"It's time" Ichika opened his eyes and stood up, he used the Sensory Jutsu to make sure that no one was around. He doesn't have to worry about his sister because he's on a mission currently.
He wore the black cotton clothes that he specifically picked out and he also created them himself. He creates with cotton because it creates less noise. He didn't forget any mask too.
He uses the active Sensory Jutsu every 5 seconds costing him 1 chakra per 5 seconds. It helps him avoid the ninja. He uses Teleportation Jutsu whenever he can and he doesn't use it when he is running on the rooftop as he runs at 23.6 meters per second or 84.96 kilometers per hour.
His eyes can see 3x the human speed meaning he actually sees 7.87 meters per second which helps him detect and make decisions based on his surroundings.
While he can see at 3x, his motor nerves aren't updated unlike his optic never in the eyes. This was also like Sasuke Uchiha against Killer Bee where he can see the movement but his body isn't able to proceed with the fast information because it can't travel faster than his optic nerves.
He didn't go to the Uchiha Clan but instead chose to take out a girl that could be outside, the Uchiha Clan doesn't yet have much tension in the village, but it is still the Uchiha, not a civilian clan.
He began looking out for a Uchiha girl, he couldn't find anyone so easily but within 48 minutes he finally found one.

Then he began to feel the sensation of itchiness in his eyes, he couldn't perceive his surroundings but only itchiness left in his eyes. The six-path chakra poured into his brain and this chakra began to change his eyes as they spun until a purple iris appeared with 12 lines separately equally.
After 1-4 hours he was now able to see, the worldview looked so different, not only did his normal perception without using the Rinnegan allow him to see 13x faster than a regular human.
If he were ever to activate the Rinnegan he could see the opponent even if traveled faster than sound but he couldn't possibly see the speed if they were at light speed as Sasuke couldn't even dodge the Black Rod from Jigen when Isshiki Ōtsutsuki controls him.
This not only makes the Rinegan Weaker than Boruto Uzumaki's perception but at the same time Boruto Uzumaki isn't an Uzumaki but a full Ōtsutsuki.
