By equipping both Boil Release and Fire Release as passive skills, the system seemed to be bypassing the normal rules. He was changing chakra nature—and releasing powerful jutsu—without expending any of his own energy.
In theory, nature transformation consumes chakra because you're reshaping raw chakra into elemental form. But if this step becomes automated or passive?
