Kaito pondered briefly before nodding. "If possible, it's best to kill Kaido directly to prevent any future problems."
"We don't want to create more trouble."
"But like Mom said, Kaido isn't easy to kill!"
"How strong are Yonko-level fighters in the Pirate World anyway?"
"Maybe we should ask Rayleigh to test the waters with Kaido first."
"We need to understand how Yonko-level strength compares to the Super Kage-level from the Ninja World before deciding whether to deal with Kaido."
From Kaito's perspective, defeating Kaido might be possible with the combined strength of his mother, Uzumaki Mito, and the First Hokage.
Killing him, though? That's uncertain.

These people are nearly impossible to recruit or contract.
However, such individuals can't simply be wiped out.
Everyone has their uses.
In the future, if Kaito wants to win over the people of the Ninja World's villages and nations, he can't just eliminate their loyalists and leadership.
But those people won't earn Kaito's trust either.
They'll be sidelined over time.
Once Kaito's contract-bound allies grow strong enough, and the people of the various nations rally behind him, those loyalists will be completely obsolete.
"Sealing techniques, huh?"
Uchiha Naori raised an eyebrow. "I had almost forgotten about that. We really should dive deeper into researching it—sealing jutsu might yield unexpected results!"
"Right now, we have ways to seal life force and physical strength, but they're not strong enough to limit someone like Kaido."
"We need to improve these techniques to handle monsters like him."

"Alright, let's work on it together later!"
Kaito nodded and then added, "Actually, I've been thinking—should I form a powerful pirate crew, carve out territory in the New World, and claim the Yonko title?"
"Right now, Shanks hasn't become a Yonko yet. So technically, there are only three Yonkos. There's still plenty of territory in the New World up for grabs."
"In our territory, we can experiment with governance and reforms without interference from the World Government."
"After all, top pirate factions can do anything within their territory without raising suspicions. As long as we don't openly align with the Revolutionary Army and declare war on the World Government, they probably won't pay much attention to us."
"Aside from building a stable state, I also plan to infiltrate major pirate factions and kingdoms. We'll send our people to gain key positions within these powers."

After a while, Naori spoke first.
"This might work. It sounds better than simply defeating Kaido and occupying Wano. It's worth a try."
"That said, we'll need to quickly contract the First Hokage and even the Second Hokage to lead the charge."
"In fact, every piece of territory we take will need at least one Super Kage-level fighter stationed there. Otherwise, it could easily be taken back."

Kaito couldn't help rolling his eyes. "Why don't you just suggest recruiting the future Admirals and Fleet Admiral Sengoku while you're at it?"
"Be realistic!"
"The Marine top brass aren't so easily swayed."
"For now, let's just brainstorm."
Kaito paused, his tone slowing as a new thought struck him. "If I joined as a new rising star and a potential future pillar of the organization, maybe then I could win over some of the Navy's elites, gain their goodwill, and bring them under contract..."
"Huh?"
His eyes brightened as he rubbed his chin. "Actually, this doesn't sound like such a bad idea."
Kushina immediately smirked in triumph. "See? I told you!"
"Shut up! This wasn't your suggestion!" Kaito shot back, rolling his eyes again.
"What I'm talking about is using my clean record and reputation to infiltrate the Navy, work my way up step by step, and network with their elite forces."
"What do you think, Mom?" he asked, turning to Uchiha Naori.
"It's a solid idea," Naori agreed thoughtfully. "With your talent and charisma, you could establish a new faction within the Navy—something fresh and idealistic."
"As long as you set the right tone from the beginning. A radical group within the Navy, one that stands firmly against evil, would be very appealing."
"The only issue is, this would require you to dedicate a significant amount of time to the pirate world—and specifically to the Navy."
"Given the current situation, that doesn't seem feasible."
"The Ninja World can't do without you right now."
"Plus, you have so many secrets, especially your unique techniques, that can't be exposed to the Navy or the World Government."
"If they demand you hand over your techniques, what would you do then?"
"Even your day-to-day training would become difficult to keep under wraps."
"And shadow clones? You know as well as I do that advanced Observation Haki users can see right through those, even if they're specialized clones."
"True," Kaito admitted with a hint of regret.
"Maybe you could assign other contracted talents to infiltrate instead?" Naori suggested. "After all, your original infiltration plan includes the Navy as a key target, right? You'd need to send plenty of people there anyway."
"In that case, the candidates are pretty clear. Kushina, Mikoto, Minato, Might Duy, Kuina, and Nami would all be great fits for this role."
"Speaking of which," Naori added as something came to mind, "have you gotten around to contracting Might Duy yet?"
"I noticed his gratitude toward you is through the roof, so his goodwill level should be more than enough by now."
"Plus, he recently got married and had a son—Might Guy."
"Both father and son have immense potential in taijutsu. They'd thrive in the pirate world."
Kaito's face lit up. "Oh, Guy's been born already?"
"I almost forgot about them. Thanks for the reminder! I'll add Duy to my list of people to contract soon."
"As for Guy, we'll have to wait a few years—he's still too young."
"And Mom, your idea of having Minato, Kuina, and the others join the Navy? I like it."
"Minato, what do you think?" Kaito asked, looking at him and the others.
"I'm fine with it!" Minato said with a cheerful smile. "The Navy seems like a good environment. Besides, the Ninja World won't need me much in the near future."
"And even if it does, I can always come back to help, so it's not a big deal."
Kushina, however, shook her head firmly. "No way! I'm not joining the Navy!"
"Why should I waste my time serving the Celestial Dragons like a lapdog? I'd rather team up with Kuina and the others to form our own pirate crew!"
"Or better yet, join the Yonko crew you said you were planning to build, Kaito!"
"Either way, I'm not going to the Navy!"
Everyone laughed at her defiant stance.
Kaito chuckled. "Alright, fine! If you don't want to go, you don't have to."
"But you've got the wrong idea about the Navy," he added. "Not everyone has to deal with the Celestial Dragons."
"Unless something unexpected happens, it's mostly Rear Admirals and above who interact with the Celestial Dragons or the World Government."
"Really?" Kushina asked, her expression softening slightly.
"Even so, I'd still rather be a pirate!" she declared, turning to Mikoto. "What about you? Wanna join me?"
"Mikoto, Let's be pirates!"
