Wizard: I Can Refine Everything

Chapter 72: Missionary Permit, Divine Country System

"Hah, that's simple." Ulysses said casually, "I found a small church and brainwashed its leader. Then with a little exhibition of miracles, I managed to convert that small church smoothly."

Richard was taken aback; wasn't this a bit too smooth? But he quickly realized that in this world, these churches theoretically couldn't be considered real churches.

Because they lacked a truly meaningful "Divine."

Facing a church without a Divine, an experienced Divine like Ulysses had countless methods.

"So wouldn't it be easy to spread the church?"

"Hah, I can spread it, but the native forces of this world must agree." Ulysses replied, glancing at Ankarena who stood not far from Richard.

"The lower management in this world is indeed not bad; if the church is spread out, it will definitely attract the control bureau's attention. Weren't you planning to collaborate with this organization?"

Richard shook his head slightly: "You should choose a different word. I'm not planning to collaborate with this organization; I'm planning to incorporate this organization. The current amiability is merely to determine if this organization is capable of incorporation."

Richard's voice was very calm, as if discussing what to have for dinner tonight. Yet within this calmness, there was an unyielding majesty and unwavering confidence.

"I'm not planning to share the world with these natives; they can be housekeepers but never masters."

Ulysses looked at Richard's demeanor and commented, "Hah, you're becoming more and more like a God now. But unfortunately, you're not on the path of Divinity."

The Holy Meal concluded, and the believers began to disperse. Ankarena approached Richard; over the past two days, she had taken Richard around the undamaged districts of the city. Theoretically, she could return home now as her role as a guide was completed. But both parties knew that being a guide was merely a pretense, so Ankarena went from being a guide to a follower.

In summary, she had to stay by Richard's side.

"Ankarena, let's go back to the control bureau." Richard withdrew his gaze from the square and smiled at Ankarena, "I need to discuss something with Anderson."

Since preaching would certainly attract the control bureau's attention, it would be better to directly explain the situation to the control bureau.

After saying that, Richard placed his hand on Ankarena's shoulder. In the next instant, they appeared at the entrance of the control bureau.

In front of the control bureau, there were many people coming and going, most of them being disaster relief personnel. The catastrophe by the Big Snake caused the deaths of all ordinary people within twenty kilometers. Even with the city construction purposely lowering population density due to frequent invasion disasters, this attack still resulted in nearly ten thousand deaths.

The bodies of these people needed processing, and identities had to be verified. Relatives had to be informed so that they could come to identify the bodies and claim inheritances. Those without relatives who perished as entire families would have their properties organized and auctioned off, with the proceeds channeling into the invasion disaster relief fund.

Moreover, the debris from the battles needed clearing, abandoned motorcycles on the streets had to be removed, sewage systems needed repairing, and degraded source energy systems required rebuilding.

The more modern the city, the more complex the repairs after destruction. If such a disaster occurred in the past Werewolf World, just a few bricks and pieces of wood would start rebuilding directly on the ground. Even leveling wasn't needed; the ground could be directly used after being flattened by the Big Snake's struggles.

Upon finding herself back at the control bureau building's entrance, Ankarena felt her heart pounding uncontrollably.

At the moment Richard touched her shoulder, even though there was no malice, she felt like she was going to die. At the moment Richard used his power, a trace of Level 5 Creatures' aura entered her perception. Although it was extremely faint and transient, she still felt like she had walked on the edge of a knife.

"Help lead the way."

Richard's voice snapped Ankarena out of her daze. Seeing Richard's slightly puzzled expression, she quickly asked, "Who are you looking for?"

"Of course Anderson. Is there someone higher up in this building?"

"No... No, I'll lead you there right away."

...

Anderson's office was located at the core middle floor of the building, a position that was both secure and allowed quick access to the floor's information.

In the office, Anderson was contemplating the upcoming funding allocations for the base.

Although the control bureau was a public unit, the funding from above was never sufficient. The bases below always had some private assets to supplement the expenses. The control bureau would also, in other guises, provide support to some wealthy individuals in exchange for certain "sponsors."

Although this sounds somewhat shabby, the control bureau contained a considerable number of outsourced personnel. Some clerical jobs didn't require personal strength, but rather quick-witted individuals. Such ordinary people have to eat, retire when they age, and receive pensions when they pass away—all of which revolve around money.

Most of this world consists of mortals. Even those with power have to adhere to the fundamental logic of society.

Knock knock.

"Come in."

Click click.

"Looks like I arrived at a bad time."

Upon hearing this voice, Anderson abruptly lifted his head from the sea of documents. Seeing Richard, he immediately stood up, his forehead instantly covered with fine beads of sweat.

"Why have you come? Is there anything you need?"

Richard waved his hand to signal for Anderson not to be so tense.

"It's nothing, I just wanted to discuss something with you."

Upon hearing this, Anderson's heart not only did not relax but was instead suspended heavily.

What does this Otherworld World Master want to do? What in this world has caught his attention? What if he wants to eat people... Various chaotic thoughts flooded Anderson's mind.

He forced a stiff smile on his face and asked Richard:

"What is it you wish to discuss?"

"Nothing major," Richard waved his hand, motioning for Anderson to sit down. "While wandering around the city, I noticed that your world doesn't have a structured religious system. In my world, I am considered a Divine.

So, I plan to spread a religion in this world."

"Spread... religion?"

Listening to Richard's request, Anderson's heart suddenly relaxed, and his smile became genuine. This World Master is indeed a good person; even his requests are so ordinary.

Anderson spoke to Richard with genuine sincerity, "As long as you wish, you can spread your religion freely. Even if you wish to take over all the Churches in the city, there is no problem.

Of course, I believe your Believers will all be law-abiding citizens."

"Of course," Richard replied with an equally sincere smile. He hadn't expected spreading a religion to be this easy. He had even prepared to use Soul Witchcraft for Mind Control.

"My Believers are all law-abiding citizens."

...

"I never imagined it would be so easy to spread religion."

In the Secret Realm, while deducing a Rune, Richard mumbled to himself.

Although far away, several Flowing Light Years apart, Richard could simultaneously receive every piece of information sent by his avatars through the nonlocal action of souls.

Dong! Dong!

A melodious bell rang from outside the laboratory. When Richard opened the door, he saw Ulysses standing outside.

"Ulysses, what's the matter?" Richard asked, somewhat puzzled.

Ulysses had a hint of excitement on his face and replied, "Gah, the Divine Country system's people are settled."

"Divine Country system?"

Richard was slightly taken aback, then overjoyed.

It had been twenty-three years since Richard released the scroll, and these twenty-three years could be divided into the first ten years and the subsequent thirteen based on changes.

During the first ten years, the appearance of the Heavenly Calculation Computer led to significant optimization of the Floating City. After optimization, the Floating City's speed increased from one-fifth of the Flowing Light speed to one-third.

Due to this substantial improvement, Richard had to postpone the start time of the expedition and conducted a major renovation of the second Floating City, along with the first one that was already built.

As a result, the Expeditionary Army did not depart during those first ten years.

Fortunately, with the completion of the renovation, the reorganized Goblin Army and the trained Werewolf Army set off in the eleventh year. Today, the first-departing Goblin Army has been sailing for about thirteen years, covering roughly one-third of the journey.

In the subsequent thirteen years, aside from the daily improvement of Physique and Rune research, Richard embarked on a very important project—the Divine Country system.

The special Rules of the Werewolf World allow the souls of the dead to be preserved. These Rules align perfectly with the Divine Countries of the Gods Civilization.

For these twenty-three years, Richard had been observing this particular Rule. Even when the Expeditionary Army set off, he did not follow. Eventually, with the help of the Eye of Truth, Richard completed the observation and fusion of this Rule in the twenty-first year, naming it the Netherworld Rules.

But this was only a beginning. The Netherworld Rules required the Divine Country to unfold to receive souls. However, Richard couldn't keep the Divine Country open at all times. To draw all the Believers' souls into the Divine Country, he needed a solution to either guide the souls into his Divine Country or temporarily store them, waiting to be introduced when he opened the Divine Country.

To seek this solution, Richard issued an Oracle to the Divine Arts Research Institute thirteen years ago, even before the Netherworld Rules were fully observed, instructing them to find a solution.

Now, the cultivators at the Research Institute have finally provided their answer.

"Take me to have a look."

...

In the Research Institute's conference hall, all the Red Cardinals present in Miracle City, and even Pope Frank, had arrived at the scene.

The research on the Divine Country system had not been kept secret, so these Red Cardinals had some knowledge of it. They all understood that the Divine Country system was something revolutionary.

If the Divine Country system were completed, they would be able to continue living in the Divine Country even after Death.

This is a deadly temptation for any creature.

Even if most of them had come to terms with life and Death, who would willingly die if they could live a few more days?

A Space Rift appeared out of thin air, and all the personnel in the hall immediately stood and paid their respects.

Richard and Ulysses stepped out of the rift and calmly said, "Please, have a seat."
