"Next, the fourth item: personnel adjustments in the Ministry of Education and the Ministry of Medicine." 

Hui spoke again, and this time, the attendees felt numb.

Today's meeting might not seem to affect the average citizen of Konoha, but for the upper echelons, it was nothing short of an earthquake.

"Tsunade, an elite ninja, will be reassigned as Deputy Head of the Ministry of Medicine, and Uchiha Kagami, also an elite ninja, will serve as Deputy Head of the Ministry of Education."

Hui's announcement jolted the attendees, breaking through their emotional numbness.

Some even doubted their ears.

Tsunade being appointed as Deputy Head of the Ministry of Medicine was a bit surprising but not shocking.

The department heads began reporting, detailing challenges encountered during policy implementation, outcomes achieved, and other developments.

Overall, there were issues, but none too severe.

Konoha was steadily advancing according to Hui's development plans.

After hearing the reports, Hui nodded and initiated discussions to address the challenges presented.

He had no intention of solving all problems himself, no single person could sustain that.

As Hokage, Hui saw himself more as a navigator and decision-maker, guiding Konoha's direction and making critical decisions. He didn't want to be the one executing every task.

Otherwise, what was the point of having so many high-ranking officials and elite ninjas?

After extensive discussions, the day turned to evening.

However, through collective wisdom, solutions were found for the difficulties raised.

"Let's proceed to the final item of this meeting. First, for the Ministry of Education: focus on my vision for Konoha's future and develop curriculam centered on these ideals. Implement courses on ideological education in the ninja academy."

This was a key step in Hui's plan to transform societal values, beginning with ninja academy education.

Although children in this world matured quickly, instilling values and ideals required subtle, gradual influence.

Most Konoha children entered ninja academy at the age of five or six and studied there for six years.

From ages six to twelve, their foundational worldview took shape, especially given their early maturity.

Hui intended to use these six years to instill values like love for the village, self-reliance, and correct life perspectives.

"For the Ministry of Medicine, Deputy Head Tsunade should provide a detailed report on proposed medical reforms for discussion at the next meeting.

"The newly formed Ministry of Justice: Minister Danzō and Deputy Minister Uzuki should focus on staffing and refining legal frameworks.

"For the Administrative Department: Minister Hatake should oversee the coordination of human resources, handling recruitment and task assignments for various departments.

"For the Department of General Affairs: Minister Sarutobi should maintain coordination among departments, supervise projects, and ensure control over the village's development.

"Finally, the Skill Development Department: Orochimaru, compile and categorize existing jutsu. There's no rush to develop new ones for now. Focus instead on recruiting talent in this field to strengthen the department."

With these final instructions, Hui concluded, "This meeting is adjourned."

After the meeting, Hui and Tsunade walked home together.

As they strolled leisurely, Hui looked up at the moon.

Not long now, I'll see it with my own eyes, he thought, recalling the four years since his last physical breakthrough. He could feel that his next evolution was near.

"What's on your mind?" Tsunade asked, noticing him staring at the moon.

Hui smiled.

"The more beautiful something is, the more danger it often hides. This beautiful moon might just be sealing a world-shattering demon," he mused.

Tsunade rolled her eyes. "Why not say it's sealing a stunningly beautiful demoness instead?"

Hui chuckled, pausing briefly before laughing aloud. "You're right, it actually is sealing a beautiful demoness."

Meanwhile, in another part of the ninja world, Black Zetsu also gazed at the moon.

After a few moments, however, his head throbbed with frustration.

Madara Uchiha had caught onto him.

"Damn that Hui! What exactly did he tell Madara?!"

Black Zetsu muttered to himself, seething with anger at Hui.

Then his thoughts turned to another figure, a mysterious individual whose background seemed tied to an organization even he didn't fully know about.
