The NT-88 is basically a holographic/AI-driven phone that has everything programmed into it. It's basically your entire life in that one thin transparent rectangle. When you see it, you think about the communicators that you read about in Interstellar novels. Chen Kai created this on a whim in his last life when the government was still using an archaic system to get official things done. Why not make it easier for the citizens? Also, he had a childish dream of recreating a device from his favorite anime.
