However, these newcomers lagged behind. Within the capital of the Tru Empire, a shadowy group of individuals was already weaving its way through the bustling streets.
Clad in black coats, masks, and top hats, their presence exuded an ominous air as they strode with purpose through the city's heart, ignoring the vibrant marketplaces and curious onlookers.
The group of five moved with precision, their sharp eyes scanning the surroundings as if hunting for secrets hidden in plain sight.
"Boss," said a masked man with a perpetual grin painted on his mask, his voice low and cautious. "We've combed through the entire empire, but there's nothing unusual here. No signs of hidden facilities, shipyards, or anything that explains their military capabilities."
"Stay vigilant," replied the tall, lanky leader at the forefront. His tone carried authority and caution. "This empire hides more than it reveals. We need to uncover how they train their troops and manufacture their ships. No detail is too small to investigate."
Yet, for all their cunning, they underestimated the empire's sharp defences. Their every step was already being watched.

In the Royal Palace
In the grand hall of the Tru Empire's royal palace, Anos, the youthful yet enigmatic emperor, sat across from his trusted advisor, Fujitora, sipping tea in quiet contemplation.
The general's signature calm demeanour was as steady as ever, but there was a glint of amusement in his blind gaze.
"You've noticed them, haven't you?" asked Anos, his lips curling into a sly smile as he set down his teacup.
Fujitora nodded, his staff resting against the table. "Aye, Your Majesty. I sensed their presence the moment they entered the city. These agents of the World Government are formidable, but their haste betrays their desperation. How do you plan to handle them?"
Anos leaned back, exuding an air of unshakable confidence. "Let them search. They'll find nothing of value. The space-transmission channels are hidden within barriers even their finest Observation Haki cannot penetrate. The shipyards are under the watchful eye of Abona, and the critical information is well-guarded. Even if they stumble upon something, it won't be enough to compromise us."
Fujitora chuckled softly. "So, you've anticipated their every move?"
"Of course," Anos replied with a knowing smile. "The World Government cannot tolerate a rising power that threatens their control. Unlike pirates, we have a fixed domain a home worth protecting. They will stop at nothing to uncover our secrets. But their reach only goes so far."
Anos's words carried weight beyond his years, leaving even the seasoned general impressed. "You seem to know their tactics better than anyone I've encountered. Your youth belies your understanding of this world."
Anos's eyes gleamed with determination. "General, power is not the only thing that wins battles strategy does. The Marine forces may appear vast, but their strength is spread thin. Between the Grand Line, the New World, and the four seas, their 1.5 million troops are a fragmented force. Of those, only 200,000 are trained in the Six Powers and capable of true combat."
"Even then, their primary focus is on maintaining the balance in the New World, keeping the Yonko in check and safeguarding the interests of the Celestial Dragons. The rising chaos among the Yonko will pull their attention further. That leaves the South Blue as a low priority."
Fujitora raised an eyebrow, intrigued. "And how does that benefit us?"
Anos's voice grew sharp, yet composed. "The Yonko see us as a thorn in the side of the World Government. By standing strong in the South Blue, we relieve some of their pressure. This empire has become a strategic blade at the government's back, forcing them to reconsider their priorities."
As the young emperor spoke, his unwavering resolve filled the room. Fujitora smiled, content to serve under a leader whose vision surpassed even seasoned strategists.
"Let the World Government send their agents," Anos concluded. "In a day, they'll leave empty-handed and desperate. When they return, it will be with offers to bring us into their fold. But by then, it will be our turn to dictate the terms."
