"But based on my understanding and years of facing off against her, I don't think Tsunade is someone who takes risks or likes using war to solve problems. She has no reason to start a war with our village." 

Even though she was semi-retired, Chiyo still kept up with major village affairs. 

Sunagakure hadn't done anything to provoke Konohagakure.
