Chapter 117: [117] Kotoha's Advice
Kamizono Genichi's experience wasn't unique—once he was released, he found a whole group of confused people outside the Police Department. Clearly, they'd all come out just as baffled, not quite believing they'd just walked out of the PD.
Sure, they were fined for property damage, disorderly conduct, and brawling. But that was it. Even detention was waived with a simple "Didn't you already spend the night here?"
Everyone was left staring at each other like they'd just exited a dream.
Even more amusing, they all went home and told their stories. Most of them were civilian shinobi, so their families were too. Word spread fast—soon, almost all of Konoha knew.
Of course, most people didn't believe it. Stereotypes ran deep, and without seeing it firsthand, who could blame them?
The Police Department still had a long way to go—but this was one hell of a good start.
"Looks like things are going pretty well."
Walking through the streets, Yuhara couldn't help but catch these conversations. Frankly, the PD was trending hard right now.
Aside from the mission office, it was the department villagers dealt with the most. So its transformation sparked a lot of chatter. From "the worst" to "surprisingly decent"—people couldn't stop talking about it.
Yuhara was very pleased. It showed his reforms were working. The PD was following his orders to the letter, and he was confident things would keep improving.
"But the better the PD gets, the more of a headache it'll be for Hiruzen," Yuhara mused.
Though he'd been focused on clan reform and lab work, he wasn't blind to outside events.
Since Danzo's exposure, other clans had started infiltrating previously closed-off sectors—and cleaning house. Hiruzen's people were being purged left and right.
Yuhara was sure they hadn't gone all-out—not like the Uchiha had. Hiruzen still had some influence, but it was weaker now, and hard to wield.
Danzo's fall had reshuffled the entire village, quietly. Hiruzen was still powerful, but far less dominant.
For him, that was a serious blow. He was licking his wounds—and probably seething with hatred for Yuhara and the Uchiha.
Once he recovered, once Danzo's scandal cooled down, Yuhara had no doubt the old man would try to strike back.
"I'll be waiting to see who wins—you or us."
Yuhara's lips curled into a mocking smile—but it didn't last long. A familiar voice snapped him back to reality.
"That look on your face's kinda creepy. Don't tell me you're cooking up something evil?"
The voice was lazy, but pleasant. Yuhara immediately recognized it. He turned with a more normal smile.
"You always know what I'm thinking. But it's been a while, Kotoha."
Only one person would speak to him so casually now—his old classmate and teammate, Nara Kotoha.
She had long black hair down her back, wore a simple ninja outfit, and kept her forehead protector wrapped around her arm. She looked cool, but had a laid-back vibe.
She eyed him up and down before finally saying, "Congrats, by the way—heard you became the Uchiha clan head."
"You don't need to be so formal," Yuhara sighed, spreading his hands. "Besides, back then, would you really have dared to meet me with things so uncertain?"
Kotoha didn't respond. It didn't need an answer.
Truthfully, even she had been shocked by what her old classmate had achieved.
So young, and yet he'd become the head of one of the strongest clans. That was already wild.
But then he went even further—leading his clan to attack a high-ranking Konoha elder… and walked away clean.
His actions were not only justifiable—they made logical and strategic sense.
Even the Hokage had to give in.
His clan and allies gained huge advantages. Other ninja clans got benefits too.
Even her uncle, Nara Shikaku, had praised him at home—a rare event.
Clever, powerful, good at seizing opportunities—that's how every clan now viewed the new Uchiha leader.
And now, with public opinion about the PD shifting, Yuhara was living up to that reputation.
"Yeah, you're right. I wouldn't have dared," Kotoha admitted with a grin.
"But you really kept this hidden. I was worried about you—and you'd already planned everything. No wonder you stayed so calm."
"Not really," Yuhara shook his head. "A lot was still undecided. I was lost too."
He glanced around. "Wanna walk? Standing here like this looks a little weird."
"Thanks for the invite, Clan Head."
Kotoha accepted. She had no mission today—just wanted to escape her mom's nagging. Running into Yuhara was perfect.
She knew the worst had passed. Even her uncle now spoke openly about the Uchiha. So, what was there to fear?
"Just call me Yuhara. Everyone in the clan calls me 'Clan Head' so often it's driving me nuts," he sighed.
"Sure, sure," Kotoha smirked. "But you're not just the clan head—you're also head of the Police Department."
She gestured around them. "People seem pretty happy with the changes. Looks like you've done a good job."
Yuhara just smiled. He was glad—but it was still early. The real results would come with time.
"But hey, I've got a few suggestions—nothing major. Wanna hear 'em, Mr. Department Head?"
Kotoha suddenly lowered her voice, glancing around before whispering.
Yuhara couldn't help but chuckle, but he also straightened up. Every time she did this, she dropped useful and insightful tips.
Even if it didn't benefit him much, it still showed goodwill—from her or her clan.
"Would I ever say no? Even if I don't follow them, I'll still listen."
Kotoha continued softly.
"I heard from my uncle that you want to open the PD to other clans. You even invited him to send people over."
"Problem is, no one's gonna send people right now. The PD has a terrible rep.
Some are busy. Some think you're just trying to rope them into a mess disguised as a group effort.
Every clan in Konoha is careful about its image. Until they see real change, they won't commit.
And while your reforms look promising, it'll take time—and someone to spread the word.
So why not invite civilian ninja first?
Let them join. They'll help promote you. Plus, it shows your reforms are real."
Yuhara paused. She'd thought the same way he had!
His plan was to let civilians see the change first, then invite them in.
Once they experienced it, they'd spread the word—then he'd aim for the clans.
That she figured all this out, without access to insider info, and gave a clean, optimal solution? Yuhara had to appreciate it.
Especially because she said it. That was the real win—no one really knew what the Uchiha's next move would be.
But before he could reply, Kotoha continued:
"And if you're serious about targeting the clans... I have one suggestion.
The Hyūga clan."
