"Any problem with that?" Arashi asked with a calm smile.
"None," Chinjao replied immediately. "Marine, pirate—it makes little difference to me. Since I've given my word, I, Chinjao, will not go back on it."
Arashi's formidable strength aside, his character and way of handling matters had left a strong impression on Chinjao.
He admired how Arashi once stood alone against the Marine Headquarters to protect the innocent scholars of Ohara.
That single tale had left him pondering for an entire afternoon. A Marine like this, even to a pirate, commanded respect and reverence.
"Good," Arashi said with a satisfied nod. Reflecting on his current power, he realized his forces were no longer weak.
Between Capone Bege's mafia organization, the entire West Blue Marine branch with its over 200,000 troops, and now the Happo Navy, his influence rivalled that of the future Yonko.
Still, there was one glaring weakness: he lacked top-tier individual power among his subordinates. Crocodile and Bullet had yet to grow into their potential.

Chinjao was overwhelmed with gratitude. As someone who had personally fought Garp and now Arashi, he was deeply envious of the Marines' unique martial arts.
He knew that combining the Six Powers with his Hasshoken could elevate his strength even further.
The next day, Arashi began teaching. Despite being 54 years old, Chinjao eagerly embraced the lessons.
With his superhuman physicality and bounty of 542 million berries, he quickly mastered three techniques:
Shave, Tempest Kick, and Moonwalk. His subordinates also made varying progress over the ten days of intense training.
"Now that this is done, it's time for me to leave," Arashi said with a smile. Turning, his body sparked with electricity before vanishing in an instant.
Watching his retreating figure, Chinjao and his men couldn't help but feel deep admiration. "Ten days, ten women…" one of them whispered in awe.
"Arashi Vice Admiral truly isn't human!"
Their gazes shifted to the ten women standing nearby, who bore wistful, melancholic expressions.
"To be so unattached and composed, leaving without hesitation," another subordinate murmured enviously. "That's a real man!"
Chinjao glared at the speaker with irritation, recognizing him as a hopeless romantic.
When Arashi returned to his warship, several men who had stayed on board rushed to greet him.
"Vice Admiral, sir! We've thoroughly cleaned the ship!" they said eagerly.
"Thank you," Arashi replied with a smile. "It seems you've adapted well to your new roles as Marines."
The men straightened their postures and saluted sharply. "For justice!" they proclaimed. Arashi burst into laughter, clearly finding the situation amusing.
Then, in a flash, he moved and balanced effortlessly on his staff. Sparks of electricity flickered as the Marine warship beneath him shot forward with incredible speed.
Two hours later, Arashi returned to the G-18 Fortress. As his aura radiated outward, everything within a ten-kilometre radius was vividly mapped in his mind.
"Ashura is practising swordsmanship. Crocodile isn't here."
"Barrett is training the newest batch of elite recruits. Vegapunk is tinkering with his experiments… Hmm? Is that a blood sample from Ashura?"
Arashi raised an eyebrow. He hadn't expected Vegapunk's research to progress so quickly.
"Ivans is balancing the ledgers. His steady and meticulous nature makes him perfect for managing logistics,"
Arashi observed with satisfaction. As his forces expanded, so did the complexities of managing finances and other administrative tasks.
Ivans had taken over these responsibilities with remarkable efficiency, handling everything from monthly reconciliations with Capone Bege to tax reports from various branches.
"Eveya is reviewing reports from the Marine divisions."
Arashi noticed the bespectacled female officer frowning slightly as she marked corrections on a stack of documents.
Eveya's sharp mind and diligence had lightened much of Arashi's workload, allowing him to focus on strategic matters.
"It seems I'm the most relaxed person here. Having capable subordinates is truly a blessing," Arashi mused with a smile.
Time passed peacefully in the fortress.
Three days after returning, Smoker and Buggy burst into Arashi's office, both sobbing uncontrollably.
The commotion startled Eveya so much that her glasses nearly fell off.
"What on earth are you two doing?" she demanded.
Ignoring her, the two boys wailed, "Vice Admiral Arashi, please train us! Ashura's strength has grown so much that even Smoker can't keep up anymore!"
Hearing this, Arashi was momentarily stunned.
After some questioning, he was genuinely surprised to learn that in just half a month, Ashura's dedication to swordsmanship had paid off immensely, leaving both Smoker and Buggy far behind.
"Alright, stop crying," Arashi said with a sigh.
"From today onward, I'll set aside time to guide your training as well."
The two boys instantly broke into grins, their earlier tears forgotten.
From that day forward, the West Blue entered a period of unprecedented calm.
The common folk noticed a sharp decline in criminal activities, with mafia groups and pirates disappearing at a visible rate.
Meanwhile, new shipyards and technical workshops began to spring up everywhere.
Arashi, the de facto king of the West Blue, led a life of relative peace.
His days were spent occasionally mentoring Ashura in swordsmanship and overseeing Smoker and Buggy's training.
Before long, the calendar turned to the year 1503 in the Sea Circle Calendar. One day, the shipyard delivered exciting news.
"The prototypes for the components in the blueprint of the electric-powered ship have passed quality tests!" Capone Bege announced enthusiastically via Den Den Mushi.
"Excellent," Arashi replied. "How long will it take to assemble these components into a fully operational vessel?"
"A month!" Bege estimated. "Our shipwrights are ordinary craftsmen, not as skilled as those from Water 7 in the Grand Line."
"However, I've expanded both the scale and number of our shipyards, so their skills should improve with practice."
"How many shipyards do we currently own in the West Blue?" Arashi inquired.
"We have five now," Bege responded. "We started with three, but I acquired another and reopened one more."
"If funding permits, continue expanding our capacity," Arashi instructed.
"Once we've produced enough ships, we'll need to begin constructing warships as well."
"Yes, Vice Admiral!" Bege affirmed before ending the call.
"Ah, the gold of Skypiea… such a treasure," Arashi murmured to himself.
Once the electric-powered ships were complete, the vast reserves of gold would be his for the taking.
Meanwhile, in the New World aboard the Moby Dick, a figure with flowing golden hair and an imposing presence landed gracefully.
"How's the sea without Roger, huh?" the voice growled.
"Whitebeard!" The blood-red eyes of the man flashed as his deep voice resonated across the deck.
