Chapter 446: The Power Structure of the New World

Time passed slowly.

It had already been three months since Charlotte distributed the Devil Fruits.

In those three months, the New World had once again descended into chaos.

Pirates from all corners of the Four Seas were flooding into various regions of the New World.

Every member of the Rockefeller Pirates—including Charlotte himself—was out at sea, constantly hunting and eliminating these intruding pirates.

The year 1499 of the Sea Circle Calendar was shaping up to be the busiest year in the history of the Rockefeller Pirates.

They were either in battle—or en route to one.

---

"Big Sis! We just got word—there's a pirate crew invading Mining Island No. 2!"

Sif appeared on the deck, addressing Esdeath, who was standing at the ship's bow.

"Which crew? They've got some guts."

Esdeath turned around, her icy gaze piercing as she looked at Sif.

That chilling stare made Sif's heart shiver involuntarily.

That wasn't a look just anyone could have—it was the killing intent built on a mountain of corpses.

"The Scythe Pirates. Their captain is William the Reaper."

Sif reported calmly.

"Let's go. We'll take care of them."

Esdeath gave the order without hesitation.

"Yes!"

The 1st Division of the Rockefeller Pirates immediately set sail toward Mining Island No. 2.

---

The islands occupied by the Rockefeller Pirates were mostly rich in ores and minerals.

And developing those islands had made the Rockefeller Pirates unimaginably wealthy.

In the entire New World, they were indisputably the richest pirate crew.

But because they were the richest, they also attracted the most trouble.

Countless no-name pirates, dreaming of hitting it big, came to loot one of their islands and flee back into the sea, vanishing without a trace.

This was the biggest headache for the Rockefeller Pirates at the moment.

Owning the largest and most prosperous territory in the New World came at a cost—they were under constant threat from pirates driven by greed.

But the Rockefeller Pirates weren't the only ones struggling with this.

The Whitebeard Pirates and the Big Mom Pirates were in similar situations.

Among the three great pirate crews, after half a year of warfare, the Rockefeller Pirates had gained the largest territory, followed by Whitebeard, with Big Mom coming in last.

These three behemoths controlled 90% of the islands in the New World.

The Big Mom Pirates primarily held territory in the first half of the New World and parts near the central sea.

Out of the 90% of claimed islands, they controlled about 20%.

The Whitebeard Pirates controlled territory in the latter half of the New World, with scattered islands in the early and central regions as well.

They held around 30% of that 90%.

The largest territory belonged to Charlotte's Rockefeller Pirates.

They controlled more than half of the central islands, and after taking over some of the Roger Pirates' former holdings, their influence grew even more.

Roger's islands were scattered across early, mid, and late New World, and Charlotte had claimed those closest to his own.

After Golden Lion Shiki was captured, the Flying Pirates lost leadership. Charlotte launched another campaign and took over half of the early New World.

Thus, the Rockefeller Pirates now controlled 40% of the 90% claimed islands, making them the dominant force.

The remaining 10% of islands were in buffer zones near the Red Line or neutral areas between the three major crews.

The Whitebeard and Big Mom Pirates tacitly avoided claiming each other's bordering islands, maintaining a fragile peace zone.

But this peace was only between the three great powers—and no one knew how long it would last.

---

Currently, that remaining 10% of islands was occupied by lesser pirates—those squeezed out by the three emperors.

This so-called "peace zone" had become a haven for defeated or displaced pirate crews, who divided the land among themselves.

And thus, the power structure of the New World was gradually taking shape.

Once these three behemoths fully stabilized, the "Three Emperors" era would truly begin.

However, the Great Pirate Era showed no signs of slowing down.

Every day, pirates from the Four Seas and the Grand Line arrived in droves.

Achieving true stability would take at least two to three more years.

The Rockefeller Pirates, for now, were focused on eliminating all instability within their territory.

With over ten thousand pirates, they had officially joined the ranks of mega-crews in the "Ten-Thousand-Man Pirate Club."

---

However, their leadership remained a bit chaotic.

There were many figures labeled as "officers."

The original four officers who had followed Charlotte in conquering the seas—Carter, Ralph, Isaac, and Paul—were already famous across the New World.

Today, Barrett had become Vice-Captain of the crew.

As for the others, age or lack of strength had forced them to step back, becoming second-tier commanders stationed at key strongholds in the territory.

No longer the main combat force.

But over time, new rising stars emerged—Esdeath, Caesar, Tesla, Robert, Deidara, and Sif—all children of the Rockefeller bloodline.

Among them, Esdeath, Caesar, and Tesla had been officially recognized as division commanders.

The others still operated independently, sent wherever they were most needed.

After a year of constant battle, these individuals began to gain fame across the New World.

---

1st Division Commander:

Ice Queen Esdeath Rockefeller, eldest daughter of the Rockefeller family.

Bounty: 810 million berries.

Her ruthless slaughters in the New World had etched her name into the minds of pirates everywhere.

Those marked by her sword rarely escaped alive.

She wasn't necessarily the strongest, but she was the most merciless.

Even tougher than the Marines.

2nd Division Commander:

Demon Dragon Caesar Rockefeller, eldest son of the Rockefeller family.

Bounty: 920 million berries.

Nicknamed "Demon Dragon" because his attacks always ended in total annihilation.

Without warning, a massive fireball would drop from the sky, obliterating his enemies.

He was ruthless and enjoyed toying with opponents, only killing after he'd had his fill of amusement.

3rd Division Commander:

Thunder God Tesla Rockefeller, second son of the Rockefeller family.

Bounty: 670 million berries.

(To be continued...)
