Chapter 453: Chapter 450: The Nation of Akatsuki (Part 2)
The Uchiha fan, a weapon passed down through generations of the Uchiha clan, is said to have originated from the era of Indra Otsutsuki. It was made using a part of the God Tree and possesses the ability to reflect certain types of ninjutsu. Countless people have died at the hands of this weapon simply because they were unaware of its special properties.
Originally, Daniel thought this weapon might be hidden in Obito's Kamui dimension. However, after inspecting the items in that space, he found only kunai and shuriken, with no sign of the fan. In conversations with Konan later, Daniel also learned why Nagato and Konan hadn't killed Obito—they were saving him for Yahiko to deal with upon his resurrection.
Daniel was speechless at their reasoning. Knowing Yahiko's nature, even if he learned about everything that had happened, he likely wouldn't kill Obito.
"Are you here to mock me?" Obito, his chakra sealed, seemed much calmer than before. Even after seeing the footage of Black Zetsu, he didn't show much anger, only a self-deprecating smile.
"I don't have time for that. I'm here to ask you where Uchiha Madara's weapons are hidden."
"What do you plan to do with them?"
"Madara's identity is still quite useful, don't you think?" Daniel wanted the Uchiha fan partly because it was made from the God Tree, and partly to impersonate Uchiha Madara. In the ninja world, Madara's identity could be very effective in stirring things up.
"Still not talking? To be honest, I'm curious about you. How could someone believe in something as unreliable as the Infinite Tsukuyomi? Not just you, even that fool Madara believed in it. If you wanted to be with Rin so badly, you could've just resurrected her. Are you too afraid to face her? If she knew you killed the Fourth Hokage and his wife, she'd probably never forgive you."
Watching Obito remain silent, Daniel continued, "You're running from reality, hoping that in the false world of the Infinite Tsukuyomi, Rin would love you. If Rin knew the kind of person you've become, she would be terribly disappointed."
"Shut up!" Obito shouted, clearly enraged, as Daniel's words struck a nerve.
"Alright, no need to keep talking. Just tell me where the fan is, and I'll leave."
"It's there. Go find it yourself." Obito finally gave up the location.
For Obito, the Uchiha fan wasn't particularly useful—it didn't complement his Kamui ability. Other than using it during the final battle to confirm his identity to the Allied Shinobi Forces, he hadn't felt any desire to keep the weapon. He didn't even want it stored in his Kamui dimension.
"Oh, by the way, I have a way to resurrect Rin and the Fourth Hokage and his wife. Interested?" Daniel left Obito with this cryptic statement as he exited the cell, not waiting for a response.
Keeping Obito imprisoned without using him seemed like a waste. Even without the Mangekyō Sharingan, Obito was still a formidable fighter.
"So, these are spare Sharingan?" In the location Obito mentioned, Daniel found the Uchiha fan, along with a large number of Sharingan of varying tomoe patterns.
Using the Izanagi technique required the sacrifice of one's eye, rendering it blind. For the Uchiha clan, this was a significant loss. Over time, they found ways to mitigate this cost, much like Danzo did with his right arm.
However, Danzo was not an Uchiha, and the effectiveness of his Izanagi paled in comparison to what the Uchiha could do, much like how Yamato's Wood Style was inferior to that of the First Hokage.
"Just thinking about it makes me nauseous. Better forget it." Daniel realized he could also replicate what Danzo had done, but the idea of having eyes implanted in random parts of his body disgusted him. He quickly dismissed the thought, especially when imagining how unsettling it would be in intimate moments with someone like Ada or Robin.
Back in the Rain Village tower, after watching several documentaries about war, peace, and modern concepts, Nagato and Konan approached Daniel.
"Now you understand your problems, right? You can't think about world peace only from a ninja's perspective. You have to consider it from the standpoint of everyone."
"You've ruled the Rain Village for years, but all you did was isolate it. There's been no real development. You never gave non-ninja talents the attention they deserved."
The ninja world had developed somewhat over the years—things like televisions, air conditioners, and computers had been invented, though they weren't widely used. In Konoha, computers were mainly used by medical ninjas and the code-breaking division. Other areas saw no use for them at all.
In this regard, Konoha was stronger than the other villages. At least Konoha recognized the importance of such advancements, whereas the other villages, including the Four Great Shinobi Villages, didn't pay attention to these developments at all.
Across the entire ninja world, the key figures in scientific advancement were all from Konoha.
Technology in the ninja world was often developed by ordinary people or weaker ninjas. The powerful ones were too focused on honing their personal strength to care about such things.
For someone like Daniel, who had crossed over from another world, it was clear that basic governance and administration were important, just as vital as taking the top spot in a difficult exam.
"You've ruled the Rain Village for so many years. Have you ever cared about spring planting? Do you know how much grain one acre of land produces? You've only been focusing on collecting the Tailed Beasts' power to achieve peace, but is that real peace?"
Even Qin Shi Huang, the First Emperor of China, would lead spring rituals and occasionally plow the royal fields himself as a symbolic gesture. Though it was largely ceremonial, it showed that he truly cared about agriculture.
Agriculture is the foundation of everything. No matter how much commerce advances, without enough food, nothing else can develop. Modern society's elites may look down on farmers, but they forget that without sufficient food, commerce wouldn't exist. People need to eat before they can think about anything else.
The phrase "sated and warm, then comes desire" aptly captures the idea. When people are starving, they won't care about anything else.
Nagato and Konan, hearing Daniel's words, couldn't help but lower their heads. Nagato, now healed and able to walk after merging with Hashirama's cells and Daniel's treatment, understood the gravity of the situation.
"Aside from food, there's also the issue of education. In all these years, the Rain Village hasn't even established a ninja academy. The Five Great Shinobi Villages all have their own academies."
The ninja academy system, pioneered by the Second Hokage, was quickly adopted by the other villages. Although the scale and structure in these other villages were inferior to Konoha's, at least they had schools. Other minor villages, like the Rain Village, had made no such efforts.
"These two issues must be addressed first. Gather those knowledgeable in agriculture, and since you can control the rain, stop it from raining in the Rain Village for a while."
The constant rainfall in the Rain Village was a persistent issue, but fortunately, in the ninja world, where extraordinary techniques existed, this could be resolved. For example, Nagato's Rain Tiger at Will Technique could control the rain, and thus, it could also stop it.
Previously, Nagato used this technique to prevent spies from entering the village, but now it was no longer necessary. Even if people learned that the Akatsuki were based in the Rain Village, it didn't matter. None of the Five Great Shinobi Villages would dare attack the Akatsuki on their own. While the Akatsuki might not be able to take on all five villages at once, they could certainly handle one, even the strongest—Konoha.
If Nagato fought with his full power, he could easily wipe out an entire village. The Uzumaki clan's vitality, combined with the First Hokage's cells, gave him immense strength.
The surrounding environment of the Rain Village would be hard to transform in other worlds, but in the ninja world, there were many solutions. They could even recruit powerful Earth-Style users from Iwagakure to fill in the land and expand the territory.
"I'll make the arrangements," Konan said as she left. While the Rain Village didn't have much wealth due to a lack of missions, the Akatsuki was different, especially Konan, who was arguably the wealthiest woman in the ninja world—having stored six hundred billion explosive tags.
After some discussions with Nagato, it was decided that Konan would handle internal affairs. Nagato, now recovered, no longer wanted her risking her life outside.
"When will the members of Akatsuki arrive?" Daniel asked Nagato after Konan left. With Black Zetsu sealed, Daniel had taken over Black Zetsu's position in the Akatsuki and now wore the black "Gen" ring.
The Akatsuki typically communicated using Nagato's Phantom Body Technique, and even the Tailed Beasts were sealed through it. However, at Daniel's request, Nagato had summoned all the Akatsuki members to the Rain Village in person.
This was the first time the Akatsuki's entire membership would be gathered at the Rain Village's headquarters.
Since the Akatsuki's goals had changed, their methods had to change too. The Akatsuki would no longer rely on missions
to make money.
"They should be arriving in a few days."
"I never thought the headquarters would be in the Rain Village. I heard this was Hanzo's territory. Could he be part of the Akatsuki too?" On the western edge of the Rain Village, near a lake, Kisame Hoshigaki and Itachi Uchiha stood by the shore, gazing at the village. The death of Hanzo had been kept highly secret, and even within the Akatsuki, few knew about it.
"We'll find out soon enough," Itachi replied as he began walking across the water toward the village.
"Yeah, true."
"Scorpion, what do you think the leader wants? I was just about to track down that snake, Orochimaru." In the sky, riding atop a large clay bird, Deidara asked Sasori, who was hidden inside Hiruko.
"This is such a hassle. I haven't sacrificed to the Evil God in ages," grumbled Hidan, the other half of the immortal duo.
"Shut up. I was this close to catching a bounty worth ten million." Kakuzu, the Akatsuki's treasurer, looked grim. As the organization's finance officer, Kakuzu was incredibly diligent, constantly earning money. Konan's ability to afford so many explosive tags was in no small part thanks to him.
Although Kakuzu loved money, he was also the most obedient member of the Akatsuki. Among all the members, Kakuzu was the best employee. As for the others, they were either spies or lone wolves who did things their own way.
"Here's to the successful first roundtable meeting of the Akatsuki!" Looking at the newly arranged steel hall, Daniel smiled in satisfaction. In a playful mood, he had hung a large red banner in the front of the room with those words written on it.
The first pair to arrive were Itachi and Kisame. Upon seeing the banner and reading its message, both of them couldn't help but twitch slightly.
"It's you. Where's Zetsu?" Itachi asked, after staring at Daniel for a while, standing at the spot marked for his ring.
Daniel, Itachi, and Kisame had met before and even fought briefly. At first, both were stunned to see Daniel, but they didn't attack immediately.
Daniel was sitting in the position marked with the "Gen" symbol, and with the ring on his right hand, Itachi quickly figured out what had happened. This was a prime opportunity for Itachi to gather intel on the Akatsuki.
"Do you really need to ask? You can see for yourself. I've taken his place," Daniel replied, waving at Itachi with a smile.
In the Akatsuki, all ten members were theoretically replaceable, except for Nagato and Konan. If someone defeated a current member and took their ring, they could join, just like how Tobi later took Sasori's ring.
The Akatsuki didn't consist of just ten members. They had a vast network of secret bases around the ninja world to gather intelligence and support the Akatsuki's missions.
Information gathering was crucial for both the Five Great Shinobi Villages and the Akatsuki.
"That guy's been killed? What a surprise." At that moment, Deidara's cocky voice rang out as he arrived, followed by Sasori, still hidden inside Hiruko. It seemed Deidara hadn't been too fond of Zetsu.
"Sasori, the leader said everyone has to attend this meeting in person. Using your puppet won't cut it," Daniel said lightly.
Sasori's choice to use puppets was a mistake, in Daniel's eyes. Sure, it allowed him to control multiple puppets and avoid injury, but it came with a fatal flaw—his chakra couldn't grow any further. He could only enhance his puppets to increase his strength.
In the regular ninja world, Sasori's decision wasn't wrong. As an S-rank ninja, he had already reached the upper limit of his power, and improvement was difficult. But the ninja world was no longer "normal." As things escalated, it was clear that Sasori's path would limit him.
"Hmph." With a cold snort, Sasori opened Hiruko, revealing his true form—a young boy with delicate features. Deidara wasn't surprised by this, but Itachi and Kisame were. This was the first time they had seen Sasori's real face.
"What a hassle." After muttering this, Sasori sat in his designated seat and closed his eyes.
"Why is there a new member?" Kakuzu and Hidan arrived shortly after.
"There are only nine people here. Aren't we missing one?"
