The Seven-Tails, Chōmei.
With a beetle-like upper body and dragonfly-like lower body, Chōmei is the only one of the Nine Tailed Beasts capable of flight.
Among the Nine Tailed Beasts, Kurama, the Nine-Tails, ranks first in strength, while the rest are fairly even.
However, when it comes to the most suitable Tailed Beast for a Jinchūriki, Chōmei takes the top spot, followed by Matatabi, the Two-Tails.
Chōmei is the most gentle of the Tailed Beasts, despising war. Most importantly, it grants its Jinchūriki the ability to grow wings and fly.
Flight is a rare attribute, whether in the ninja world or the world of seafaring.
The only reason Takigakure possesses Chōmei isn't because of their strength. Nations like Amegakure, Tetsu no Kuni (Land of Iron), or Uzushiogakure are all stronger.

Seeing the two men approaching without headbands, they assumed they were civilians and tried to shoo them away.

When Madara and Izuna got closer, the guards caught sight of their eyes and immediately sensed something was wrong.
But it was too late.
In a split second, the brothers had cast their genjutsu.
"Nii-san, didn't we agree that this time I'd handle it?" Izuna complained, puffing his cheeks at Madara.
"Forgive me, Izuna. This is the last time," Madara said with a smirk, raising his left hand to tap Izuna's forehead affectionately.
"Honestly…" Izuna grumbled but didn't stay mad at his brother.
One could only wonder what Itachi and Sasuke would think if they saw this scene.
"Well then, it's my turn now, isn't it?"
Izuna cracked his neck and walked into Takigakure, observing its tranquil and slightly desolate atmosphere. He chuckled.
"Don't harm innocent civilians," Madara reminded him. "That's an Akatsuki rule."
"I know. I'm not one to kill indiscriminately," Izuna replied, waving his hand dismissively.
While the Uchiha clan might be proud and arrogant, they weren't bloodthirsty bullies. Unless provoked, they wouldn't bother showing off their strength to ordinary people.
Their pride wouldn't allow it.
"Who are you?! Sharingan? No, wait—that's not Sharingan!"
"But that man's emblem… It's the Uchiha clan's fan symbol."
"Are they Uchiha shinobi from Konoha?"
The ninja of Takigakure hesitated to act, uncertain about the situation. What if their leaders had secretly made a deal with the Uchiha from Konoha? Acting rashly could have severe consequences.
Moreover, there was something unsettling about the eyes of these two men.
Sharingan was familiar to the ninja world, but the brothers' Mangekyō Sharingan was entirely unfamiliar.

"I am Uchiha Izuna. I'm here to take the Seven-Tails. Tell me its location," Izuna declared bluntly.
Though his words sounded audacious, his actions left no room for doubt.
The Mangekyō Sharingan spun in Izuna's eyes, and the ninja who had stepped forward suddenly looked dazed.
"The Seven-Tails is in the southern valley of Takigakure," the man said in a trance.
"Damn it! Genjutsu!"
The other Takigakure ninja realized what had happened and quickly surrounded the brothers.
"How dare you act so arrogantly in Takigakure! Do you want to reignite the flames of war so soon after Konoha signed the peace treaty?!"
"Enough talk! Attack!"
Furious, the ninja charged at Madara and Izuna in a swarm.
Izuna handed his Pokémon egg to Madara and stepped forward, forming hand seals.
"Katon: Gōkakyū no Jutsu!"
Boom!
A massive fireball, over ten meters in diameter, roared from Izuna's mouth, incinerating all incoming attacks and instantly reducing seven or eight ninja to ash.
It was clear that when used by the right person, the Great Fireball Technique was far from ineffective.
"This power… It's ridiculous!"
"Uchiha Izuna? Wait, isn't that Madara's brother?!"
"Madara has a brother who's still alive?"
"Hold on… Doesn't that man look just like the statue in the Valley of the End?!"
Recognizing their identities, the Takigakure ninja froze in terror.
The Valley of the End had two statues: one of Hashirama Senju, the God of Shinobi, and the other of Uchiha Madara.
"Why are they still alive?"
"What do they want?"
Fear gripped every ninja present as they broke out in cold sweats.
Finally, one of them mustered the courage to step forward and plead.
"Wait! The Seven-Tails is in the southern valley. We have no intention of opposing you!"
The rest of the Takigakure ninja raised their hands in surrender.
"…Hmph."
Izuna was speechless.
He had been eager to stretch his muscles, only to have his opponents give up before the fight even began. It felt like preparing a grand attack only to find no target.
Still, as members of the Akatsuki, Madara and Izuna were bound by its rules. Senseless slaughter was forbidden.
"Let's go," Madara said, calling back his brother, whose face was flushed with frustration.
Reluctantly, Izuna followed. Though he had matured after his return, he couldn't help but feel disappointed by the anticlimactic encounter.
"Tch."
Izuna clicked his tongue, glancing disdainfully at the Takigakure ninja.
Though he was kind and selfless toward his clan, Izuna had little regard for outsiders.
