The dark room was silent.
Hydra's leaders gathered again through a holographic projection.
Unlike their last meeting, tense and volatile like a barrel of gunpowder ready to ignite, this time, everyone sat quietly.
They stared at the round table before them, hands folded, faces grim.
A few days ago, they had toasted with champagne, embraced, and plotted their grand designs.
Now, only a few nights later, the once shadowy Hydra had become exposed, like a street rat known to all.
"Who's the traitor?" Baron Stark clenched his fists, his face paler than the day before.
"It doesn't matter who betrayed us, or if there even is one," Pierce said quietly.
"All our leaders have been exposed."
"We must either cut off a limb to survive, trading lives for new leadership," he continued, "or declare war—guns blazing—to seize control of the world."
Pierce's voice thundered the words go to war, clear and unambiguous.
"Go to war? Now?" Mrs. Hydra blinked in disbelief. "But the Insight Plan is only one-fifth complete. How can we fight?"
"It's simple," Pierce said, tapping the table. "We fight like Schmidt did seventy years ago."
He revealed his strategy.
"I've planted ten hydrogen bombs on each of the three Helicarriers. Now is the time to use them."
"Rumlow and his team will command the carriers and their nukes to pressure every faction worldwide."
"We'll seize the Middle East."
"The region is a powder keg. Our troops are already stationed there, perfect for launching a war."
"Do you agree?"
Pierce's eyes were half-lidded but sharp as blades.
"Is something wrong?" Mrs. Hydra challenged.
"Most of those troops were expelled by Tony Stark. Their combat readiness is questionable."
She thought Pierce must be losing his mind.
Start a world war? Does he really believe Hydra still holds the power it had seventy years ago?
"And what did you say? Nuclear bombs on the Helicarriers?"
She narrowed her eyes. "Are you bluffing me and Strucker? What do you intend with those weapons?"
"To be prepared."
Pierce twisted his tie, calm yet menacing. "These are assets my faction spent decades accumulating."
"For deterrence, or to eliminate traitors."
His gaze landed on Baron Strucker and his men.
Mrs. Hydra rose slowly. "Are you threatening us?"
"I'm simply outlining the next step," Pierce said, scanning the room. "So, do you agree to go to war?"
Baron Strucker and Mrs. Hydra exchanged glances, reluctant but pressured. "…Agreed."
The rest quickly followed the leaders' decision.

When Pierce returned to the meeting room, the international delegates sat trapped in their seats, bound and glaring at him.
"Don't get excited. I know you think your countries will soon deploy troops to wipe out Hydra again."
"But take a look at this."
He switched the projection.
An image of Earth appeared, with three Helicarriers marked above San Francisco, Poland, and Sokovia—hovering just under a thousand meters over densely populated cities.
These positions were originally temporary permissions from governments to aid in eliminating Hydra.
Now, they were swords hanging over their heads.
"Now look at this."
The screen shifted to rows of missile launch systems aboard the carriers, missiles ready to fire.
"Each Helicarrier carries ten hydrogen bombs, each with a yield of one million tons."
"You know what this means."
"We can detonate those bombs on the cities below at any moment."
"If you don't want to be infamous in history as mass murderers, then you will obey us."
Pierce smiled calmly, fearless.
"You devil! No one will do as you say! Go and deliver your message!"
A trembling voice shouted.
"No need," Pierce replied coolly. "My message is already recorded and sent to every nation."
He sat back, relaxing. "Now I understand why Fury always leans back when he talks. It really is comfortable."

Pierce's plan worked early on.
No country dared act rashly, knowing tens of millions lived under the carriers.
Provoking Hydra would mean nuclear devastation and massive casualties.
Hydra's infamy would only deepen, but the responsible nation would be forever condemned.

Meanwhile, Skye and her ex-boyfriend Miles of Rising Tide intercepted the video Pierce sent to countries.
Horrified, they immediately re-released it online.
Pierce's threats ignited a firestorm.
Especially those living under the carriers:
"Wake me up when the ten nukes above my head explode!"
San Francisco's residents cursed, triggering content moderation systems.
"What did Sokovia ever do to deserve hydrogen bombs? The war left us broken already!"
Sokovian refugees wept.
"Which Polish city is that ship hovering over? Not again!"
Most netizens were skeptical but worried.
The cities under the carriers erupted into chaos.

On the Helicarrier, Nick Fury and his team were prisoners, tied up in a corner of the command room.
Rumlow and Hydra agents stood around the bodies of fallen Skrulls, scowling.
"Fury, if we don't act, Hydra wins," Hawkeye whispered. "Got a plan?"
"I do," Fury said, spotting figures among the Hydra agents.
"What plan?"
"Wait."
"Wait for what?"
"Wait for someone."
Barton's eyes twitched. "If we're all about to die, just say it."
"The person I'm waiting for is here."
A tall, thin Hydra agent strolled past.
"Dang!" A knife clattered onto the floor.
Hawkeye's eyes widened. "Still claiming you're not Hydra… Wait, was he an alien?"
"You don't have clearance for this info," Fury said, nudging the knife with his foot.
"Even if I didn't know, I'd guess they shape-shifted. That's dangerous, Fury."
"No, they're friendly to Earth. Not a threat."
They whispered, when suddenly, a gunshot cracked.
Everyone turned.
Rumlow's gun smoked.
The agent who had walked past Fury fell, a bullet through his brow.
His skin shifted green—revealing a Skrull.
"No!" Fury shouted.
At once, six others among the Hydra agents gasped: "Dali!"
Rumlow fired six quick shots, killing them all.
"What a bastard! Damn you, Rumlow!" Fury cursed.
"You killed them—you Hydra traitor!" Fury yelled.
Rumlow said nothing, struck Fury's jaw with the butt of his gun, knocking him out cold.
"The threat is neutralized. Resume work and await orders," Rumlow ordered coldly.
The Hydra agents resumed their duties.
Agent K captured this entire scene and broadcast it outside.
