2. Increase the population. If Uzushio was to become a real power again, its population needed to expand—preferably into the tens of thousands. Only with a larger, well-trained populace could economic growth and military strength follow.

After a moment of contemplation, Naruto shared his thoughts.

Upon hearing his proposal, both Homon and Shisui fell silent, deep in thought.

Naruto's perspective extended beyond their immediate concerns, highlighting fundamental flaws in their assumptions. Homon had envisioned a revival of Uzushio's former sovereignty, mirroring the once-thriving Uzumaki clan's influence. As discussions continued, both Homon and Shisui turned to Naruto, seeking guidance. They lacked experience in statecraft and governance.

As Naruto outlined his vision, Homon and Shisui listened in astonishment.

For the first time, they saw beyond the limitations of their upbringing—beyond the conventional wisdom of hidden villages. The notion of ordinary citizens wielding chakra education, of governance extending beyond military authority, challenged everything they knew.

Their discussion stretched for hours. By the end, Homon and Shisui felt an unprecedented sense of ambition for Uzushio's future.

Just as they were about to conclude, Shisui suddenly recalled something important.

"By the way, Lord Mianma… you had a reason for calling us here, didn't you?"

Naruto blinked, momentarily taken aback. He had been so caught up in conversation that he had nearly forgotten.

After a brief cough to regain composure, he pulled out an aged scroll and placed it on the desk.

Shisui's eyes widened.

The parchment was unmistakable—the Scroll of Seals.

He had seen it before, years ago, within the Third Hokage's possession. It bore the same design as the scroll used to store Konoha's most dangerous forbidden jutsu.

The realization hit him immediately.

Before leaving Konoha, Naruto must have infiltrated the Hokage Building.

Understanding the gravity of the situation, Shisui wordlessly stepped out of the room.

This was a matter concerning Uzushio's legacy—one that did not concern an outsider like him.

Naruto turned to Homon.

"Can you set up a barrier? We need complete security."

Homon nodded. To an Uzumaki, barriers were second nature. In moments, a sealing array shimmered into place, ensuring absolute privacy.

His gaze then fell upon the scroll, curiosity evident in his expression.

Naruto didn't waste time.

Homon's eye twitched.

Still, he examined the intricate sealing patterns.

Within Naruto's sealed subconscious, Minato Namikaze observed, his expression grim.

Minato exhaled.
