Family System In Naruto

Chapter 118: [118] This Can't Be Allowed to Continue!

"Hyūga Clan?"

Back at the compound, Yuhara sat at home, staring at the blazing sun overhead, silently deep in thought.

Kotoha never spoke without reason. After all these years of knowing her, she reminded Yuhara a lot of that kid Nara Shikamaru—smart but lazy, hated trouble yet incredibly responsible. And once she trusted you, she'd help however she could.

That made her a damn good friend. Plus, she had one impressive uncle.

Yuhara believed someone raised around that kind of influence wouldn't be lacking in insight. Her suggestions always held weight.

The Hyūga Clan, like the Uchiha, was one of Konoha's great families.

But honestly, relations between Uchiha and Hyūga were pretty bad. Both were dōjutsu clans, which made them natural rivals.

Especially when it came to who held the title of Konoha's strongest dōjutsu clan—or even the top clan overall. The competition was fierce.

Many Uchiha didn't like the Hyūga. The main house was tolerable at best—some could even be friendly.

But others were snobby as hell, which rubbed the Uchiha the wrong way.

As for the branch house? Half of them carried a permanent look of existential doom, the other half resigned themselves to fate like life was just a cosmic joke.

They were downright unstable. And if Uchiha were calling someone crazy—you knew it was serious.

Yuhara didn't blame them, though. After all, having that Cursed Seal of the Caged Bird on your forehead basically turned you into 17th-century European property.

No freedom, every action shackled by a mark on their head—hell, they couldn't even die freely.

Could anyone blame them for acting out? Keep them silent too long and they'll either break... or snap.

"Still, is the Hyūga Clan really worth working with?"

He and Shisui had visited once, welcomed by Clan Head Hiashi and a few elders, but it was more of a polite formality. No real conversations happened.

Their clans just didn't mix, and there wasn't much to say.

But thinking back... maybe the Hyūga were worth exploring.

"First of all, they've got a unique advantage."

The main/branch house system might be awful, but politically? It had a weird strength.

Rules are made by people, and even if the branch is supposed to obey the main, it wouldn't be shocking for a rebellious branch member to break ranks.

Separate them, and suddenly it's not the clan's fault—it's just one guy's actions.

That kind of deniability was built-in. Other clans didn't have that. Hyūga came pre-installed with internal stratification.

"Second, they probably have plenty of beef with Hiruzen."

The Hyūga's humiliation was legendary. Forced to choose between "one man dies" or "the whole household dies"? Yeah, that left scars.

Hiashi's resentment toward the Third Hokage ran deep. That absurd scene during the Chūnin Exams said it all.

That was his own brother—good relationship or not, no one should be forced into that decision.

"Yeah... the Hyūga are definitely worth a shot."

Yuhara also recalled—they were a big clan but didn't run any departments in the village.

Their ninja worked as mission shinobi, guards, or intelligence operatives.

So, maybe—just maybe—they'd be open to joining the Police Department.

He needed to dig deeper first, but if this worked, it would open a whole new chapter for the PD.

"Kotoha really is something... I need to see if she'd be willing to help me more in the future."

The thought made Yuhara smile. He genuinely appreciated her advice.

She never appeared in the original story, but that didn't mean she wasn't capable.

Konoha had tens of thousands of people—obviously, not everyone got screentime. The story focused on Naruto and friends. Everyone else was just background noise.

But if the story centered on them? You'd see their brilliance too.

Like Kotoha. Like Yuhara himself.

"You bastards!"

Inside the Hokage's office, Hiruzen slammed the documents onto his desk in fury.

He was in a foul mood. Lately, every report that crossed his desk brought nothing but bad news.

He'd been forced to make concessions over Danzo, and now his influence across departments had plummeted.

It wasn't unexpected—but seeing those personnel changes listed daily made him burn.

Worst part? Every one of those changes needed his signature. He had to approve his own undoing.

It was infuriating.

And he knew exactly who was responsible.

"Uchiha Itachi. Uchiha Yuhara!"

Those two were the source of all his rage.

If it weren't for that bastard Itachi, Danzo wouldn't have been disgraced beyond redemption.

Itachi gave false intel, accused the Uchiha of plotting rebellion, swore he'd handle it.

And what happened?

Turns out, there were three more Mangekyō users in the clan. They had plans—but never acted.

He believed Itachi's lies. So did Danzo. In the end, Itachi failed, and both of them paid the price.

Danzo died horribly. And it was all thanks to damn Itachi.

And then there was Yuhara.

Hiruzen didn't hate him quite as much—but it was close.

Yuhara killed Danzo with his own hands, stole power and resources right from under Hiruzen's nose, and cost him dearly.

Even if he understood Yuhara's reasoning—he couldn't accept it.

Especially since Yuhara had ignored direct orders. He'd dismembered Danzo right in front of him.

How could he not loathe someone so ruthless? So insubordinate?

"And he's powerful too... scary powerful. Already this strong at such a young age. If we don't rein him in, he could become... another one."

Hiruzen lit his pipe, the memory of a certain overwhelming figure haunting his mind.

His suspicion toward the Uchiha wasn't just inherited from Tobirama—it was personal.

He feared their uncontrollable power. Their unpredictability.

Even if the chance of them awakening that power was slim, it was a risk he couldn't ignore. That's why he'd sanctioned Danzo's harsh methods.

Now, he'd seen their strength firsthand. This was the monster he'd helped create.

But he didn't regret it.

"For the sake of Konoha, I must act. The Uchiha are becoming too dangerous—I have to find a way to stop this."

The smoke thickened in the office, but he didn't care.

He shook his head and picked up the papers again.

Being Hokage meant endless work—especially when you trusted no one. He insisted on doing almost everything himself.

It was exhausting—but he saw it as his duty.

Until he saw that report.

His blood pressure spiked instantly.

It detailed recent talk around the Police Department—especially their handling of those arrested shinobi.

"This damn brat…"

He remembered Yuhara requesting expanded authority to recruit anyone into the PD. Hiruzen had hated that idea—he knew how much power the department wielded.

But the situation had forced his hand. He'd compromised, thinking:

"The Uchiha always screwed it up before. This kid's young—how much damage can he do?"

Turns out, a lot.

Yuhara had reformed the department.

Worst of all—Hiruzen couldn't badmouth them anymore. Not now.

"This kid's even more trouble than I thought. This can't go on!"
