"Are you also...?" Brock Rumlow looked at Alex Ray in surprise.

Alex offered a slight smile, as if he could see straight through Rumlow's thoughts.

You're rattled by my presence, huh?

He felt secretly smug but didn't show it on his face.

Let this Crossbones test him if he wanted—it'd be a lesson, and maybe a warning.

Alex gently pushed open the door of the restaurant and gestured politely for Rumlow to enter.

His tone was calm, even courteous. "Please, we can't just stand out here talking all night."

Then, he turned and walked inside.

Rumlow watched Alex's back for a moment, feeling the brief sting of hesitation.

But he quickly buried it and followed.

Inside, the lighting was warm and ambient. A soft calm permeated the room, like it had nothing to do with whatever war might be brewing outside.

Alex turned, his eyes locked onto Rumlow. His voice was clear and grounded: "Tell me what brings you here, Mr. Rumlow. People from Hydra don't usually show up without a reason."

There was a certainty in his words, like he already had the upper hand.

Rumlow stared back with a flicker of surprise.

He'd expected this meeting to require subtlety—diplomatic posturing, maybe even veiled threats. But Alex's bluntness caught him off guard.

Still, Rumlow liked that. He appreciated those with backbone—men who could face negotiations without flinching.

He adjusted his chair and leaned forward, his expression growing serious. "I'm here on behalf of Director Pierce. We want to invite you to join Hydra. You know we have reach. Resources. Power."

Alex nodded, slowly. Hydra wasn't some fringe group anymore—they were embedded deep, with roots he couldn't ignore.

But he didn't answer right away. Instead, he responded with cool interest, "I care most about what Hydra can do for me. Let's hear your pitch."

He had no intention of joining, but he was curious just how far Hydra was willing to go to reel him in.

Rumlow took a breath and launched into it. "First, financial support. For your personal interests, and for Hell's Kitchen. Schools, hospitals—whatever you want to improve, Hydra can fund it. We can bring in top-tier tech, upgrades that would take the place into the next century."

Alex felt a flicker of hesitation.

He didn't need money—but Hell's Kitchen was another story. The broken infrastructure, the neglected communities... if someone could actually fix that?

It would be hard to say no.

Still, he kept his expression unreadable. "And what would I owe in return?"

Rumlow didn't flinch. "Join us. Be part of Hydra. When needed, you work with us. Simple."

Alex answered without hesitation: "No."

Rumlow blinked, his expression darkening.

He stood slowly, voice grave. "You might want to reconsider. You already know who we are. Say no, and you'll be Hydra's enemy. You won't find peace anywhere."

But Alex didn't budge.

He smiled, not kindly. "Relax, Crossbones. Just because I won't join you doesn't mean we can't work together."

Rumlow paused.

He hadn't expected that—but the more he thought about it, the more he saw potential.

He sat back down, eyes narrowing with curiosity. "Go on."

Alex's tone remained even. "You've done your homework, right? You came here because I'm not just some punk with powers. You want something like a transformation device—like the one from Kamen Rider?"

"You're offering it to us?" Rumlow's eyes lit up. If he could wield something like that, he'd be unstoppable.

Alex shook his head. "Not yet. I've only got one."

Rumlow scowled, irritated. Was this a tease?

"You showing it off just to wave it in my face?"

"Calm down," Alex said, waving a hand. "The organization I'm with—let's call it Consortium X—they're sending more soon. When they arrive, I could pass one or two on to Hydra."

Rumlow's interest sharpened.

Alex had just fabricated Consortium X on the spot.

He knew he couldn't reveal the real origin of his powers, and a mysterious organization was the perfect cover. It would distract Hydra from him and shift their focus toward something more nebulous. Hell's Kitchen would also gain some breathing room.

Rumlow nodded, considering the implications. It made sense. If Alex really was just the front man, then Consortium X was the prize.

"I assume Consortium X is the one backing you?" Rumlow asked cautiously. "What kind of people are they?"

Alex froze for a heartbeat. He hadn't actually thought that far ahead.

But then he said smoothly, "They're researchers. Scientists. Detached from world affairs. I act as their liaison—I handle procurement, logistics, that kind of thing."

Rumlow accepted the explanation with a nod, silently committing the name to memory.

Consortium X.

If he could find them, Hydra might bypass Alex entirely.

He stood, offering a business card. "Alright. When the devices come in, contact me. I'll be waiting."

He turned to go.

"Wait," Alex said, glancing up. "Start with renovating the hospital. Show me you mean it."

Rumlow paused, then nodded. "We'll be in touch."

Rumlow stormed into Alexander Pierce's office and gave a full report.

He relayed every word Alex had told him—about Consortium X, the transformation gear, the hints of high-end tech far beyond their reach.

Pierce sat behind his desk, fingers drumming rhythmically against the polished surface, deep in thought.

"Consortium X," he said slowly, as if tasting the words. "Interesting."

His expression hardened. "A hidden organization with power like that... If we can control them, Hydra will surpass every threat we've faced."

He looked up sharply.

"Alex Ray knows who we are?"

Rumlow gave a resigned nod.

Pierce's lips curled in a sly grin. "Then we'll send the Winter Soldier."

The confidence in his voice was chilling.

Rumlow stiffened. "The Winter Soldier might not be enough. Alex Ray's... different."

He hesitated, remembering their earlier clash.

Pierce's smile didn't falter. "Who said anything about killing him? He's close to Wilson Fisk. We'll have Bucky take Fisk's family. That'll be motivation enough."

The silence that followed was thick with implication.

Rumlow's eyes widened slightly, the pieces clicking into place.

Pierce didn't want to fight Alex Ray.

He wanted to control him.

And if coercion was the method? So be it.
