Chapter 392: A Long Way to Go
The Changhang Bureau and the Water Police Station have set up the Water Police Strike Command at Bailong Port, while the Port Authority Police Branch Team has also established a strike command center in the courtyard of the former Changhang Fire Department.
Security Director cum Economic Police Team Captain, Chen Xiangyang, now takes his greatest pleasure in calculating the number of cases the Changhang Bureau has cracked and the number of people they have arrested, as well as the achievements made by his own side.
His biggest anticipation is next month's city-wide meeting to review the second phase of the crackdown, to hear the City Bureau report the achievements of various District County Police Departments and teams from last month, and to listen to the City Bureau leaders' evaluations.
The evaluations mainly concern two aspects: praising those who have performed well and criticizing those who haven't, even having the leader of the last place unit take the stage for self-criticism.
Although the Changhang Bureau is affiliated with the Changhang Police Bureau, it has to accept the dual leadership of both the City Bureau and the Changhang Police Bureau.
Usually, the City Bureau doesn't involve itself much with the Changhang Bureau.
During the crackdown, however, it's impossible for the City Bureau to remain uninvolved. From the moment of mobilization, the City Bureau included the Changhang Bureau in the same echelon as the Water Police Station, Public Transport Branch, and the Airport Division.
Last month, the Public Transport Branch had the greatest success, and the Airport Division was "at the bottom of the list" (last place).
However, given the Airport Division's small jurisdiction and the few flights it handles, and considering that those who travel by plane are respected individuals, it is understandable that there were few cases to solve.
In other words, the real "bottom of the list" last month was the Changhang Bureau!
Chen Xiangyang flipped through the command center's work log and asked with a smile, "Director Shen, do you think we should strive to ask the City Bureau to include us in the third echelon, to compete on the same stage with several other bureaus?"
Old Shen took off his reading glasses, looked up and laughed, "As long as we strive for it, I believe the City Bureau leaders will agree. But past achievements only represent the past, and last month's achievements have already been reset to zero. If we do manage to squeeze in but then fail to produce results, wouldn't that be like shooting ourselves in the foot?"
"All the good cases that could be cracked have been cracked, and all the suspects that could be arrested have been arrested. The work ahead poses certain challenges. But as tough as it is for us, it's even tougher for those with the last name He!"

"Captain Chen, Salted Fish is different from other officers; he was transferred from the Linghai Police Bureau. Just last year, he worked with Linghai Police in solving a fraud case, and they went to East Guang to arrest several people, confiscating and fining millions!"
"That was then, this is now. Although last year there was also a crackdown, it's different from this year's. Linghai Police Bureau is having a tough time; last month they were second to last, and Zhou Huixin nearly had to take the stage for self-criticism. Right now, they are in over their heads and can't be bothered with Salted Fish."
During the crackdown, the police are the main force.
Specifically within the Binjiang Police System, the seven District County Police Departments are the main force among the main forces.
Si Gang's economic performance isn't great, and it's often mockingly referred to as "Little Seven" within Binjiang, but the performance of Si Gang Police Station in the crackdown has been surprisingly commendable. In the previous phase's evaluations, it even managed to far outpace Changzhou, the development zone, and several other police departments in Linghai.
Second to last is a very dangerous ranking; one can imagine the immense pressure on everyone in Linghai Police Bureau.
At this critical juncture, when they are barely able to cope on their own, they are indeed unlikely to help Salted Fish rack up points.
Old Shen was considering whether to actively volunteer to join the third echelon's competition when the phone on the desk suddenly rang.
"I'm from the Port Authority Police Branch Team. Who am I speaking with?" Chen Xiangyang picked up the phone and asked.
"Captain Chen, it's Old Yang here. I want to report something. We've spent all morning working on Li Haitao's parents' mindset, and we finally have Li Haitao's parents on board..."
Li Haitao was originally a rural child from the suburbs, and his whole family had their household registrations transferred when their land was requisitioned, allowing him to be admitted to the technical school of the Port Authority.
Coming from the countryside to the bright lights of the city, he soon fell into bad habits, spending his days mingling with a few troublemakers from the Port Authority indulging in food, drink, and fun, always short on living expenses provided by his home.
Four years ago, he teamed up with two local thugs on a dark and stormy night to break into the cashier's office at the Port Authority staff hospital, attempting to pry open the safe.
The attempt to break the safe failed, but instead, they alarmed the medical staff on duty that night.
While the two accomplices were caught red-handed by the medical staff and a few resident administrative staff, Li Haitao, who was more familiar with the Port District's layout, escaped in the chaos.
There were even rumors that he jumped into the river and might have ended up buried in a fish's belly.
But without a body, alive or dead, this case could not be closed. Thus, he became a fugitive that the Changhang Bureau was tasked to arrest.
Old Yang on the other end of the phone used to be a Deputy Director of the Security Department at the Changhang Bureau and had visited Li Haitao's parents more than once to work on them during his service there.
Unexpectedly, going with the mindset of just giving it a try this time, they actually succeeded in persuading Li Haitao's parents, perhaps because this year's crackdown has been so intense that his parents got scared, realizing their son would eventually be caught. Rather than waiting to be arrested by the police, they'd prefer that he turns himself in...
Chen Xiangyang, excited to understand the full context, asked, "Where is that kid hiding?"
