Chapter 186: Chapter 186: The Governance Flaws of the Second and Third Hokage



Tobirama looked at Shisui and Itachi with burning eyes.

Naruto grinned. "Correction—I didn't kill him. I only cut off one of Danzō's arms and retrieved the eyes that rightfully belonged to Shisui. Danzō was killed by Sasuke, who avenged his brother."

The Third Hokage was shocked. "How did it come to that?"

Naruto stood up and looked directly at the Third. "Grandpa Third, with all due respect, your tolerance of Danzō greatly contributed to the darker side of Konoha.

Surely you've heard the rumors—on the night the Uchiha clan was massacred, Danzō harvested many Sharingan. He even took one of Shisui's eyes."

Hiruzen fell silent. Indeed, he had turned a blind eye to many of Danzō's actions.

Minato intervened, trying to smooth the tension. "Naruto, Lord Third had his reasons."

Hiruzen sighed heavily. "It's true. I must take responsibility."

Orochimaru perked up at the conversation and continued, "Sensei, in dealing with the misguided policies left behind by the Second Hokage, you did not improve them. Instead, you reinforced them!

The Uchiha clan, as law enforcers of the Konoha Military Police Force, punished criminals throughout the village. Naturally, this led to resentment. Over time, their authority made them appear arrogant.

You had the power to restructure the police force founded by Tobirama so that members from other clans could join and relieve the burden on the Uchiha. But you did nothing."

"And then, after the Nine-Tails attack, while the village was being rebuilt, Danzō proposed moving the Uchiha to the edge of the village under the guise of overseeing the prison. You nearly gave him your blessing!"

Orochimaru grinned maliciously. "Tell me, sensei, was it kindness? Or was it governance through inaction? Your negligence led to the Uchiha attempting a coup. Itachi had no choice but to annihilate his own clan under Danzō's manipulation. Only his younger brother survived!"

Shisui and Itachi remained silent. Everything Orochimaru said held weight.

Back then, the Third Hokage had the power to reform the police force. The Uchiha were still loyal to the village. Uchiha Kagami, Shisui's ancestor and a close friend of Hiruzen, held influence within the clan. Things could have been different. But they weren't.

Resentment grew. Itachi and Shisui both felt it deeply.

I established the Military Police Force to utilize their strength. That was my strategy. What Hiruzen did—that was for the sake of the village and the greater good!"

Hashirama, displeased, interrupted. "Tobirama, I warned you long ago not to look down on the Uchiha. But you refused to listen."

Tobirama roared back, "Big brother! Don't you understand? The village must come first. For the sake of peace, even if we must sacrifice an Uchiha—even if we must sacrifice our Senju clan—so be it! Hiruzen was not wrong!"

Hashirama: "Enough!"

Tobirama scoffed and turned to Itachi. "You're Itachi, right? You did well. As a Konoha shinobi, you abandoned the emotions of your clan for the village. I respect you for that. You're a better ninja than I am."

Itachi felt conflicted by the praise. It was difficult to be proud of such recognition.

Shisui remained silent. He couldn't refute Tobirama's words. Tobirama had an unwavering belief in the village above all else. Sacrificing the Uchiha, or even his own clan, was not beyond him.

At that moment, Naruto spoke up. "The village is important, yes. But if a Hokage has the power to change things and chooses not to, that is also a mistake!"

Tobirama snorted. "Kid, who do you think you are? Have you ever been Hokage? Do you know what it means to carry that title?"

Naruto laughed. "Hokage? Yeah, I did it."

Minato stepped in to clarify. "Naruto, don't hold it against Lord Third.

Danzō was a high-ranking advisor who grew up alongside him. They were both students of the Second Hokage.

Lord Third was the light of the Leaf. Danzō was its root."

Naruto frowned but didn't argue. He clearly disliked that side of governance.

"Alright," Naruto continued. "Let's settle the past here. What matters most now is what comes next. I hope the four of you will cooperate with me in the upcoming war."

Hashirama rubbed his forehead and sighed. "Really now, no matter the era, there's always war."

Naruto turned to him. "Shodai, your nemesis Madara may be summoned to the battlefield. He's yours."

Tobirama looked stunned. "Madara? He'll be resurrected too?"

Naruto nodded. "Yes. He will appear among Kabuto's Edo Tensei army."

The Third Hokage muttered, "I never imagined that one day I'd be resurrected to fight once again."

Minato smiled. "I didn't expect I'd get the chance to fight alongside my son."

Hashirama suddenly brightened. "So, what is Konoha like now? I want to see what it looks like! Oh, and Fourth—you're dead, so who is the Fifth Hokage?"

Minato shrugged. "I don't know. When I died, the Third was still in office."

The Third Hokage added, "When I died, the Fifth hadn't been chosen yet."

Orochimaru chimed in, smirking. "It's Tsunade, your granddaughter."

Hashirama raised his eyebrows, stunned. "No way!"
