Thankfully he did not reincarnate empty handed, he's been gifted with the power to communicate with the Shinigami.

The Second Hokage looked at Mizuno, his years of combat experience keeping his tone emotionless. "Power Bond... truly a remarkable kekkei genkai. However, Mizuno, whether you can control my soul depends on your ability."

Mizuno nodded and then turned away.

At least he had one ability unlocked.
