames; it had sails and could submerge; he used it to cross many seas, searching for Blackbeard.

But Alistair's journey involved many people—Alistair, Enel, Ace, Robin; their needs required a ship at least the size of the Going Merry; they had Water and Flame Shells, saving space and resources. Flame Shells save wood; Water Shells save space; the extra space stores food, easing the journey. Only when preparing for a voyage do you understand why the shells are strategic resources. Leaving Skypiea, their value becomes clear; merchants will go crazy for them.

First, the captain controls food and water, giving him immense authority, beneficial for sailing.

Second, the extra space allows merchants to carry more cargo.

Third, the extra space reduces crew stress, minimizing rebellion.

Most voyages are monotonous and dangerous; cheerful adventures like the Straw Hats' are rare.

With Flame, Water, and Wind Shells, they can travel anywhere; large Sea Kings are a risk, but manageable; they can be avoided or destroyed by cannons. The Calm Belt is the real obstacle.

Alistair's required warship is unprecedented; it requires all of Mock Town's shipwrights, under Alistair's guidance.

Before getting their new ship, they must load the gold bars into hot air balloons. Then, everyone jumps from Skypiea…

This is a huge challenge; even with parachutes, jumping from that height is dangerous.
