The Watercloud navy had enough to outfit their own. However, now that Barren's two hundred thousand cavalry had joined them, they needed armor as well.
Not only that, but the Inspectorate also put in a request for equipment. There were too many in the institution! The army could be pared down, but the number of inspectors could not.
