One Piece: Rising to Fleet Admiral Through a Coup

Chapter 39: 《One Piece: Rising》Chapter 39: The Foolish Spandam!

In the Holy Land of Mariejois, within the towering World Government Headquarters, a scene of growing tension was unfolding.

Inside the CP9 Chief Director's office, a middle-aged man sat rigidly behind his desk, staring at the Den Den Mushi before him with unprecedented gravity etched across his features.

This was Spandine—a man whose personal combat abilities were unremarkable, but whose political cunning and ruthless elimination of rivals had propelled him to the highest position within CP9.

Yet becoming CP9's Chief Director had never been his ultimate ambition. What Spandine truly coveted was membership in the Chamber of Authority—the inner sanctum of World Government power.

To achieve this lofty goal, he knew he must cultivate relationships on all fronts, particularly with the Marine Headquarters—that vast military machine whose power he had long envied.

It was precisely this motivation that had driven his frequent collaborations with the Marines. Fourteen years earlier, he had even accompanied then-Vice Admirals Sakazuki and Kuzan to Ohara, the archaeological island in the West Blue. There, he had received the Golden Den Den Mushi from then-Admiral Sengoku, unleashing the Buster Call that erased Ohara from existence.

At the time, Spandine had believed this operation would catapult him to greater heights. Instead, upon returning to the Holy Land, he found himself permanently anchored to his position as CP9's Chief Director—a frustrating stagnation that eventually birthed thoughts of dismantling CP9 entirely.

As a covert organization operating in the shadows, CP9's very existence had become his prison. Unless it was eliminated, he would remain trapped in his current role indefinitely.

However, before he could devise a foolproof strategy, an unexpected development occurred: the informants and officers he had painstakingly cultivated within Marine Headquarters began severing ties with him one after another.

Initially, Spandine dismissed these defections as insignificant. But as more and more officers distanced themselves from him, he was forced to take the matter seriously, launching a covert investigation into a certain Vice Admiral Xayuki.

When the investigation report finally landed on his desk, even Spandine—a man accustomed to the darkest political machinations—broke into a cold sweat. According to the findings, over half the officers at Marine Headquarters had formed strong bonds with Xayuki.

Most alarmingly, many officers who had previously collaborated with Spandine began cutting ties with him after interacting with Xayuki. Some had even issued threats, declaring they would expose Spandine's misdeeds unless he ceased his manipulations.

The intricate network of relationships he had spent years cultivating was unraveling before his eyes. Furious, he took the investigation report and arranged a clandestine meeting with Izambaron V. Nasujuro, the Financial Martial God among the Five Elders.

After reviewing the evidence, Nasujuro immediately ordered Enies Lobby to launch a comprehensive investigation, ultimately resulting in Xayuki's arrest and imprisonment.

But what Spandine hadn't anticipated was that just as Xayuki was about to be transferred to Enies Lobby for execution, he would stage a coup from within the Marine Headquarters prison. In a single night, Xayuki had not only seized the position of Fleet Admiral but also completed the transition of power, consolidating total control over Marine Headquarters.

This development caught not only Spandine off guard but also stunned the Five Elders in the Chamber of Authority.

The coup itself wasn't what alarmed them; it was the speed and efficiency with which Xayuki had executed it. The fact that he had secured the support of the Three Admirals and numerous Marine veterans meant that the entirety of Marine Headquarters now stood behind him.

"Father!"

Suddenly, the office door burst open with violent force. A man with half his face concealed by a leather mask stormed in, his voice pitched with panic.

"Something terrible has happened! That damned Xayuki has staged a coup and seized the position of Fleet Admiral! If he discovers that we orchestrated his investigation and trial, he'll never let us escape his vengeance!"

This was Spandam, Spandine's foolish son. Though not yet officially the Chief Director of CP9, he had for years served as the organization's public face, executing his father's directives while Spandine remained in the shadows.

Spandine's brow furrowed slightly as he addressed his son in a stern tone.

"How many times must I remind you, Spandam? Maintain composure in the face of crisis! No problem exists that cannot be solved. If you panic at the first sign of trouble, how do you expect to lead CP9 in the future?"

"Father, can't you see what's happening?" Spandam slammed his fists onto the desk, his voice rising to a shout. "The Holy Land has yet to respond because they fear Xayuki's control over the Marines! This isn't about one man's rebellion—it's about the entire Marine force potentially turning against us!"

Hearing this, Spandine fell silent.

He was acutely aware of the gravity of the situation. This was no ordinary mutiny; it was a crisis that could potentially lead to the Marines severing ties with the World Government entirely, transforming them from loyal enforcers into their greatest threat.

In such circumstances, the Holy Land had only one viable option: to make concessions and negotiate with Xayuki, officially recognizing his position as Fleet Admiral to keep the Marines under World Government control.

But to reach such an agreement, someone would have to take the fall for the events that had triggered the coup. On the surface, Xayuki's rebellion had been provoked by his sudden arrest and trial.

If the Holy Land chose to compromise, the ones to bear the consequences would undoubtedly be Spandine and his son.

"!!!!"

As Spandine contemplated his precarious position, Spandam suddenly jerked his head toward the window behind his father, his eyes widening in shock.

"Father, what... what is that?"

"Hmm?"

Spandine instinctively turned to look.

What he saw made his pupils contract sharply.

In the sky outside the window, several figures were hurtling toward the Holy Land at incredible speed. Like meteors, they traced fiery arcs through the air before plummeting toward Pangaea Plaza.

Boom! Boom! Boom!

Before father and son could react, deafening explosions shattered the air. Moments later, thick plumes of smoke rose from the direction of Pangaea Plaza.

The sudden commotion triggered alarms throughout the Holy Land. Amid the blaring sirens, countless figures converged on the plaza from all directions, swiftly forming a tight perimeter around the impact site.

"That madman isn't planning to attack the Holy Land, is he?!"

Watching the rising smoke from a distance, Spandam swallowed nervously before turning and bolting from the room.

"Spandam!"

Realizing his son had recklessly rushed toward potential danger, Spandine snapped from his thoughts and cursed under his breath.

"Damn it, you fool!"

Despite his anger, Spandine immediately rose and pursued his son.

By the time the father and son arrived at Pangaea Plaza, the billowing smoke had begun to dissipate in the wind.

In the center of the plaza, surrounded by multiple rings of guards, five human-shaped craters stood out starkly against the pristine stonework. Despite the overwhelming show of force, none of the assembled guards dared approach the impact sites.

"Cough... cough cough."

Amid sounds of pained coughing, a figure emerged from one of the craters, struggling to stand upright. It was none other than Gunshi, who had been blasted back to the Holy Land by Xayuki's overwhelming Conqueror's Haki.
