The old hospital wasn't too hard to find, never underestimate the power of directions from a Thinker, and… it certainly looked abandoned. actually did some research using his phone and found out that since the Teeth were driven out, the entire building remained abandoned and there have been no moves to reclaim the building itself.
The property foreclosed as well, and now it just sat there. Curious, looked up more about the hospital, while he wasn't particularly educated regarding economics, he did know that hospitals are rarely abandoned.
"Hmm, ah. Wow, that's pretty bad, actually." Honestly, from his understanding, he didn't even know if the Teeth could be subtle!
Apparently, if the internet is to be trusted anyway, the Teeth before they were the infamous gang, we all know and despise they actually worked here as orderlies, nurses, and other hospital staff. Apparently, the Teeth were initial something akin to a motorcycle club or something, just a bunch of staff that got together after work that vented the stress of their jobs through acting up and the like.
Things took a turn for the worse when the Boat Graveyard came into being and the bay itself was blocked off by that massive ship. Now there was a hint of genuine anger and frustration, they started to turn into the Teeth we now know when the first Butcher appeared and somehow whipped the gang into a proper frenzy.
What solidified the Teeth as a gang though was what happened to the hospital. People still debate whether the gang itself just lost their minds or if the first Butcher had some sort of Master power, but it doesn't change what happened. The Teeth decided the hospital they all worked at would be their base of operations, and in turn decided to give the staff and patients a choice.
Join or die.
Ever since that day, along with the other horrors the Teeth committed, the hospital had been stigmatized and avoided. Even after the gang was pushed out of the Bay, that stigma lingered, which certainly didn't help the economy of the Bay.
would have to find out if the property was available for purchase, he imagined he could get it for dirt cheap and it would possibly help legitimize him. Besides, he could create some magitech to power the building as well as some other things.
He'd have to examine everything, but the building still seemed structurally sound, however he'd probably reach out to some professionals to check it over. He'd just have to knock over another large store house or ask Lisa for some locations, preferably ones where the Merchants keep their money.
Not that he wanted to owe the smug blonde even more favors…
Using remote viewing, looked around, most of the rooms seemed abandoned and trashed. As he looked through the hospital, things looked about like he expected, signs of fighting, gang signs, and fragments of bones. He even saw signs of habitation, possibly from the homeless… but where were they? Given the time, he honestly thought they'd be asleep, though he supposed it was possible that they were still out doing what they do.
Shrugging it off, continued examining his future base, maybe he could have the homeless serve as security? He'd have to consider it more, still as he looked he came to a stop at this rather large ward.
"Those… are a lot of people. And some extensive body modifications right there." He thought as he examined them closely through remote viewing.
None of the modifications were uniform by an array of various different modifications; sexual enhancement, beautification, heavy labor, possibly security, even more… suspect and exotic modifications. What made the whole thing even worse was the presence of children! With narrow eyes, he activated his SEP field and entered the hospital as he continued using remote viewing to find who was responsible for this.
"Lisa either dropped the ball, or she didn't mention this on purpose." He quickly composed a message, he wouldn't send it until he could get some pictures, "Now… where is the bastard behind this?"
His first goal was to see with his own eyes the state of the people, making his way through the ruined building he also examined the structure. He wasn't a certified construction worker, but it looked solid to him, though it'd probably be a smart thing to get professionals to assess the situation. Hell, he could probably buy the prosperity for cheap as well, it would be pretty bad after he established his clinic if the owner of the property decided to try to do something with it and run him off.
Finally reaching the 'storage room' for the lack of a better term he entered it and started examining. The first body was of a woman, late teens to early twenties, extensively modified… modifications are sexual in nature. Though he couldn't guess as to the extent or nature of all the modifications without a thorough examination from a cursory look, most were geared towards making the woman as sexually appealing as possible.
"Hmm, either the biotinker is a horny fucker." Always possible but he doubted it tinkering in general is an expensive endeavor… unless you had bullshit like the Celestial Forge, so the only other possibility was human trafficking.
But if this was in fact right, then who could this biotinker be selling to? He had no doubt that Lung would buy the women, just from a look they all were modified along similar lines either to make them more appealing, enhancing sexual attributes, or all the above. But what about the rest, though? Maybe muscle, slave labor possibly?
"I could reverse this perhaps, it'd allow me to really observe biotinker tech, well if it could be considered that really." He thought, "Only after I deal with the biotinker. Though I'm not looking forward to this…"
It was largely agreed that facing any sort of tinker in their lair is tantamount to suicide, especially when they've had time to really dig in and fortify. Still, from what his remote viewing suggested… The villain is apparently taking refuge in anonymity, as he had yet to find anything that even suggested anything remotely resembling a defensive measure. A fine method, as long as you remain extremely discreet and subtle.
"Oh… there you are…" He thought as his remote viewing finally found the perpetrator of this whole mess, or rather perpetrators in fact!
Psychic powers were stupidly overpowered, but the problem comes when every problem starts looking like nails. He would try to keep his psychic powers limited to his SEP field and puppeteering his other body… and looking over to his other body via their bond he snorted when he saw Taylor and Aisha falling asleep on his shoulders while Fran simply read a book.
Scanning through PHO didn't hint at the identities of these two, which told that they were either newcomers or they kept their operations low-key. Seeing as they were asleep, he checked the time and blinked in surprise, he didn't even realize it was three in the morning! Looking over to Fran, saw his other body set the book aside and use what limited telekinesis to pick the girls up and put them in his bed before returning to the couch and laying down to get some rest.
"Okay, now how do I approach this?" thought, "The two seem to be sleeping in the same room. Chances are they have physical modifications as well, implying that my sedative won't be as effective."
Rubbing his chin in thought, he decided to perform an examination on the modified as he planned. The SEP negated any worries about detection, and it should be even more effective since they're asleep. After some consideration, he went over to what must've been a supply closet and put his emblem in place before entering his workshop.
He needed to make some modifications to his new guns, along with some tweaks to the sedative his 'lung' generated.
He had a very rough plan forming in his mind, it was excessive and overkill in the extreme, but he wasn't sure the extent of modification the two villains had undergone so in his opinion it was better to be safe than sorry.
Ultimately, he decided to roll anyway, there was always a chance of getting something that might help.

"Those, well those certainly help, but not currently." thought with a snort.
Through Forge-shenanigans the appropriate spaces were already in place in his warehouse, and as he ventured into the 'cradle room' he immediately inputted his own genetic sequence and started it up and spent a few moments just watching the machine work. His Feel It Out perk slowly pointing out how it could be tweaked to increase its efficiency.
Still, after a few moments of watching, he headed to the laboratory to construct something more… appropriate than those guns he got from Alabaster. Don't get him wrong, he liked them well enough, but modern handguns really didn't fit with the aesthetic he was going for, and after some thought he figured he might as well check that closet of period appropriate clothing.
Who knew? Maybe there were guns in there, stranger things have happened.
Going to the closet, he opened it up and started to look around, yep there were a lot of period appropriate clothes. Definitely around the 1800s, some would look right at home at a party with nobles. Eventually he started to find more rugged clothes, more in line with the sort of things Van Helsing wore to work.
And plenty of gun belts as well, but no actual guns.
"Eh, it was a long shot anyway." thought as he grabbed a gunbelt and headed back to the laboratory.
As he approached the metallurgical table, envisions the Syringer rifle from Fallout 4, while using his phone to do some research on handmade guns before he got to work.
The Cradle would finish creating a body for him in a few hours, however, he wouldn't have the time to work on himself if he planned to do anything about those two villains and all those modified people. Realistically, he could simply put them asleep and restrain them thoroughly as he worked on the people. He would need to find out what they both could do, he felt it was a safe assumption that their powers complimented one another in some fashion.
He might even have to use his more esoteric surgical techniques on the off chance the people had mental conditioning forced on them!
Was it wrong that he felt excited at the prospect?
It took some finagling, but ultimately he finished his Syringer! Pistol variant, but it would still deliver its payload provided it manages to pierce the skin. Now he just had to synthesize some drugs, of course sedatives based off what he can produce 'naturally', and maybe some detox darts as well… the thought of weaponizing withdrawal symptoms amused him. However, all that would come later.
As he put on his gun belt and adjusted it and slid his new gun into its holsterholister, he'd need to come up with a color-coding system to prevent him from getting his darts mixed up.
After ensuring everything was secure, he made his way back out of his warehouse and into the hospital. Checking the time, as well as checking on the villains with his remote viewing, it was now about five in the morning. Though subduing them both would be a bit tricky, however he had spent the entire time building up the sedative in his third lung, hopefully the concentration would bypass any sort of filtration they had set up.
Eventually he arrived and opened the door, the SEP field ensuring that any noise produced would be ignored. Interesting enough, but fairly obvious with some thought, the SEP seemed even more effective on sleeping individuals.
Using his telekinesis to block any vents and cracks, exhaled all the built-up sedatives until the room was filled to the brim with the knockout agent. And eventually the two fell into a deeper slumber in which he started binding them up in copious amounts of webbing before looking around the room for anything incriminating, or he found useful.
He found some phones which immediately went into his pockets, along with any loose cash. A card with some contact information, which he suspected was to the illusive Numbers manNumbersman so he was definitely taking it. And after a few more seconds of looking around he found a cleverly hidden laptop, while basic hiding it in a hollowed out space under a tile underneath his bed it'd work on people that were just doing a smash and grab, he actually wanted to check out what was on the computer, but he didn't have the time to actually check it out.
After finishing his little looting spree, he gathered up the villains and headed back down to where all the possible kidnap victims were.
And with a grin, that anyone else would say is deranged, he cracked his neck.
It was time to operate!
Setting the villains in the corner and webbing them up even more in case they do wake up, grabbed the first modified person and carried her into his warehouse and immediately took her to his surgery.
Whistling to himself, he immediately started scrubbing up before putting on a modified surgery gown, nothing fancy yet just some extra holes for his arms, and putting on gloves or all his hands. He finished off by putting on a surgical cap along with a mask as well as an eye shield to prevent any blood from getting in his eyes, he got started.
Thankfully the woman was already naked which honestly made feel somewhat awkward, but he easily pushed past it, his first step was ensuring if the modifications could be safely removed or not. Granted, with his skills that is a foregone conclusion, but it's better to be safe than sorry. On the surface level, the woman clearly had breast augmentation along with other cosmetic procedures as well.
None of them truly problematic, and thus dropped down on his list of priorities. Taking a syringe full of pain-suppressant he injected the comatose woman, more out of procedure than necessity really, before he took a scalpel and started cutting, starting at the nape of her neck and down to her sternum.
His other arms were anything but idle, stretching out to grab other tools or operate a tube to suck away any excess blood that would be cycled and purified and put into storage in case the woman needed a blood transfusion.
Taking a bonesaw and sawing at the sternum before taking the rip spreader and opening her chest up, started to poke around, and after a few more minutes he closed her chest and applied some biodegradable adhesive to her sternum to hold it shut and prompt healing before applying the same to the skin.
He wouldn't know without more inspection, but it seemed a lion's share of the modifications were cosmetic. Idolizing her appearance, getting rid of body hair, removal of any scarring, giving her hair more luster, and so on.
Then he went over to get some tools to address any possible mental conditioning, though I did do some finagling a device to keep her eyes open.
"Okay, sorry lady. I'd rather you not be the test subject for this." apologized, "But I thank you regardless!"

Okay, so does anyone know what's got the PRT up in arms? I just saw a lot of PRT vans and ambulances heading towards the abandoned hostpital, you know the one that the Teeth were using as a base when they called the Bay home?

I don't know for sure, however checking my sources our resident 'medical thinker' has been house shopping and stumbled across a massive case of human traficking and captured a lowkey villain duo called Orchard.
I don't know anything for sure, hopefully one of the PRT will confirm this before the conspirasy nuts come out of the woodwork.

I can confirm that, and with primission I can tell that over a dozen people have been recovered, and according to each one of them have undergone extensive physical modification and mental conditioning.
also took it upon himself to undo the physical modifications and attempted to address the mental conditioning however isn't entirely sure about how successful he was and is requesting to be kept updated so that he could help anyway he can.
Truthfully I for one hope that will come in and join the Protectorate proper, the debacle behind when he initially came in was disgusting and it isn't how the PRT and Protectorate wish for any newly triggered parahuman to be treated in such a way.

I give allowances to the Director's PTSD and previous trauma. I am a Doctor. I am going to respect such obvious injury. I'm well aware of how my specialty can trigger the Director's case of PTSD.
That being said, I'm glad to know that my experience isn't a common one. And while I had no problem working with the Protectorate or the PRT, however I desire to aid the city as best I can by using my medical skills to treat the sick and injured.
Plus I refuse to be a liar, I said I was going to help Panacea so she can take some personal time to unwind and destress.

I am honestly surprised that the PRT isn't losing their mind or that the victims aren't suing you, then again they were previously mastered, so consent doesn't exactly apply even if you asked, and New Hampshire is the strongest state legally for healers due to the multiple attempts at suing Panacea that failed, the sheer amount of precedent against this sort of thing is astounding (Source: have lawyer friend)
besides, its not like they can try to arrest you after they couldn't get you to sing up, they probably would forget to ask for the warrant if the competency remains at the same level

Your comment reads like paranoid fantasising, whichh could be indicative of a Cluster A personality disorder (paranoid or schizotypal) if you're speaking sincerely, or Cluster B (most likely histrionic) if you're just sick of feeling ignored and are acting in a way you know gets responses.
Either way, the trouble you're having in effectively communicating your reasoning, and in understanding why others are unconvinced by your claims, is highly suggestive of a neurodevelopmental disorder such as ASD or inattentive-type ADHD. These have high comorbidity so it could easily be both. Contra the bullshit you see on TV, they are not always obvious to a layperson.
I strongly recommend you speak to a therapist at minimum. The ideal would be a fully-qualified psychiatrist, who should be able to help you understand the differences between yourself and the more neurotypical people around you, and to prescribe medications which will help you manage any particularly damaging problems. There's no shame in needing help, only in knowing you need it and still refusing it.

Perferibly I'll open a clinic, perhaps I should see about purchasing the abandoned hospital. Just need to knock over some Merchant storehouses for some additional funds.
I'll also be doing visits to the hospitals to lighten the load as much as I can.
Actually, would anyone be able to help me in purchasing the abandoned hospital? Is there any unique procedure I need to follow?
I've never bought or owned properity before so I'm outside my comfort zone.
