Removing his own Caged Bird Seal was part of his deal with Sasuke.

If other members of his clan wanted the seal removed, they'd have to figure out how to get him to agree, let alone modify the seal.

Konoha, still recovering, was not in a position to fully oppose Kaito.

She quickly dismissed the thought.

After all, if the resurrected person ended up being controlled by Kaito, it would spell disaster.

Tsunade shook her head, dismissing Minato's suggestion. "No, resurrecting more people might draw too much attention to Konoha, putting us in danger."

"I see." Minato smiled warmly as usual. "In that case, I don't have any other ideas."

The two stared at each other in silence until Shizune entered with the food, and still, no conclusion had been reached.

"Forget it!"

The sight of dinner in Shizune's hands seemed to lift Tsunade's mood. She waved a hand.

"Let him decide. This matter is more symbolic than anything else."

She accepted the chopsticks from Shizune with a casual gesture.

"I'm eating now, Minato. Just give him that answer."

"Yes, I'll be going then."

Minato quickly left the office. He still needed to go home to make dinner for his son.

After dinner, Kaito sat on the porch gazing at the stars when he received a call from Minato.

Listening to Minato's message, his eyebrows rose in amusement.

"They're giving up the right to make a request?"

"We just don't know what you're willing to offer as compensation, so it's easier to leave it to you," Minato replied, sounding somewhat helpless.

"I expected you'd want me to summon a resurrected soul to strengthen Konoha," Kaito remarked, still surprised.

After a pause, Minato replied, "Lady Tsunade doesn't want Konoha to draw too much attention. It wouldn't be good for the village."

"Tsk, just admit it." Kaito didn't hold back. "It's because you don't trust me and worry I'd secretly control the resurrected."

"You're not wrong," Minato admitted, sounding even more resigned. "After all, even I'm not entirely trusted."

"Ha, don't worry; I am quite honest." Kaito chuckled. "Besides, you know what my ultimate goal is."

"Indeed," Minato replied, sharing the laugh. "For someone whose aim is to save the world, village politics must seem petty."

"Exactly. I've always been peaceful and friendly." Kaito boldly declared, "Our enemies come from beyond, and all who live in this world are our natural allies."

Minato's voice grew excited, "I understand. I'll help you!"

"Thank you, Minato." Kaito's voice was sincere.

"But why not just tell everyone the truth?" Minato asked, puzzled. "Wouldn't uniting everyone as soon as possible be beneficial?"

Kaito smirked to himself. "No one would believe it. That part of history has been forcibly erased from this world."

"Kaito, you're too pessimistic. I believed you back then!" Minato encouraged him immediately.

Kaito's mouth twitched.

'You just have a thing for 'saving the world'!'

"I'll give it serious thought," he finally responded.

After ending the call, Kaito began pondering.

What would be a suitable "compensation" for Konoha?

It needed to be impressive. After all, Kaito had his pride, and a subpar "compensation" wouldn't be presentable.

"I've got it!"

Kaito clapped a fist into his palm.

He'd give Konoha the method to release the Caged Bird Seal. After all, besides him, only Tsunade, with her skillful chakra control, could execute the delicate process.

The only question was: would she dare accept this hot potato?

What actions would she take afterward?

Thinking about it, Kaito smiled in anticipation.
