Several days had passed when Minato finally received the paper crane message from Kaito.
The small paper crane flew through space and appeared before him, expanding and unfurling into a scroll that landed in his hands. As Minato unrolled it and read, his expression grew increasingly perplexed.

He sighed, covering his face in slight exasperation.

For a moment, Minato's expression turned strange before he walked into the office, hiding his unease behind a casual smile.
He shut the door, placed the scroll on her desk, then took a step back, gesturing to her.
"Open it, and you'll see."
"Alright," she replied.
As Tsunade glanced at the scroll's contents, her expression immediately changed.
"So that's why he agreed so readily!" She frowned. "This technique... if it's made public, it could lead to some serious consequences."
"I took a look myself," Minato explained, slightly resigned. "It requires an extremely high level of chakra control—probably only you could manage it."
"Damn it," Tsunade muttered, clenching her teeth.
This gift was valuable, and she couldn't just disregard it.
Yet at the same time, it was like holding a hot coal, especially given the delicate state of affairs at the moment.
Ultimately, she didn't want to meddle in the Hyuga's internal disputes.
The current situation was still under control.
As Hokage, she only needed to support the winning side in the end; it was an inherent advantage.

She set the scroll aside without reading further.

"Konoha is a village formed by many clans, and since its founding, it's been tradition not to interfere openly in clan affairs—even for me as Hokage," Tsunade replied, tapping her fingers on the desk.
"Once a precedent is set, other clans will likely resent it."
"It's up to you, Lady Tsunade, to decide how to handle this," Minato said, offering no further advice.
"You've gotten good at slacking off!" Tsunade huffed, irritated.
Such a strong fighter, wasting time at home taking care of kids—what a waste!

"Considering I'm supposed to be dead, it's better I stay out of things," Minato declined gently.
"Just go!" Tsunade waved him off. "And keep this matter quiet."
"Understood," Minato replied, bowing slightly as he exited the office.
Left alone, Tsunade stared at the scroll on her desk, unable to decide.
She knew Kaito must have some ulterior motives in sharing this, yet she couldn't exactly fault him for it.
After all, it was a genuinely valuable technique.
In truth, if the Hyuga clan could lift the Caged Bird Seal, it would benefit the village.
At the very least, they wouldn't need the clan head Hiashi's approval and arrangements every time they wanted to use a Hyuga ninja.
That said, most clans in the village concealed some of their strength.
Even clans loyal to the Hokage faction, such as the Sarutobi and Ino-Shika-Cho clans, probably had more ninjas hidden within their families than they openly provided to the village.
Only the Senju, due to the Second Hokage's example, had fully invested all their power in the village, which had led to their current decline.
While the remaining members fully integrated into Konoha, leaving an indelible Senju mark on the village, the once-legendary "Senju Clan of the Forest" name had faded into obscurity.
Shaking her head, Tsunade pushed away her distracting thoughts, carefully stowed the scroll with the Caged Bird Seal release technique, and returned to her paperwork.
The day quickly passed.
Late at night, an ANBU with a mask silently entered through the window.
Tsunade, resting her eyes in her chair, opened them to greet him.
"Kakashi, you're here."
"Hokage-sama."
Removing his mask, Kakashi, dressed in full ANBU gear, approached.
"How's the Hyuga situation?" Tsunade asked, propping her head up tiredly.
"The Hyuga clan is now openly divided into two factions: the main family and their loyal branch family members, and the branch family pushing for reform," Kakashi stated calmly.
"So the branch family members seeking reform no longer bother hiding?" Tsunade questioned. "Has Hiashi lost control?"
"Yes," Kakashi confirmed. "Even as the head of the main family with the Caged Bird Seal control, Hiashi can't suppress that many people at once."
"Plus, there are some clever individuals among the branch family," Kakashi said, his expression a bit amused. "They didn't confront the main family directly but instead respectfully presented their demands."
"In doing so, Hiashi can't respond too harshly," Tsunade observed. "After all, they're family by blood. If he's too cold-hearted, it may backfire."
"I see." Tsunade let out a small sigh of relief. "The situation isn't entirely out of control, then."
Kakashi's eyes curved into a smile. "Besides, this is the information the Hyuga clan has chosen to present us with. After all, we don't have a way to escape detection by the Byakugan."
"This is part of the unspoken understanding between the village and the clans," Tsunade sighed. "The village won't interfere with internal clan matters, but we still need some level of intel, just in case."
"For now, let's leave it as it is." Tsunade stood up. "You may rest. Now that things have stabilized, I'll assign ANBU to monitor the Hyuga clan."
"Yes, Hokage-sama!"
Kakashi swiftly leaped out the window, disappearing into the night.
