Shinki didn't outright refuse the Third Raikage's offer and instead expressed a willingness to discuss selling information on creating a perfect Jinchūriki.
After all, taking advantage of free benefits is never a bad idea. Even without Konoha's help, Killer Bee was destined to become a perfect Jinchūriki. So, why not seize the opportunity to milk the Cloud Village for a hefty profit?
If nothing else, earning a fortune from the Cloud Village alone is worthwhile. The same tactic could be used to extort the Mist Village and even the Rock Village. As for the Sand Village…well, let's just say their debt might pile up.

Imagining the potential windfall from both the Cloud and Mist Villages, Shinki couldn't help but smirk.
The Cloud Village has Killer Bee, and the Mist Village has Yagura—both destined to become perfect Jinchūriki. Extracting payment in advance is nothing short of a massive profit.
However, Shinki wasn't optimistic about the Rock or Sand Villages achieving a perfect Jinchūriki.

In short, Shinki had no qualms about selling intelligence to any village willing to pay. Whether they succeeded or not was their problem. As long as Konoha provided accurate information, their hands were clean.
"Alright, it's a deal!"
The Third Raikage extended his hand. Shinki shook it firmly, sealing the agreement.
Upon returning to Konoha, the Third Raikage would bring envoys to formalize negotiations.
Kushina's Dilemma
After sending off the Third Raikage, Shinki and his group chose to rest at their hotel. Once confirming the premises were secure, Shinki patted Kushina's head with a grin.
"Do you think I shouldn't cooperate with the Cloud Village and sell them the information for creating a perfect Jinchūriki?" he asked.
"You must have your reasons, but I'm not happy about it," Kushina replied, pouting in frustration.
She had already placed the Cloud Village on her revenge list, and the thought of helping them didn't sit well with her.
"Haha, but picking up benefits for free—don't you enjoy that?" Shinki teased.
"Well, of course, I do. I'm not stupid," Kushina blurted out before realizing something was off. Her eyes widened.
"Wait! Are you saying that the Cloud Village's Eight-Tails Jinchūriki will become perfect regardless, so we're just profiting by selling them information?"
"Exactly." Shinki nodded. "Killer Bee is…unique. He's the kind of person who can open his heart to the Eight-Tails. You know as well as I do that tailed beasts crave recognition and companionship."
For Killer Bee, forming a bond with the Eight-Tails was inevitable. With his carefree and music-loving personality, the Eight-Tails would eventually soften.
"And Mist Village?"
"Their case is different. Their new Three-Tails Jinchūriki, Yagura, has the perfect combination of family techniques and temperament to dominate the Three-Tails. And let's not forget, the Three-Tails is a lazy creature. Yagura won't have to work too hard to earn its acceptance."
The Nine-Tails snorted in Shinki's mind, mumbling complaints. It begrudgingly acknowledged the truth of Shinki's words. The Three-Tails was indeed a lazy, sleepy turtle.
Unlikely Candidates
"What about the Rock and Sand Villages?" Kushina asked curiously.
"Them?" Shinki chuckled. "They're lucky if they can even suppress their tailed beasts. A perfect Jinchūriki? Let's be realistic."
The Sand and Rock Villages were plagued by internal issues and poor management. Their chances of producing a perfect Jinchūriki were laughable.
"But if they want to buy the information, I'll gladly sell it. Easy money, after all."
"Shinki, you're so cunning!" Kushina exclaimed, raising her hand in excitement. "Sell it! Sell it to anyone willing to pay!"
Money talks, and Kushina couldn't resist the idea of earning her own fortune.
Onward to Iwagakure
"When are we heading to the Rock Village?" Kushina asked eagerly.
"Tomorrow," Shinki replied with a sigh, wondering how she could be so enthusiastic about extortion.
They had already explored everything in the Cloud Village and sent all their souvenirs—including cows and premium wines—back to Konoha. It was time to move on.
"Great!" Kushina beamed, her previous frustrations forgotten.
Meanwhile, in the sealed space, the Nine-Tails covered its eyes in disbelief. "What have I gotten myself into with this love-brained girl?" it muttered, resigning itself to its fate.
