Alistair turned, smiling at Hancock's worried expression. She'd noticed his planned trip to the East Blue with Ace and the others and was concerned.

"Ace's sworn brother's father is a Revolutionary; we must recruit him. You must stay in Mock Town; otherwise, the Navy and other Shichibukai will interfere; you must repel them."

"Mock Town and Skypiea will act as a diversion and a hidden base; one attracts attention, the other amasses troops; you must protect Mock Town." Alistair held Hancock's hand, their closeness radiating an aura of intense affection.

"But Ace isn't that strong; he can't beat Dalton. Should I send Sandersonia with you?"

Ace and Dalton scratched their heads; they were used to Hancock's directness.

Her emotional intelligence was low; her beauty and strength made her unconcerned with others' reactions.

Hancock was clearly Admiral-level, based on Alistair's assessment of various strong individuals. With increasing exposure to Logia-type Devil Fruit users, they were becoming less formidable. Big Mom, Kaido, Shanks, and Whitebeard—none were Logia users; this was unusual.

Oda once said one Admiral couldn't defeat a Yonko; two could barely hold their own. But the Navy had more than Admirals; the three Admirals had Garp, Sengoku, and Kong. After Sengoku's retirement, Ryokugyu and Fujitora were added; the Navy had strong fighters; the problem was that the Yonko did too.

Shichibukai, with sufficient strength but limited influence, were attractive to the Navy.

Hancock in Mock Town wouldn't just control the town; Mock Town was a crucial transportation hub, a key location on the four Grand Line routes; many pirates passed through.

Pirate economics would bring prosperity, but strong forces were needed to maintain order. The Shichibukai were sufficient. They could also gather intelligence and recruit people like Van Augur and Lafitte. Mock Town's strategic importance required Hancock's presence.

But Alistair wasn't without protection. He had sufficient protection: Ace, Lafitte, Robin, and even the "captive" Enel. This guard detail depleted the revolutionary pirates' high-level combat power. But it also allowed Alistair to dominate the East Blue.

"I've been curious how you know about my brother; you have remarkably detailed information." Ace interrupted, noticing the couple's affection.

"Several ways," Alistair said, relieved. His schedule had been tight; Ace hadn't had time to ask, but now he needed an answer.

"First, CP0's surveillance isn't limited to external matters; internal monitoring is also crucial."

"Garp is a priority target; his son, Dragon, the East Blue Revolutionary Army founder, is a powerful ally I want to recruit; as a major threat to the World Government, his son Luffy is naturally a target."

"You and Luffy are brothers; CP0's attention is natural."

"Remember the Celestial Dragon's visit to Goa Kingdom?" Ace recalled his childhood fire and lost brother; a flame flickered on his skin; he nodded gravely.

"That visit was incidental; CP0 was gathering information on Dragon," Alistair paused.

"Oh, I forgot to mention, Dragon's operation was successful; he rescued many from the slums, including your brother Sabo."

"He's now Dragon's second-in-command, the young Chief of Staff; fate is interesting," Alistair laughed.

"Boom!" Ace couldn't contain himself. A fiery explosion engulfed the tent; he maintained some control. But everyone saw his excitement.

"Is that true?!" Ace stared, his eyes burning.

"Absolutely." Alistair nodded, smiling.

He knew this; he wasn't afraid of betrayal; he trusted Ace and Robin.

The most skillful deception isn't lies; it's using the truth to force alliance. Ideological influence is ideal; if not, binding them with mutual benefit works.

Someone once said, "Unite everyone you can." This is the primary revolutionary task. Knowing your enemies and friends is crucial.

This wasn't difficult for Alistair, who knew the One Piece world's future. He knew who was steadfast, uncertain, or easily swayed.

Ace and Robin were key members, sworn enemies of the Celestial Dragons. Their unwavering stance was second only to Hancock's; why wouldn't Alistair recruit them?
