At G-10 Branch, in the office of the Base Head.

'Knock, knock!'

"Come in."

Upon hearing the response, Dante opened the door and saluted before reporting, "Sir, the entire Straw Hat Pirate crew has been captured!"

"Thanks for your effort, Dante." Rowen nodded, taking a puff from his cigar and raising an eyebrow. "And then?"

"She said she wants to see you, Vice Admiral!"

Dante stepped aside, revealing Nami, who stood silently behind him, clutching the Straw Hat tightly in her hand.

The Base Head's office was grand and spacious. To accommodate the varying heights of non-human personnel, and to ensure that the G-10 base wouldn't lose face in front of colleagues, Rowen had completely revamped the entire top floor with a luxurious design.

Apart from some essential storage rooms and emergency exits, the entire floor was empty.

Nami sat on a sofa in the center, maintaining a distance of over ten meters from Rowen, who was seated behind his desk. The space between them was vast.

"Would you like tea or juice?"

"I… I'm fine with anything."

Rowen nodded and waved his hand. A silver tray floated towards Nami without any wind, bringing a glass of juice to rest in front of her.

"Juice, then. It's hard to get enough vitamins during sea voyages. Drinking more will be good for your skin."

"By the way, Koby should be arriving soon. You can stay here a bit longer and explain to him why you left."

Hearing that name, Nami's expression darkened.

Why had she left?

She could have justified it by saying she was deceived by pirates and forced onto the Straw Hat crew's ship. But after spending months with them, she found that she couldn't lie to herself.

She longed for the sea and enjoyed the thrill of sailing... especially the time she spent with them. Those days were far more joyous than all the years of her previous life combined.

Even without Luffy, she would have set sail to draw the world's sea map.

"Thank you for everything during this time, Nami."

"I'll submit a recommendation for your commendation in my name. After all, someone like the Fleet Admiral has too important a reputation to carry such a blemish."

Rowen chuckled wryly, "As for me, it doesn't matter."

After all, he was the "Marine Soryu (Azure Dragon)," a figure feared by pirates as a ruthless demon, a monster capable of quieting crying children at night.

His treachery was notorious, even among the current Three Admirals, who regarded him with caution.

Of course, in Rowen's view, it was simply self-defense!

"Is… is that so?"

Nami forced a weak smile, falling into silence again.

Noticing this, Rowen narrowed his eyes slightly and offered her reassurance.

"Don't worry. If you're concerned about their safety, there's no need. No matter what others may think, the Fleet Admiral will definitely spare them out of respect for Vice Admiral Garp."

"As long as they don't continue being pirates, they'll be safe."

Yes, as long as they stop being pirates… but would they agree to that?

A glimmer of hope sparked in Nami's eyes, and she stood up, nodding firmly.

"I'll convince them. Please, Vice Admiral, leave it to me!"

"Alright, I understand."

"I'll inform my subordinates to grant you permission to see them. It's best if you can succeed. Otherwise, the Fleet Admiral will likely use coercion or some underhanded tactics to force them into submission."

Achoo!

Far away at Marineford, Sengoku rubbed his nose, glancing around suspiciously.

"Someone must be plotting against me!"

A moment later, he put those thoughts aside and frowned at the documents on his desk.

The fifth one already— this was the fifth case this year!

How had they not noticed this in previous years? Rookie pirates reaching a bounty of over a hundred million within just a year of setting sail… were these pirates becoming Supernovas?

This wasn't the norm in past years!

"When will these troubling days ever end?"

Sengoku massaged his temples, feeling weary.

"I just want to retire... and go fishing…"

---

"Alright, that'll do for now."

Back at the G-10 office, Rowen flicked some ash from his cigar and said, "I can tell you're in pain, but I hope you think carefully, Nami, about what's the best outcome for everyone."

"Life is like that; you have to keep moving forward by making choices. And the best we can do is to make sure we never regret the decisions we make."

Nami left in silence, her figure growing smaller as she walked away. After watching her for a moment, Rowen paused and tapped his desk thoughtfully.

"And? Are you certain the Revolutionary Army received the message?"

"Absolutely certain, because... he's right under my nose."

Literally under his nose!

In a corner warehouse of the G-10 branch, Dante sat on a beam, his entire body hidden in the dark shadows.

Below him, a suspicious-looking Marine soldier discreetly pulled out a Den Den Mushi, whispering something in a voice too faint to clearly hear.

"Excellent. The bait has been cast; now, we just wait for the fish to bite."

Rowen smiled faintly, baring his sharp, white teeth.

In his careful planning, the Revolutionary Army was about to suffer a blow second only to the loss of Dragon himself!

---

The Straw Hats have encountered only two completely helpless situations in the first part of their story. The first was in Loguetown.

At that time, "White Hunter" Smoker's Smoke-Smoke Fruit posed an almost soul-crushing challenge to the Straw Hat Pirates. Dragon, who had come to witness his son set sail, was forced to intervene, allowing Luffy to escape.

The second was on the Sabaody Archipelago.

After attacking a Celestial Dragon, the crew drew the attention of Admiral Kizaru and the Pacifista PX-3, creating a hellish level of difficulty!

To protect them, Kuma appeared, ultimately sending the crew flying to different locations, using the last bit of his free will before being fully transformed.

Two major crises, two acts of intervention, even at the cost of Kuma's early sacrifice.

This shows just how much attention the Revolutionary Army paid to the Straw Hats.

Rowen believed that as long as news of the Straw Hats' capture reached the Revolutionary Army, they wouldn't be able to ignore it, no matter what their true reasons for helping the Straw Hats were.

But the most crucial point was that Rowen held the upper hand in the shadows, while his enemies were in the light.

With Dragon captured early on, the events that should have occurred in Loguetown never happened, and the Straw Hats, having just reached Jaya Island, hadn't even had the chance to reach Sabaody to complete the story arc.

So, in the eyes of the Revolutionary Army, their interest in the Straw Hats was invisible, and non-existent.

They would never expect that Rowen's true target was them.

"I don't have much bias against the Revolutionary Army. On the contrary, Dragon, I quite admire people like you who have the courage to stand up and resist."

Standing by his office window, Rowen gazed in the direction of Impel Down and muttered to himself.

"But, the things you want to do? I want to do them too, and I can do them even better. You're standing in my way!"

Rowen would never reveal his true thoughts to Dragon. Dragon's understanding of him was based purely on speculation.

Some might think that if they had an open conversation, the two sides could actually work together.

But...

One is driven by idealism, the other by self-interest— with such different starting points, how could they ever truly understand each other?

In the end, it all comes down to trust.

The Revolutionary Army would never believe that if Rowen held supreme power, he wouldn't become the next World Government.

Rowen, on the other hand, would never trust the Revolutionary Army to know how to govern the world once they incited rebellion with their ragtag legions.

So, to Rowen, the Revolutionary Army's usefulness far outweighed the value of any potential alliance.

"You and Roger lit the flame, hoping it would spread far and wide."

"But the reason it's called a spark is because... it can be easily extinguished!"

Suddenly, a fierce wind howled.

Thick, dark clouds gathered layer upon layer, covering the sky. Amid the flashes of lightning, serpentine streaks of electricity twisted through the storm, filling the entire G-10 branch with an overwhelming, suffocating pressure.

As Rowen watched the sky, now packed with Stored Emperor Clouds, a smile crept across his face.

"A once-in-a-century massive Knock Up Stream, huh?"

"Too bad this time, you're destined to be nothing more than a sideshow."
