In total, there are more than 300 nations in this world.

Far more than the ninja world.

"Since we can't freely spread the chakra refinement method," Kaito concluded, "those infiltrating the major factions in the Pirate world must either conceal their chakra and ninjutsu or use native beings from this world."

The Navy in the Pirate world does have age requirements for recruitment.

They don't accept children who are too young.
