Binjiang Police Affairs

Chapter 391: Water Arrest (Part 1)

Ma Jintao and Yang Yuan were on stakeout, Zhang Ping was on stakeout, and so was Han Yu!

The front lines were stretched very long, from the south to Ningbo, to Dongqi in the east, and to the intersection of Gaoru and Xingtai in the west, with all police officers and auxiliary police involved in the Water Police Strike being on stakeout.

At seven thirty in the morning, Han Xiangning finished feeding Little Han Han and was just getting her uniform ready to leave the dormitory when Chen Zikun's wife, Meng Hualei, came up to her and asked, "Ningning, did your Salted Fish not come home last night?"

"No."

"My Zikun didn't come home either, he hasn't been home for four days now, and he doesn't answer when I call him."

Han Xiangning asked softly, "Sister-in-law, is there something wrong at home?"

Meng Hualei quickly replied, "No, I was just asking."

Han Xiangning looked back and smiled, "It's a national crackdown, the police are the main force, it's their busiest time. Not just the Bailong Port Police Station, but other stations too. We're still lucky; Salted Fish's senior brother's family has it worse, a double-police family, both are incredibly busy, no one to look after the child, they had to leave him with the neighbors."

"Isn't Zhang Lan an accountant, is she busy too?"

"With so many police officers in the Linghai Police Bureau, nearly every station has officers out on assignments, they have to apply for travel expenses, she has to handle all those funds, she must be busy. I heard some officers ran out of money while away and couldn't return, she had to rush to the post office to send money."

As Han Xiangning walked with Meng Hualei towards the exit, she continued, "And it's not only male criminals, there are female ones too. There are fewer female police officers in their bureau, so whenever a female criminal is caught, they'd call her to assist in searching, even to help guard them."

"She also has to help guard people!"

"What if a female criminal needs to use the bathroom? They can't leave them unattended."

Before I only knew that being in the police was tough, I didn't realize it was to this extent.

Meng Hualei couldn't help but ask, "Ningning, how long will this crackdown last?"

"I don't know, but seeing this situation, it looks like it might continue into the latter half of the year."

"What about your little brother-in-law, is he going to wait until the end of the crackdown to leave?"

"Are you talking about Xiao Yu?"

"Yes."

"He came here to train the interns; school starts on September 1, he definitely has to go back before school starts."

Meng Hualei's shop isn't far from the waiting room.

During her maternity leave, Han Xiangning had strict nutrition regimens daily, consuming various soups which made her gain twenty pounds compared to before her pregnancy!

She didn't want to become an overweight person, so after her maternity leave ended, she insisted on walking to the Dunship for work, accompanying Meng Hualei to just outside the waiting room door, just in time to see Han Ning conducting an identity check with a police academy intern.

"You aren't carrying any flammable or explosive items, are you?"

"No, the bag only has a paint bucket for drawing water and tools for working."

"Open it up to take a look."

"Is it that much trouble?"

"The passenger ship hasn't docked yet, it won't delay your work."

"Fine then."

Previously at the dock, only suspicious passengers were checked.

Now with the crackdown, any male passengers must be checked.

Han Ning confirmed that there were indeed no hazardous or prohibited items in the traveler's bag, returned the ID and ticket to the traveler, then turned back with a smile and asked, "Ningning, where's Han Han?"

"She just fell asleep after feeding, I'll bring her over once she wakes up."

"I'll escort the third batch of passengers onto the ship and come over too."

"Sister, you have dark circles under your eyes, did you stay up late again last night?"

"I slept at half-past midnight, it's not considered staying up late."

No sooner had Han Ning finished speaking than the intern couldn't resist asking, "Captain Han, where's Teacher Yu?"

Xiao Yu actually became a teacher!

Han Xiangning found it amusing and said seriously, "I don't know, you should ask Sister Han."

"Sister Han, where exactly is Teacher Yu?"

"Don't ask what you shouldn't ask, there are two people who entered the ticket office, go check it out quickly."

"Yes!" The young-looking intern, seemingly a bit afraid of Han Ning, hurried towards the ticket office.

Now that the couple is solely in charge, the Bailong Port Passenger Pier has almost become their "family store," Han Xiangning couldn't help but laugh.

Although the Port Supervision Bureau is "far away from the emperor's gaze," as a Deputy Captain who oversees work, she cannot be late.

Humming the most popular song of the year, which could be heard wherever she went, "Heart Too Soft," she walked for about fifteen minutes to the Dunship and was surprised to find that Chen Zikun, whom Meng Hualei had been deeply concerned about, had already returned. He was looking shabby as he ate breakfast prepared by Old Qian while discussing work with Uncle Jia.

"The river path over there is narrow, and there aren't many boats, we didn't dare follow on water, we had to watch from the shore, it's not that the pathways onshore are difficult to walk, rather there are no pathways at all, motorcycles can't manage it, we could only run on the riverbank..."

Finally, Han Xiangning understood why Chen Zikun looked so disheveled and couldn't help but laugh and ask, "Instructor Chen, after watching for so many days, did you find anything?"

The Boss Lady was the liaison officer for the Water Police Strike Command headquarters, with many leads passing through her first.

Chen Zikun had no reason to hide anything, looking up with a smile, "If I hadn't spotted a lead, I wouldn't have rushed back."

"Where did that Lu Zhonghua's oil come from?"

"He produced it himself."

"He produces it himself!"

"To be exact, he processes and purifies it himself."

Chen Zikun smiled and continued, "Previously, we only knew that he was selling low-priced oil on the river, and we didn't know he had a brother named Lu Zhongjun, who specializes in buying waste oil on the river. Yesterday, we followed Lu Zhonghua, and traced to a processing den they set up in an abandoned primary school.

The place reeked, and wastewater flowed everywhere. They took the oily wastewater collected from the river, after simple separation, sedimentation, and purification, it was blended into diesel or even kerosene and sold as No.0 diesel. They used very dark-colored tubing to prevent ship owners keen on a bargain from noticing the wrong color of the oil."

Old Jia didn't expect that Chen Zikun's team, after almost a month of surveillance, would uncover such a result, and asked subconsciously, "Captain Han, can oil refined from waste be used?"

"Of course not, it contains many impurities. Prolonged usage can not only damage the ship's main and auxiliary engines but also cause environmental pollution."

"Does it count as illegal or criminal?"

"It's definitely illegal. Such waste oil recycling and processing dens must be unlicensed. As for whether it counts as a crime, I don't know."

Chen Zikun was not very familiar with this area and was thinking about calling the Legal Affairs Team later when Han Yu and Xiao Gong hurried back.

"Director Yu..."

"Zhang Ping reported a situation, Zhao Guofu has made a move, he set off five minutes ago down the river towards Liuhe in his modified small oil ship."

Han Yu, without time to greet his senior, knocked on the duty room's door, "Captain Fan, Uncle Zhu, get ready the vehicle, and aim to set sail within fifteen minutes. Uncle Jia, notify my sister to arrange for two interns to come over."

Han Xiangning was about to speak when Han Yu turned back and said, "Xiao Gong, hurry to the armory and get weapons."

"Yes!"

"Director Yu, where did Zhao Guofu set off from?"

"From a small dock in the Shuzhou waters."

Chen Zikun asked further, "He has set off five or six minutes ago, and we need to make a big detour. Can we catch up?"

Han Yu, looking back at his hesitant senior, confidently said, "He probably wouldn't dare unload the oil in broad daylight, and the crew who embezzle wouldn't dare sell him oil in the daytime either. I suspect he may go to Wusong Port, where it will be dark by the time his ship gets there, perfect for the transaction."

"Could it be smuggling oil?"

"It's hard to say now, but the possibility of smuggling is probably not high."

Worried about his partner being anxious, Han Yu thought for a moment then added with a smile, "Zhang Ping and Yang Yuan are already on his trail. Although they are on an old ship, Zhao Guofu's boat isn't fast either."

"Going to Wusong Port, should we notify the East Sea Branch first?"

"Things on the river are different from the shore. Besides, the East Sea Branch is mainly responsible for security on passenger piers and ferries. Even if we notify them, they wouldn't be of much help."

"Should we contact the East Sea Water Police Bureau first?"

"No need. East Sea Water Police Bureau has jurisdiction over such a vast area and only has a few law enforcement boats. Let's not add to their troubles."

"Alright, I'll go change."

"Brother Chen, you need not come along."

"The situation with Lu Zhonghua is pretty much clear; he's just recycling, purifying, and selling counterfeit diesel. We've also found the den where they process and purify waste oil, ready to be raided any time, no fear of them escaping. I have nothing else today."

Han Yu patted his arm, smiling, "Didn't we find a ship sold for dismantling to the shipyard yesterday afternoon despite not reaching its scrap date? Ningning helped us contact the Port Supervision and Marine Supervision departments in Zhehai and Jianfu yesterday, and there should be feedback by today. Uncle Jia needs to oversee everything and can't manage alone. Since you're not busy today, find out what exactly happened with that ship."

"Okay."

"Ningning, I'm boarding 001 now."

"Go ahead and be careful."

At 8:17 AM, under Captain Fan's operation, 001 slowly moved away from the old dock.

The interns Xiao Li and Xiao Chen, who were called temporarily for the operation, were thrilled. Wearing life jackets, they waved goodbye to Old Jia, Chen Zikun, and Han Xiangning who saw them off.

Han Yu contacted Zhang Ping using the high-frequency radio to confirm there was no trouble on his end, he then put down the handset and walked out of the command cabin.

Xiao Li, who had heard about "Teacher Yu" speak of Han Yu several times, promptly saluted, "Captain Han, hello!"

"No salutes are needed onboard."

Han Yu checked their life jackets were fastened properly, smiling as he asked, "Have you been on a ship before?"

"Reporting to Captain Han, I've been on a passenger ship."

"And you?"

"This is my first time onboard."

Given the high winds and rough waves at Wusong Port, and the fact that 001 is a small tugboat, its stability is far less than that of a passenger ship.

Suddenly, Han Yu regretted bringing them aboard; seeing how excited they were, it was not appropriate to send them ashore, and there wasn't even time to go back for a bucket. He meaningfully said, "As reserve police officers in the Changhang Police System, getting on a boat is essential. I believe today's action will leave you with unforgettable memories."

"Thank you, Captain Han, for giving us this opportunity."

"Captain Han, assign us a task; let us show our performance. We guarantee to complete the mission!"

"You only have one task, which is to stay in the command cabin and not go anywhere else."

"Captain Han, what kind of task is that?" Xiao Chen asked with a pained expression.

"Why so many questions? Didn't Teacher Yu teach you to obey orders and follow commands?"

Han Yu countered, then changed the tone, "I almost forgot to remind you, no matter the situation, be mindful of environmental cleanliness."

Xiao Chen, half-laughing-half-crying, asked, "Mind environmental cleanliness?"

"Yeah, you'll understand when the time comes."

Seeing Xiao Gong standing at the engine room door smiling silently, Han Yu called out, "We are heading for an arrest, not a rescue mission. Xiao Gong, help them buckle up their safety lines!"
