"Chief, I want you to be the Minister of Logistics."
"You will oversee the elderly, infirm, and disabled, managing shell farming, crop collection, and a centralized textile workshop."
"Wyper, you'll head the hunting team. Select strong warriors for Haki training, and report to the Chief for meat collection and hunting."
"McKinley, you'll train the young soldiers. All boys aged ten to fifteen will undergo basic combat training."
Alistair's words made them frown slightly; he was preparing them for war. Almost no one would have free time. This was difficult for the Sky Islanders and Shandorians, who had no survival concerns beyond fighting the Shandorians.
"You're too naive," Alistair shook his head.
"What's the first thing after years of war?"
"A population explosion."
Alistair's words shocked them; they hadn't considered this.
"Your death and birth rates were stable; war consumed your population, leaving enough resources for everyone."
"But hunter-gatherers can't support a large population; your income is fixed, and you rely on the weather; if you find food, you eat; otherwise, you eat your reserves."
"If a birth boom comes without preparation, unless we ship food from the Blue Sea, you'll have to abandon many elders."
Alistair's words were alarming but undeniable. This was true statesmanship.
"Organizing militias isn't about fighting; it's about defense. Skypiea is dangerous; even with Nolan tamed, many large beasts remain; these are your priority targets, protecting the elderly, children, and women."
"Our focus won't be on Skypiea; our soldiers may not even be here; besides trade, you must consider pirate raids."
"You've seen strong new pirates with Devil Fruits; you must develop Haki and organize militias for self-defense. Remember: Prepare for war, or you will perish; forget war, and you will be in danger."
Alistair's words were wise; they nodded repeatedly. This was just the appointment; Alistair would explain the details later.
"Mihar, you'll return to your old profession, becoming the Minister of Education for Mock Town, educating the children there."
Alistair said without looking up.
"Understood," Mihar, quiet and bespectacled, replied tersely. He struggled with social interaction but loved children; this was where he could use his social skills. Children were easier to communicate with than adults.
"Deuce, select close-combat-talented gunners for Armament Haki training; Van Augur, lead the musket team in training and Observation Haki."
"Disband the special forces; fill it with close-combat-talented individuals; keep the musket team as is."
"Yes," Deuce and Van Augur exchanged glances; they were now rivals.
"Ace, Lafitte, Robin, escort me to the East Blue. I need a guide, bodyguard, messenger, and assistant. Please."
Alistair's authoritarianism was strong, but no one could intellectually challenge him; Lafitte and Van Augur admired his decisive leadership.
Van Augur simply nodded; Lafitte bowed slightly: "With pleasure."
Ace and Robin needed no further explanation; they wanted to see how far Alistair could go; even if he failed, what they'd seen was worthwhile.
This concluded the cadre appointments; more detailed arrangements followed.
"Skypiea is a revolutionary model; those who complete their education can see our future."
"But one thing must be clear."
"Skypieans' lives are created by their own hands; they cannot be free-riders or exploiters."
"Skypiea's achievements are not theirs; if they want a good life, they must work for it, fighting with their blood and lives."
Alistair addressed the Sky Island representatives and everyone else.
Many dragon slayers become dragons because they can enjoy their achievements without new heroes emerging; this gap allows them to grow claws and scales.
Alistair drew a line, setting a limit; Skypiea was a model, not the finished building; they couldn't rest on their laurels.
A beautiful model doesn't benefit construction workers. Want a beautiful house? Build it yourselves!
Everyone nodded, agreeing.
"Any other questions?"
Alistair looked at the ten leaders.
"Yes, I have a question."
Hancock, silent until now, raised her hand.
"They all have tasks; what about me? What do you want me to do?"
