Lead Feather
Lead Feather was in a very good mood, while joining the Elite was never something he planned on doing (working for them was enough) he couldn't deny that joining was the best thing he had ever did! Stable employment, benefits, he wasn't expected to get into fights all that often, and he got a juicy bonus playing bodyguard for his boss Uppercrust!
Funny how the worst day in his life allowed him to enjoy a better life, triggering as a simple shaker able to increase and decrease the density of objects after getting trapped under a car. At that time, he was one of the construction workers for Uppercrust's construction company, so when he triggered his boss immediately took him in, gave him a raise, and a new house for free!
Uppercrust is a good man and boss! He even met his wife on the job, an adorable thing working as one of the secretaries for a big shot in the company. They had some coffee at a nice little cafe and bonded over talking about the dorks that are the Adepts!
Sure, it was mean spirited, but they had fun, which led to them having an ice cream day a few days later, which in turn led to a diner and their first kiss, and the rest was history.
She'd recently stepped down from her job because she was pregnant with twins! Lead Feather was happy that his wife didn't mind working (she clearly loved her job, he'd heard her talking about it often enough) but working for a cape is dangerous. Especially for a pregnant lady, so she took her maternity leave. She still worked from home of course, but her workload was significantly lessened.
But by God did pregnancy awoke something in the woman! He could barely keep up and he was literally paid to be in great physical shape! But the woman was unrelenting, he had to make her pass out! They even agreed to keep it to the weekends because HE was starting to walk funny!
So now here he is, waiting for his boss to finally get better. He really believed that Dr. Patches could help him, his boss never set up this much security for a healer before so he obviously must think the cape is worth the investment.
Still, he had a job to do even with the entire area being locked down.
Stretching faintly, he looked at the new guy, Jacobs Ladder, the boy looked like he'd jump ten feet in the air if you threw a cucumber at his feet like in those cat videos.
"So, what's on the menu for lunch?" He asked as he scratched his side.
"W-We ordered from this pizza place that offers beef broccoli pies." Jacobs Ladder said, got the little guy definitely needed to get laid, Lead Feather had seen coils less tightly wound than this guy!
"Pretty unusual, but I've eaten weirder." Ferrona, another cape in the security detail, said with a shrug as she took another bite of the pizza.
"Still say New York's are better." Lead Feather commented as he tried the pizza out, "Not terrible though, definitely unique though."
"Duh, though at least we don't have to deal with a doctor in Chicago." She said with a shrug, "Say… you think we're setting up for an OP in this town?" She added after a few seconds.
"Maybe, now that the port is accessible again the boss could justify it. Though I can't really take the job, I heard the schools are horrible. Like one is just a gang infested hellhole, the other one wasted half of their budget in a faraday cage for students, I mean really out of all ways you could control how much time students spend on their cells, and you just cut them off completely? And add a new structure to the entire building? I think people are crazy here!" Lead Feather semi-ranted.
"There are private schools." Jacob commented.
Lead Feather just chewed on his pizza slice before nodding, "True, and the pizza isn't half bad. Wonder if they have any New York-style pizza around here?"
"Probably.-" However before Jacob could continue; he was cut off by the radio coming to life.
"*Bzzt* Attention we have PRT vehicles approaching the checkpoint… they aren't slowing down… oh shit!" There was a large sound and the checkpoint wooden bar snapped in half and the PRTs UPS looking vans and what looked like some APCS pulled to a stop at the front of the hospital.
Lead Feather sighed, at least now he knew the PRT did this shit everywhere and just not in New York. It seemed like every Wednesday they would try to raid their establishments, then you would request a warrant and delay them for a bit, and they would be easier dealt with. It's what the boss generally asked of him either way.
"I'll deal with the bucket heads; don't worry they do this back in New York all the damn time." Lead Feather said as he got up and made his way to the front, the automatic doors swished open, and he stepped out into the pathway outside.
"Good evening gentl-" He heard the noise of a gun and he felt weak as he fell onto the ground, "This… this isn't supposed to… I'm going to be a father!"
Then darkness.

Amongst the many duties of Alexandria one of the most crushingly boring one was the performing of a general economical assessments that were often given to cities after Endbringer battles or other natural disasters, unlike Legend and Eidolon (as he didn't use Thinker powers unless he needed to) her Thinker powers helped her in achieving the required technical knowledge to do the comprehensive reports needed for insurance companies and governments to know how much they would need to fix a city. Her current accuracy was within ten percent of the final value, this accuracy was built on the multiple years of experience and study she acquired after every Endbringer fight, natural disaster, S-class threat and parahuman fight. This meant aside from her normal duties, she would also often produce reports to add to the database.
She didn't particularly wish to do one on what was the center of the Parahuman Feudalism experiment, it was simply a waste of time, the entire point of the experiment would render an economic assessment mostly pointless as aid would be withheld either way, but Alexandria felt like she may be the bearer of bad news and report that the experiment was a failure.
Besides the rest of the Protectorate and PRT she had no practical reason why she shouldn't be performing a similar assessment of Brockton Bay. A city whose entire economic outlook had changed drastically over a short period of time, so she was here accomplishing a pointless task for no-one.
The removal of the Wyrm of the Sea was a blessing that she imagined Esper truly didn't know the magnitude of, or how big an impact it would have in the lives of citizens of the bay. It alone likely increased the budget by millions simply on extra taxes and tariffs alone, this did not include port fees, hotel expenditures, and the amount of money and goods flowing through the city was already greater than before and they had yet to receive a single ship in the port, which would only continue to grow their wealth over time.
The mayor would be welcoming the first ship to enter the port in ten years tomorrow, meanwhile she would be in Washington returning the Honjo Masamune to the Japanese prime minister.
Even with the loss of their main territory, the Japanese government continued to exist through Embassies, similar to how the order of Knights of Malta existed as a country without territory in decades past or how the French government in exile operated. However, her thoughts were interrupted by the large amount of gunfire coming from the hospital Dr. Patches had just opened.
She flew towards the sounds at full speed without a second of hesitation, causing a large sonic boom to echo around her as a white Mach cone formed around her dark costume like a great rococo dress.
Arriving at the hospital, Alexandria decided to observe the situation before she got involved. PRT agents were laying siege on the hospital with members of the Elite defending the building. This told her that Piggot had finally lost her mind and decided to kill Dr. Patches while he was focused on Uppercrust's surgery and if he died well that was an unfortunate casualty.
The woman's career is over, plain and simple. There was nothing that could be done to correct this massive fuck up, and she had to be the one to clean it up. Keeping her in town even longer!
It was at that moment a stinger missile hit her dead on.
She was no stranger to being shot with missiles, either of the tinker tech variety or the mundane sort, really all it did was annoy her for destroying her costume. Thankfully she had long since learned to fight naked and not care about the state of her clothes as nothing she wore would ever approach the durability of her own skin.
Really, the worst thing was the missile clearly came from one of the PRT agents, which suggested either Mastery or that the ENE had failed at hitherto levels Alexandria hadn't even thought been possible to begin with! She had only been hit by friendly fire once in the very beginning of her career, back when she still used a skirt. Not once since the founding of the PRT has any officer been stupid enough to shoot at what every TV station back then declared to be a hero.
It was the entire point of the PR department after all.
It was at that moment she decided to cancel the entire Brockton Bay experiment, these people would become a liability elsewhere if they weren't stopped this very second!
Going down she started systematically taking down each of the men as nonlethally as possible, nothing they had could hurt her, but she still dodged to make sure her communicator wasn't destroyed as she needed to make a judgment call.
"This is Alexandria, I hereby order the entire Protectorate to ignore the orders of the PRT ENE for the next seventy-two hours until a thorough investigation can be concluded as a result of Blue on Blue violence, the Protectorate is hereby ordered to arrest the PRT high command under the Kings Clothes and Troy protocols, all ongoing PRT operations are hereby suspended, and agents are compelled to obey the nearest member of the Protectorate." She spoke stoically (to hide just how outraged she was) into the open PRT/Protectorate channel.
The men that were attacking surrendered, entirely too late in her opinion as she would make sure they were charged to the full extent of the law. Regardless she still made sure they were all restrained for pick up later while she did a quick survey of the area.
Three members of the Golden Orioles were dead if their uniforms were any indication, two Elite capes died, twenty-three civilians that had been caught in the crossfire were dead, and twenty PRT agents were deceased while another ten agents were injured.
Survey complete she then flew through the doors of the newly opened hospital shattering them and proceeded to search through every single room. Eventually she found two silvery humanoids in what seemed to be ballet outfits, they had obviously taken gunfire.
Behind them they were protecting several bald children, making Alexandria's cheek tic.
Forget a dishonorable discharge and fines, Emily might get jail time for this clusterfuck!
There were no other signs of any other capes in the hospital, and she was about to question the automatons (which also brought into question Dr. Patches' actual specialization, was he a biology-focused tinker or the rare Free tinker) when a large explosion was felt through the hospital, shattering all the nearby windows causing the children to cry out in panic.
"You have my full authority to kill anyone that tries to harm these children." She stated, receiving a single nod from the gray automatons.
Flying towards the explosion's direction, she really hoped she hadn't ordered the robots to slaughter the agents outright. Not that she cared at this point really, anyone that damaged her costume was clearly aiming to get a Darwin Award for pure stupidity.
Her costume had been destroyed from the waist down, the missile had hit her left leg. The explosion destroyed the left leg and partially torn half of the rest of it. She also lost a significant amount of her costume from flying due to the tremendous drag.
Looking towards the plume of smoke she saw a giant mass of tentacles, flesh, and dog heads with a small girl sitting atop it.
Alexandria flew in to attempt to put the girl in a headlock, a move she regularly used to subdue most Changer/Brutes she had fought in her career as it had proven to finish the fight faster than simply beating the unconscious.
But the moment she touched the deranged cape if the screams and cries were any indication, she found herself slowly slipping away.
And then darkness was all that greeted her.

Recovery took time.
Armsmaster knew this, however time is something he refused to waste, and despite his Second in Command having removed all electronics he was still allowed to have conversation simply to stave off the boredom. Well after Miss Militia relented after several arguments regarding if talking about work consisted of work or not.
The conversation meandered about, but they always avoided the subject of Esper.
God, he hated that cape. He had been trying to have that ship removed for years, multiple petitions to the Director, and all of them rejected under the sentiment that she couldn't waste Protectorate resources on what amounted to a property dispute.
The utter inefficiency infuriated and offended Armsmaster on both a professional and personal level!
Never mind that you could easily find an almost 1:1 correlation between the increased poverty of the city and the Hulk blocking the shipping. Never mind that more economic prosperity would undoubtedly reduce the number of criminals and in turn lessen the influence of villains!
Never mind any of that! He simply wasn't allowed to focus on things that actually would've solved the large, obvious, and easily solved problem affecting the city!
But no, a single Shaker managed to kill Lung and Oni Lee before proceeding to remove the Wyrm of the Sea in a single afternoon! Doing more in a day than Armsmaster had done in an entire lifetime of service!
It grated, his dislike for Dauntless didn't seem too bad now, even he hadn't made him feel redundant to this level! It was difficult for him to even assemble the appropriate words to even begin to articulate the rage he felt!
But the massive cherry on top of this shit sundae? It was that he was credited with rediscovering the Honjo Masamune, the most legendary sword of Japan, and what did he ask in return?
"Have my official honorific be Mega-Sama whenever you officially mention me." A joke, he used the chance to be a national hero of another nation, as a joke.

Armsmaster and Miss Militia stared at the walkie she always carried, neither could really believe what they had just heard. To have Alexandria invoke these protocols… what the hell had happened in the time they were in the hospital that could've led to this!?
Armsmaster easily confirmed that the transmission came with the Triumvirate access codes in the background. Honestly, he never considered the possibility of the protocols ever being invoked, he couldn't even remember a single instance where they had been used by a member of the Triumvirate.
He was in unknown waters, and Armsmaster wished he could go back to stewing in his illogical jealous over Esper.
"We have company." Miss Militia said as she saw PRT vans arriving at the front of Brockton General, her power shifting from gun to gun gave away her nerves.
There was no reason the PRT should arrive in such numbers…
"What… what do we do?" She looked at him, clearly lost in thought.
"We're members of the Protectorate, not the PRT. Alexandria outranks Director Piggot in the chain of command." Armsmaster stated after thinking for a moment, while the authority of the PRT over the Protectorate was very real on paper, they were still an independent organization with different ranks and chains of command.
A fact that Director Piggot often forgot or ignored.
Still, this would likely fuck his career forever, with him either being considered a traitor or a hero against the establishment. If he stood against Alexandria the Protectorate would make him a traitor, and if he stood against the PRT he would forever be despised and distrusted by every PRT director he could serve under.
A "Catch 22" situation if he wasn't mistaken, regardless of his feelings regarding his career he would stand with the Protectorate no matter what. Not only because it was the best move to make career wise, but it was a moral and ethical choice as well.
"Well, what was it that Clockblocker said one time in training? 'In for a penny, in for a pounding.'" Miss Militia stated, she changed her weapon to a corner shot and pulled the fire alarms.
