Chapter 1: Chapter 1 : The Strongest Villain System
North Sea, Vidora Island.
The vast sea churned violently, the sharp scent of gunpowder filling the air. Waves carried the blood of the fallen, dyeing the water crimson, while fragments of shattered ships floated aimlessly.
The aftermath of a great battle. The Blood Eagle Pirates had been utterly annihilated.
"Major General Simmons, your brilliant combat command was instrumental in the successful eradication of the Blood Eagle Pirates!" A navy soldier spoke with reverence, his gaze fixed on a tall, imposing figure standing at the end of his vision.
Major General Simmons, the commanding officer of this encirclement and suppression operation, did not appear pleased despite the victory.
After all, the navy had also suffered losses.
"Colonel Rex, where is Blood Eagle Scola?" Simmons asked after taking a slow puff from his tobacco pipe.
"We've captured him, sir!" Colonel Rex replied promptly. He gestured behind him, and moments later, a man was dragged forward, barely clinging to life.
It was Blood Eagle Scola.
The captain of the infamous Blood Eagle Pirates, with a bounty of 65 million Berries, Scola's name struck fear across the North Sea. Recently, he had acquired a devil fruit, a prize that could have solidified his reign of terror. Yet, before he could claim its power, the navy ambushed him, leading to his downfall.
Bruised and bleeding, Scola glared up at Simmons with seething hatred.
"Simmons…" he growled, his voice heavy with defiance despite his condition. "If I hadn't been ambushed, I would have never lost to you!"
"Save your excuses for Impel Down," Simmons said coldly, exhaling a ring of smoke. "Take him away."
With a curt wave of his hand, navy soldiers dragged Scola off to the ship's brig. The battle had officially ended.
"Major General Simmons, what are your orders now?" Colonel Rex asked with deference.
"Return to the branch. Our men need rest after this fight," Simmons replied. He stubbed out his cigarette under his boot and turned to leave.
But before he could exit the cabin, a scout rushed in, panting heavily.
"Major General Simmons, we have an uninvited guest!" the soldier said, his face pale from exertion.
"An uninvited guest? Could it be remnants of the Blood Eagle Pirates?" Simmons asked, narrowing his eyes.
"No, sir. It's… a young man of unknown origin."
"A single boy? Why are you panicking over that?" Simmons asked, his voice dripping with irritation.
The scout hesitated, his voice trembling as he explained. "H-He… he said he's here to destroy the warship and take the devil fruit!"
For a moment, silence fell over the room. Then Simmons let out a harsh laugh.
"Destroy the warship? Ridiculous!" Simmons sneered. "I've served in the North Sea for years, and I've never seen such a delusional fool."
He turned to his men. "Everyone, follow me. Let's see what this brat is made of!"
"Yes, Major General Simmons!"
Meanwhile…
In front of the naval warship, a small wooden boat bobbed on the waves.
"Damn it, I don't know if the system is messing with me!"
The voice belonged to Leon, a young man with short, jet-black hair, fair skin, and an air of vitality. His dark eyes gleamed with intelligence that seemed far beyond his years. Despite his slim frame, his perfectly defined muscles radiated strength and agility.
But at the moment, his expression was anything but confident—it was a mix of frustration and nervousness.
Yes, the boy who had brazenly declared his intent to destroy the warship was Leon. And truth be told, he wasn't doing it out of bravado. He had no choice.
Leon had been an ordinary person on Earth, but after waking up one day, he inexplicably found himself in the world of pirates. Alongside him came a mysterious system: The Strongest Villain System.
The system claimed it would help him become the ultimate villain by granting him the power to summon legendary villains from anime, novels, and movies.
When Leon first saw the system's interface, he was ecstatic. Like other travelers he'd read about, he had a golden finger—a cheat that would let him dominate this world!
But his excitement didn't last long.
The system had a cruel requirement for activation:

Leon had no choice but to fulfill the task when he stumbled upon the battle between the Navy and the Blood Eagle Pirates. Now, here he was, challenging an entire warship while praying the system wouldn't betray him.
"Why hasn't the system activated yet?! I've done my part!" Leon muttered, his heart pounding. He wasn't ready to face the navy without some sort of power.

The sound of approaching footsteps broke his thoughts. Simmons and his men emerged on the deck, their eyes locking on Leon.
"You're the one threatening to destroy the warship?" Simmons asked, a smirk curling his lips.
"That's right," Leon said, forcing himself to stand tall. "Hand over the remains of the Blood Eagle and the devil fruit!"
The navy soldiers burst into laughter.
"It's absurd!" Simmons scoffed. "I'm not in the mood to play games. Open fire and kill him!"

Hundreds of muskets were raised, their barrels aimed squarely at Leon. In that moment, death seemed inevitable.
But then—
Ding!
A voice echoed in Leon's mind.

[Congratulations, host! The Strongest Villain System is now online.]
Relief washed over Leon as the system's voice continued:

"Yes!" Leon shouted without hesitation.
[Summoning Uchiha Madara.]
A cold wind swept through the air as a figure began to materialize behind Leon, his presence radiating overwhelming power.
The soldiers froze, their hands trembling on their muskets.
Major General Simmons's smirk disappeared as his instincts screamed danger.
Standing behind Leon was a man with flowing black hair, a crimson armor set, and eyes like spinning, blood-red whirlpools.
Uchiha Madara had arrived.
