Shin wasn't surprised. In a world where mutants were everywhere mind control was not a rare ability. There were more than a dozen known individuals with such abilities, and given how concealed mind-related powers were—along with the fear they inspired—the actual number of users was likely tenfold if kept secret.
If the top leaders of these ordinary people had no defense against such abilities, then any mind controller with ulterior motives could easily manipulate the entire U.S. government, throwing the entire country into chaos.
"General Ross? I can indeed contact him," Kingpin said with a serious expression. "But it's just a connection. I might be able to ask him for minor favors, but if it's something important, the military won't pay us any attention."
Although America was known as a capitalist country, in reality, no nation was ruled solely by one force.
Capitalists, politicians, the military, and state legislators—each of these groups had overlapping interests as well as conflicts. There was some degree of infiltration among them, with individuals even holding multiple allegiances.
These ruling factions communicated with one another, and because of this, asking for a minor favor wasn't difficult. However, interfering with someone else's core interests without the right leverage was impossible.
"It's fine," Shin said with a smile. "You just need to establish communication. I'll handle the rest!"
"You're the one who wants to negotiate with me?"
In a restaurant, General Ross entered with a stern expression, his tough demeanor enhanced by the presence of several tall bodyguards, each carrying the unmistakable aura of military discipline.
Shin took two bites of the chicken leg in his hand, washed it down with a sip of Coke, and let out a quiet sigh.
When it came to food, the One Piece world was far superior—even the taste of their Coke was leagues above anything found here.
After wiping his hands and mouth with a napkin, Shin looked up at Ross. "Yes, I'm the one looking for you. I'm very interested in the superhuman project you're currently running."
Ross scoffed. "Interested? Kingpin wants to get involved in the superhuman project. He's certainly ambitious." His eyes narrowed. "This is impossible! No one would ever allow him to have a fully-fledged super soldier under his command!"
"I think you may have misunderstood, General Ross," Shin replied, his expression calm. "The one who actually wants to work with you is me."
"You?" Ross let out a mocking laugh. "And what qualifications do you have to cooperate with me?"
Shin paused briefly, then spoke confidently. "How about my biological technology? Would you like a demonstration?"
Ross narrowed his eyes, scrutinizing Shin carefully. After a moment, he nodded. "Fine. Show me what you've got."
To be honest, Ross didn't think Shin was worth considering. In his eyes, Shin was just one of Kingpin's subordinates—perhaps one with a special status, but nothing more.
Still, if Shin had skills worth using, Ross wouldn't mind bringing him into the fold. After all, his current project was meant to replicate the Super Soldier Serum, but the difficulty of that task was absurdly high.
Since Captain America's disappearance, despite numerous attempts, no one has successfully recreated a perfect Super Soldier formula.
Ross had no illusions about cracking the code now; his goal was merely to optimize the previous formulas. Scientific breakthroughs weren't things you could just force into existence. Decades had passed, and even with all their research, the Super Soldier Serum remained elusive. Ross wasn't about to bet his career on a miracle.
In fact, as a high-ranking U.S. military general, his primary responsibilities were training soldiers and modernizing weapons. The Super Soldier program was just one of many projects under his purview—one he valued, but not enough to stake everything on.
However, that all changed the moment his daughter's boyfriend became the Hulk.
Once Ross witnessed the sheer destruction the Hulk was capable of, he became obsessed.
Before that, he had simply treated the Super Soldier project as another military experiment. But once the Hulk emerged, his mindset shifted drastically:
'Oh my god! This is actually possible!'
The Hulk was impervious to bullets, fire, and explosions. Compared to him, tanks and aircraft were practically useless.
A tank's defense was like paper in front of the Hulk—easily torn apart with a casual swipe. He was the ultimate war machine!
'Give me a squad of Hulks, and I could conquer the world!'
Of course, Ross never stopped to consider whether he'd actually be able to control such a force—or if the Hulks would tear him apart first.
In the beginning, he hadn't put much faith in the Super Soldier project. But if this subordinate of Kingpin was as confident as he appeared, maybe—just maybe—he was onto something.
Letting him join the research wasn't a big deal.
Besides, if anything valuable came from Shin's involvement, the military would naturally seize it. Worst-case scenario? If he developed something truly revolutionary, they'd simply detain him.
The U.S. military was ruthless like that.
Shin's personal research abilities were decent but nowhere near the level of geniuses like Tony Stark or Reed Richards.
Despite his experiences in the One Piece and Naruto worlds, he could, at best, be considered a competent researcher—not an innovator. Even with the assistance of his biochip, his understanding of science remained at the peak of human capability but far from the realm of the true prodigies in the Marvel universe.
The key difference between Shin and them was creativity—the defining trait of a true scientific genius.
However, what he lacked in brilliance, he made up for with cheating.
Unlike normal scientists, Shin's biochip stored knowledge from multiple worlds, giving him access to a breadth of information beyond what any Earth-born scientist could ever hope to achieve.
