Gild Tesoro's financial power was something Arashi never doubted.
The World Government didn't care much about his combat strength—what earned him their respect was purely his overwhelming wealth.
He was the only man who had ever managed to influence the World Government through money alone.
Tesoro's extensive connections and relationships with various factions made him even more valuable.
If he were to support the Marines' logistics, the results would be unimaginable.
But what truly surprised Arashi was how cooperative Tesoro was—he even offered to join the Marines on his initiative.
After the banquet, Tesoro, full of excitement, grasped Arashi's hands and swore his loyalty.
"I've always known you were destined for greatness! All these years, I've been quietly watching you… And Lord Tiger… building up my strength in hopes of one day assisting you both!"
Tesoro's eyes lit up with passion. "And now, that day has come!"
Arashi looked at him with a calm smile before asking, "What if I told you… I want to overthrow the world?"
Tesoro's body trembled as his pupils contracted. "What…?"
He stood frozen for a moment, then suddenly laughed loudly as everything clicked—the deeds, the goals, the ideals.
"My life was saved by you and Lord Tiger!" Tesoro said firmly.
"If it's for your cause, I would gladly give it up!" He paused, a flicker of madness flashing in his eyes. "And truth be told… the idea of overthrowing this world excites me greatly!"
He could never forget the woman he loved, taken by the Celestial Dragons, or the humiliation he endured as a slave.
Toppling the world had always been his dream, but he knew his strength wasn't enough. Arashi looked at Tesoro for a long moment before breaking into a smile.
"I'll make that dream of yours come true… with my own hands."
Tesoro nodded heavily, his eyes slightly red. The alcohol he drank in celebration of meeting his idol only heightened his emotions.
Arashi stayed at Gran Tesoro temporarily, and after intense discussions, they laid out plans to fund the Marines through various economic ventures.
With the Marines suffering a severe financial crisis, urgent measures had to be taken.
Their conversation gave Arashi a much clearer view of how to develop the Marines in the future.
Tesoro was undoubtedly talented. The more money he had, the more value he could create.
"I'm involved in hotels, casinos, even arms dealing," Tesoro explained.
"The only thing I lack is a scientific research institute like the World Government has. I can build factories, but I can't develop more advanced weapons."
Weapons were essential for building military might. As their talk reached this point, Tesoro sighed with frustration.
He had access to several arms trade routes and had once dealt with the likes of Doflamingo.
"New weapons, huh?" Arashi's eyes gleamed. He smiled. "What you can't handle, I'll take care of myself."
Tesoro was taken aback, then laughed in admiration. "For you to say that… you must already have a great force in the shadows!"
Arashi simply smiled. He didn't reveal anything about the Vegapunk research base.
Ever since the end of the Paramount War and his appointment as Fleet Admiral, information and results from the Sky Island research base had steadily flowed in.
The project was currently managed by Kizaru, who was overseeing the transport of Pacifista units. The more powerful Seraphim units had yet to appear.
Meanwhile, the Marineford power plant was under construction, and spaceships had entered the production phase.
These flying battleships—fast, efficient, and terrain-independent—had become highly favored.
The grand entrance of the West Blue elites, flying in with their airborne fleet, had shocked even the most seasoned Vice Admirals.
Arashi stayed in Gran Tesoro, treating the Marines' financial future as a priority, and gave Tesoro the official rank of Vice Admiral on the spot.
Thus, the Golden Emperor—master of 20% of the world's wealth—was brought under Arashi's banner.
Without realizing it, Arashi had gathered a group of dependable allies around him.
Once a tortured boy under the cruelty of nobles, he had now grown into a formidable leader standing atop the world.
Looking through the clear glass window down at the glimmering lights of the entertainment city below, Arashi found himself lost in thought.
At the same time, in Wano Country, a group of individuals wearing traditional kimonos and samurai armor walked through the bustling streets with curious eyes, scanning everything around them.
Three elderly figures led the group. Their wrinkled faces and white hair marked their age, and one of them frowned while gazing up at the towering building before them.
"So, this is the Flower Capital—the most prosperous place in Wano?" Sengoku muttered. "It's certainly different from the barren lands we've seen elsewhere."
"This place is filled with nobles, so of course it appears beautiful on the surface," he continued grimly. "But that can't hide the scars Kaido and his forces have inflicted on this country and its people."
A deep woman's voice followed. "Tsuru! The Flower Capital is the domain of Kurozumi Orochi—Kaido's closest ally."
"All the intel we've gathered suggests Kaido is currently at Onigashima," Garp said, arms crossed and eyes sharp.
These three Marine veterans had secretly reassembled to form a recon team under SWORD, entering Wano as an advance unit to assess the situation.
Sengoku, Garp—this kind of lineup was enough to shock the world.
"We recently received information that the Beasts Pirates are planning a meeting with another Emperor," Rob Lucci said quietly.
"Another Emperor?" Sengoku's brows furrowed as he shifted his gaze away from the tallest tower in the city.
Pressing his straw hat down, he muttered, "Most likely Big Mom."
"Their connection from the God Valley incident decades ago remains strong," Tsuru said. "If it is her… this could become very troublesome."
"If it's because of Arashi, that's the only thing that could unite those two," Sengoku sighed.
"Kaido and Big Mom?" Garp's face darkened. "Are we witnessing the rebirth of the Rocks era?"
Having once fought against the Rocks Pirates, he knew how terrifying that crew was.
Whitebeard, Kaido, and Big Mom—three monsters who had each ruled the seas for decades. If that power were to merge again, it would spell disaster for the Marines.
"This information needs to reach Marine Headquarters immediately!" Sengoku urged. "But with Wano's closed borders, getting word out will take time."
"We're behind enemy lines now. We'll have to adapt as the situation changes," Tsuru said quietly.
Rob Lucci, Kaku, and the former CP9 members followed silently behind them, along with Bon Clay, Koby, and Helmeppo. Everyone wore plain clothing to disguise their identities.
Half an hour later, they checked into an inn in the Flower Capital. Sengoku and the two other veterans remained inside, forming an intelligence unit while Lucci and the others vanished into the city.
"I still don't feel good about sending those youngsters out for something this important," Garp muttered over the table.
"We're old now, Garp," Sengoku chuckled. "And when it comes to gathering intel, Lucci and CP9 are far more experienced."
"This squad isn't ordinary," Tsuru added. "With their skills in disguise and mimicry, they're perfect for infiltration."
"Even so…" Garp sighed. "I still worry."
After all, they were deep in enemy territory, where countless spies could be lurking around every corner. Even though they'd been careful, danger was never far away.
Three days passed in silence. Still staying in the inn, the three senior Marines looked visibly more serious.
"How much longer do we wait, Sengoku?" Garp gritted his teeth, veins bulging on his forehead. Not a single word had come from the recon team.
"I know you're anxious, Garp. But it's not easy to dig up Kaido's secrets in this place," Sengoku said calmly.
Tsuru quietly stared at her teacup. Compared to Garp, the other two remained composed.
"You two are way too patient," Garp muttered.
They exchanged a brief smile. After all, their mission was recon, not combat. As long as they avoided detection by the two Emperors, they would be safe.
Another day passed. Early that morning, their door was suddenly knocked on.
"Come in," Sengoku called.
The wooden door creaked open, revealing a group of hooded figures wrapped in dark cloaks, their faces hidden.
The three veterans watched quietly as the group entered. Garp let out a quiet breath.
"Well?" Sengoku asked.
"We've acquired valuable intel," Rob Lucci said, pulling back his hood with a serious tone. The eyes of all three veterans lit up.
"Then tell us—what's the situation at Onigashima right now?" Garp demanded.
Lucci nodded, inhaled deeply, and began to speak.
"We began our infiltration by targeting the residence of the ruler of the Flower Capital, disguising ourselves to gain access to the domain of Kurozumi Orochi."
"There, we managed to obtain an important intelligence document," Lucci explained calmly. "It states that the Yonko Big Mom will arrive in Wano in about ten days to meet with Kaido."
"To prepare for her visit, Kurozumi Orochi has been recruiting a large number of chefs, brewers, and pastry makers."
"It's said that Big Mom is extremely picky about food—and if it's not to her liking, she might even kill in a fit of rage!" Lucci continued, taking a light breath.
"Since Orochi is personally overseeing the arrangements, the trail was relatively easy to follow."
At this point, Kaku picked up the explanation. "Later, we disguised ourselves as chefs, brewers, musicians, and other specialists, joining Orochi's entourage as they made their way to Onigashima."
His words caused Garp to lift his head in shock, while both Sengoku and Tsuru's eyes widened in disbelief.
"Yes!" Lucci affirmed. "To gather truly valuable information, we had to infiltrate Onigashima directly."
"While there, we even had a brief encounter with Jack the Drought, one of the All-Stars—but he didn't notice anything suspicious."
"After splitting up to investigate and later regrouping to share intel, we confirmed that Kaido and Big Mom—Charlotte Linlin—will be meeting in Kuri."
"The primary purpose of their meeting is to discuss countermeasures against the Marines' recent moves. Or more precisely—" Lucci paused slightly before finishing, "their alliance is aimed at dealing with the new Marine Fleet Admiral, Arashi."
The words echoed in the room, gradually fading as a heavy silence fell over the three veteran Marines. Garp clenched his fist tightly.
"So it's to deal with Arashi? Looks like after the Marineford War, those two have grown truly wary of that kid's power!"
Sengoku let out a sigh. "It was inevitable. Even if they hadn't allied, once Arashi led the Marines into the New World, resistance from the Yonko was bound to happen."
Tsuru added, "This is the trend of the times. The strength Arashi displayed during the war has placed enormous pressure on the pirate world."
She paused briefly before smiling. "It seems our trip wasn't in vain after all."
"If we send this intel back to headquarters in time, Arashi might be able to position the three Admirals to intercept Big Mom's group and stop the alliance before it's formed," she said.
Upon hearing that, both Sengoku and Garp allowed faint smiles to appear on their faces.
As long as the Marines received the information early, they could launch a targeted response.
But just as the atmosphere began to ease, the ceiling above them suddenly cracked with a sharp snap. The collapse came so quickly that no one had time to react.
The expressions of Sengoku and the others instantly changed as they hurriedly pulled the younger generation toward one side of the room.
Boom! The floor trembled violently as the wooden structure burst apart like shrapnel, dust billowing through the air.
When everything finally settled, towering and imposing figures emerged through the dissipating smoke.
"Kaido?!" Sengoku's face darkened the moment he saw the colossal silhouette standing before them.
