"Should I make my move then?" he pondered.

But almost instantly, he dismissed the notion.

"No… that's too far away!" His heart rejected the idea outright.

"I don't even fully grasp the World Government's hand. Their hidden cards remain a mystery. At the very least, I need a force capable of rivaling the Ancient Weapons to even qualify!"

His lips curled into a smirk.

"Fortunately… Vegapunk is under my command now!"

With that thought, Caesar analyzed the current state of affairs.

The World Government had stood unchallenged for over 800 years, its foundation built on countless secrets. Their full strength was rarely displayed, and any reckless action against them would only invite disaster.

2. The Impact-Impact Fruit – A lesser-known Paramecia-type ability that allowed the user to generate powerful shockwaves from any part of their body. 3. The Kumo Kumo no Mi, Model: Fine-Toothed Bear (Zoan – Ancient Model) – An Ancient Zoan-type fruit that granted the user the power of the massive fine-toothed bear. Among all bear species, the fine-toothed bear was one of the largest and most ferocious, boasting immense strength, endurance, and resilience. Once awakened, this fruit could rival even the Mammoth Zoan used by Jack of the Beasts Pirates.

Aside from these three, the other twenty-seven fruits varied in strength but still possessed significant combat value.

Truth be told, Caesar himself was reluctant to part with these powerful Devil Fruits.

When they arrived, Fujitora raised an eyebrow in surprise.

"Captain Caesar… are you truly planning to form a navy?"

He had suspected many possibilities before this meeting, but he hadn't expected this.

"Yes."

Caesar's gaze was firm.
