Watching Enel vanish in a flash of lightning to test his ideas, Alistair shook his head with a smile. Enel was essentially no different from other pirates—exploiting ordinary people for personal gain and power. His power and privileges were those naturally afforded to a Logia-type Devil Fruit user. If Enel believed he was fundamentally different from Blue Sea pirates, he was wrong. Enel's current demeanor was purely piratical: self-serving, with a "obey me or die" attitude, lacking any qualities of a ruler or god. Like Luffy's soul-stirring question: "Is there such a merciless god?"

Enel hadn't noticed this, but Alistair had. Enel was listening to Alistair and making subtle changes. These changes were like propaganda; not forced indoctrination, but a gradual, subconscious shift in perspective, leading to acceptance. Truth is generally accepted. Universal values aren't wrong; what's wrong is using them as a cover for underhanded dealings, suppressing dissent with power and monopolies. Do this once, and people lose trust; repeated actions lead to self-deception, making it impossible to convince others.

Truth is different; it convinces through action and words; people aren't fools. Even the most obtuse person understands that "eating this bread will fill you" is true and should be acted upon. What is "unity of knowledge and action"?

Saying, "I've come to bring you warmth, my friends," then bombing the area with warheads is hypocrisy and depravity.

Saying, "I've come to bring you warmth, my friends," then building roads, clearing mountains, and extracting oil, then allowing people to pay with resources, raising their standard of living while receiving what you want—that's unity of knowledge and action.

Alistair's previous world's leader was excessively powerful but deceitful; hence the emphasis on "unity of knowledge and action." Societies crave what they lack. Initially, people in the One Piece world lacked freedom and were oppressed; many left their homes because of the Pirate King's words—a lack of freedom.

But times have changed. What do people crave now?

Alistair's gaze deepened.

"Why help him?" Robin asked, several arms sprouting, each holding shells; she was studying them, trying to understand their mechanisms. Alistair had classified them as top-secret strategic resources, even more important than Wind and Flame Shells.

Wind and Flame Shells were new energy sources, helping ships navigate the Calm Belt, bypassing Navy monopolies to open new trade routes, and facilitating communication. This was significant, a strategic breakthrough. The Reverse Mountain's significance would disappear; the Navy would face enemies from all four seas.

These shells were more important because they could transmit thoughts and images—Alistair's voice and visuals could reach various parts of the world. This was crucial for spreading revolutionary ideas.

Literacy was low; few could read; even with printing, Alistair couldn't widely disseminate his ideas. Even if he printed his ideas in newspapers, few would care. Even if some agreed and tried to reach Mock Town, it was risky. Only a few would reach Mock Town; was this what Alistair wanted?

But how else could he spread his ideas? Like Confucius, traveling the world, recruiting disciples, spreading his teachings, waiting for them to mature, and having a chosen disciple inherit his legacy?

Alistair had a simpler method. Using Shadow and Sound Shells to broadcast his voice and image, transmitting his ideas to the oppressed.

This was Alistair's plan. He needed many Shadow and Sound Shells and helpers to distribute them. This is why Alistair considered Skypeia strategic. Besides its defensibility, its unique shells were strategic weapons, essential resources for anyone in the One Piece world!

Robin played with the shells. "Doing this makes you the World Government's top target; even Logia users can't survive their pursuit."

Robin was right, but she had limitations.

"Wrong; Logia users can act with impunity." Alistair smiled. "One Logia user might struggle, but with Ace and Enel, we can go anywhere; we don't need to fear the Navy."

"Strategically, we despise them; tactically, we must respect them."

"Besides Enel and Ace, there's you," Alistair winked. "You have amazing disguise skills; I can teach you."

Seeing Alistair's mischievous smile, the twenty-five-year-old Robin instinctively backed away, searching for an escape route.
