Elena's plan to introduce He Kui to her parents had to be postponed after the incident. They quickly got in touch with Edward.

"It seems the Blue Cosmos has infiltrated quite deeply here," Edward remarked, looking at the unconscious saboteur on the ground. He didn't seem surprised by He Kui's electrical attack—after all, there were weapons capable of delivering electric shocks, and He Kui was skilled enough to have such tools at his disposal.

Hearing that her parents might still be in danger, Elena clung to He Kui's cloak. "Is there a way to increase the factory's defenses?" she asked anxiously.

"We'll make sure of it," Edward replied with a resigned look. "We've already intercepted at least seven other attacks recently, but our manpower is stretched thin. However, I could arrange for your parents to return to Panama with us."

"Please!" Elena agreed quickly.

It was a selfish request, but people are naturally inclined to prioritize their loved ones. Elena had risked her life countless times for South America, so protecting her family wasn't asking too much.

"When are we leaving?" He Kui asked after the arrangement was made.

"Tomorrow. I'll stay behind, but—" Edward hesitated, then decided it was the right time to reveal something he'd planned to discuss later. He informed He Kui of the Atlantic Federation's plan to launch orbital bombs on Panama, explaining the dire situation.

He Kui quickly connected this with ZAFT's preparations to attack the moon. An orbital bombardment would affect ZAFT as well—not just South America, but bases like Tassil that would be difficult to defend.

"It's ironic for the Earth Alliance to bomb Earth itself," He Kui commented, shaking his head.

"If we deploy the Raider, we're confident we can foil their plan," Edward continued, "and we'll make sure you're not exposed to unnecessary risk."

He Kui thought through the plan. "Understood, but the payment...?"

"Once you're back, the President will settle the commission fee. We'll ensure you're compensated fairly."

"Alright."

With that, He Kui agreed to the plan. He spent the following day resting and repairing his suit before he and Elena departed for Panama, accompanied by her parents. Unlike the tense journey over, the return was peaceful, and they soon reached the President's temporary office.

The office, as always, was simply furnished, and the President looked at He Kui with a thoughtful expression.

"So, the total payment comes to four billion PLANT credits. How would you prefer to be compensated, Miss A?" the President asked with a smile.

"In materials, machinery, and land."

"Of course." The President seemed unsurprised by this response—these assets were harder to trace than cash or other valuables. In this era, resources like gold and diamonds had lost much of their value, as they were readily mined from asteroids.

"How about a manor on the outskirts of Panama?" he offered, displaying his characteristic generosity.

The land wasn't exactly his to give. Many properties had been abandoned or seized when the Atlantic Federation had taken over, only to be reclaimed once Panama was liberated. In wartime, such claims generally went unquestioned.

"Can I take a look?"

"Certainly," the President said, activating a screen showing the estate's details. It wasn't as luxurious as Lacus's manor, but it had dozens of functional rooms, a spacious courtyard, and even an underground shelter equipped with an MS launch system and a small aircraft hangar.

Though the furnishings were sparse, the layout offered He Kui great potential. He could easily modify the shelter into a temporary operations base and upgrade the defenses to secure it against intruders.

"How much?"

"Two billion."

"Deal!"

Compared to the prices in PLANT, where a similar estate would cost a fortune, the Panama manor was a steal. With the remaining credits, He Kui could also acquire machinery and materials, which the President promised to list in a detailed inventory.

"Thank you. You've been very accommodating," He Kui said, feeling the ease of dealing with such a straightforward leader.

"One last thing, about the threat from space. Do you have a plan?"

"Yes. Once my suit is in orbit, you can launch a deceleration pod through the mass driver. That should be enough to bring me back."

"Understood." The President smiled knowingly, refraining from discussing the intel He Kui had access to or his connection to Solstice. Both men shared an unspoken understanding, and no further words were needed.
