Autumn, Year 60 of the Konoha Calendar.
It had been nearly six months since Senju Tobirama's resurrection.
In that short span of time, the shinobi world was thrown into upheaval.
Sunagakure had been crushed, its backbone broken, and now teetered on the edge of becoming a Konoha vassal.
Iwagakure fared even worse—erased from the shinobi world's map entirely, its status as one of the Five Great Shinobi Villages revoked. The few surviving Iwa shinobi had no choice but to serve under Kurotsuchi, who acted as the Daimyō of the Land of Earth's representative.
Kumogakure, after its plea for peace with Konoha was rejected, had shifted to full war preparation. Under the orders of the Fourth Raikage, Ay, the village was readying for open conflict.
As for Kirigakure, after Chōjūrō returned with news, Mizukage Terumi Mei and her advisors deliberated endlessly but had yet to reach a conclusion.
Meanwhile, lurking in the shadows, the Akatsuki had struck an accord with Orochimaru. Their plan to move against Konoha and Senju Tobirama was already in motion.
Yet none of this had drawn Tobirama's attention—at least, not yet.

Konoha – Forest of Death
Tobirama walked alone into the silent expanse of the Forest of Death.
This forest had expanded yet again due to the Wood Release he had unleashed long ago. Towering, wild trees stood tall and vibrant, resembling a primordial jungle.
"Let's see just how far my enhanced Water Release can go."
After a moment of contemplation, Tobirama made up his mind.
Since receiving the reward that strengthened his Water Release, he had noticed a remarkable improvement in his ability to control it—down to an extraordinarily precise level.
For example, during his encounter with the Kumo shinobi at their peace negotiations, those two cloud-nin, bloated like water-filled balloons before exploding, had fallen victim to his newly developed technique:

The principle was deceptively simple: by creating water molecules and saturating the air with them, Tobirama forced his targets to inhale the moisture. Once inside their bodies, the water could be detonated.
Some might ask, "Why not directly manipulate the blood within a person's body and make it explode?"
The answer was straightforward. Chakra is the foundation of all ninjutsu. To manipulate someone's blood, one would need to inject chakra directly into their body—an unnecessary step when his enhanced Water Release allowed him to achieve similar results externally.

But words meant little compared to a demonstration. Without hesitation, Tobirama decided to put it to the test.

Without forming a single hand seal, Tobirama willed it into existence.
A slender stream of water shot forth from his mouth, and within moments, a small lake formed before him.
"Now, let's see how far I can push my control over water chakra."
His brow furrowed slightly as the water in the lake began to churn violently under his influence.
"Zzzzzz!"
A sharp hiss filled the air as half the lake's water transformed into steam, dispersing into the atmosphere. Yet Tobirama could still sense and control the chakra within the vapor with pinpoint accuracy.
The remaining water, meanwhile, solidified into blocks of ice after an intense gathering of chakra.
"Water's three states—liquid, solid, gas."
Tobirama's eyes narrowed as he realized the extent of his enhanced Water Release. He could freely manipulate the transformations between the states and even create ice blocks akin to those of an Ice Release kekkei genkai user.
"But that's not all…"
Placing his hands on his chest, Tobirama exhaled deeply before channeling his chakra. A massive torrent of water erupted from beneath his feet.
The raging currents surged outward, swallowing an expanse of forest in its wake. The water, mixed with uprooted trees and debris, churned violently, resembling an ocean on land.
"My Water Release techniques consume less chakra yet generate larger-scale effects…"
After observing for a few moments, Tobirama nodded in satisfaction. The chakra he had just used was equivalent to a C-rank technique, but the resulting water torrent rivaled an A-rank Great Waterfall Technique in scale.
A sudden idea struck him.
"If I can summon this much water… could I construct a mecha of sorts?"

Unsatisfied with its size, Tobirama poured more water into the construct, expanding its body until it towered several hundred meters high.
After some effort, he stepped back to admire his handiwork.
The colossal figure now glowed faintly, its hollow eyes emitting an ominous red light.
And then—it moved.
Its massive frame, composed entirely of water, moved with a fluidity that spared it from generating excessive noise.
The giant lowered its head slightly, its glowing eyes fixating on the comparatively tiny Tobirama. Slowly, it extended a hand, splaying its fingers open as its palm came to rest before him.
A faint smile tugged at Tobirama's lips as he stepped onto the water giant's hand.
The creature gently lifted him and placed him atop its head.
From his vantage point, Tobirama surveyed the vast expanse of the forest and the distant silhouette of Konoha.
Though he had constructed larger wooden giants during the destruction of Iwagakure, this felt different.
With water's fluidity, this giant was virtually impervious to most physical attacks. Even Uchiha Madara's fully-formed Susano'o would struggle to destroy it.
"But my concerns aren't limited to Uchiha Madara…"
Tobirama's brows furrowed in thought.
If Orochimaru had truly partnered with the Akatsuki, they likely had a substantial army of reanimated shinobi under their control. Add the Akatsuki's members and Nagato to the mix, and Konoha's forces, even at their peak, would struggle against such an overwhelming threat.
Then, inspiration struck.
"I've got it!"
With a flash of clarity, Tobirama remembered something he had overlooked.
Dismissing the enormous water construct, he vanished in an instant, reappearing within the Root's underground laboratory.
