Chapter 32: 《One Piece: Rising》Chapter 32: Eradicate All Pirates, Leave None Alive!
Holy Land Mariejois, World Government Headquarters
In the Supreme Commander's office, Kong paced restlessly before his desk, his weathered face etched with growing concern.
Across the room, a team of intelligence officers clutched their Den Den Mushi, frantically attempting to establish contact with various departments under World Government jurisdiction. The tension in the air was palpable, thickening with each failed connection.
"Report!"
One officer abruptly lowered his communication snail, his complexion ashen as he addressed his superior. "Commander Kong, sir! The Marine Science Unit is completely unresponsive!"
"Report! The Marine Special Operations Division cannot be reached!"
"The Marine Special Science Corps is also non-responsive—"
"Report from Enies Lobby, sir! They've lost all contact with Chief Justice Baskerville!"
"Report! We've successfully established communication with Impel Down!"
As the alarming reports flooded in one after another, Kong returned to his seat, his expression darkening. "Cease all attempts to contact Marine Headquarters and its affiliated units," he commanded. "Redirect all efforts toward establishing communication with branch bases throughout the Grand Line and the Four Blues."
One junior officer hesitated before cautiously voicing the question on everyone's mind. "Commander Kong, sir... what exactly is happening? How could Marine Headquarters suddenly sever all communication with the Holy Land?"
Kong offered no verbal response—only a piercing glare that silenced any further inquiry. Understanding the implicit warning, the officer immediately returned to his task, hastily dialing branch facilities beyond Headquarters' immediate sphere of influence.
East Blue, Shells Town Marine Base 153
A detachment of Marines burst into the officers' dormitory, their expressions resolute as they clutched confidential documents bearing the official seal of Marine Headquarters.
BANG!
The dormitory door flew open with explosive force, startling the officers inside who had been resting. They leapt to attention, eyes fixed on the intruders who had so unceremoniously disrupted their downtime.
The squad leader wasted no time with pleasantries. Raising the document high, he announced with crisp authority: "Orders from Marine Headquarters! Sergeant Monka, step forward!"
A towering, powerfully built officer immediately advanced from among his peers. Sergeant Monka of Base 153 stood at rigid attention, his expression a mixture of surprise and anticipation.
"By direct order of Fleet Admiral Xayuki: Sergeant Monka is hereby promoted to Branch Captain with immediate effect and will assume full command of Base 153!"
Upon hearing these words, a fierce determination ignited in Monka's eyes. He stepped forward with military precision, raised his right arm in salute, and proclaimed with thunderous conviction: "LOYALTY!"
"About time!"
"Finally, we can make a real difference!"
"Long live Fleet Admiral Xayuki!"
As Monka accepted his appointment letter, his fellow officers erupted in jubilation, their excitement impossible to contain.
Another Marine stepped forward, presenting a pristine captain's uniform. "Captain Monka, sir! From this moment forward, Base 153 operates under your command. Your orders, sir?"
Monka's hands trembled slightly as he accepted the uniform, his eyes glistening with emotion that he made no attempt to conceal.
His mind drifted back to his early days at Base 153. When he first enlisted, he had been filled with idealistic fervor—determined to cleanse the seas of all criminal elements. But despite consistently volunteering for the most dangerous missions and often being first into battle during pirate captures, his efforts were systematically undermined. Superior officers claimed credit for his accomplishments, leaving him—despite years of dedicated service—still languishing as a mere sergeant well into middle age.
Everything changed two years ago when a distinguished visitor from Headquarters arrived at the base. Monka hadn't recognized the officer at first, and when summoned to meet him, had approached with trepidation, fearing some unknown transgression.
To his astonishment, the visitor was not only remarkably young but also unexpectedly warm in demeanor. Most surprising of all, this officer seemed intimately familiar with Monka's service record and personal struggles—as though they had been acquainted for years. Had rank and protocol not stood between them, Monka would have been tempted to pour out decades of frustration over drinks with this seemingly sympathetic superior.
That visitor had been none other than Xayuki—the very man who had now appointed him Branch Captain.
Before departing Base 153, Xayuki had posed a simple yet profound question: "Would you be willing to pledge your loyalty to me?"
Monka's answer had been immediate and unequivocal. By middle age, he had come to understand the realities of advancement within the Marines—one needed powerful patronage to rise above one's station.
In the two years since that encounter, though he had no further direct contact with Xayuki, he periodically received substantial sums of Belly with instructions to distribute the funds to genuinely deserving individuals within the ranks. Over time, these contributions had accumulated to more than 100 million Belly.
True to Xayuki's directive, Monka had kept not a single coin for himself, ensuring every Berry reached those truly in need among his fellow Marines. He understood implicitly that this was a test of his character and integrity.
Now, with the appointment letter in hand and captain's coat across his shoulders, he recognized that he had not only passed Xayuki's test but earned his complete trust.
"Captain Monka!"
A flustered Marine rushed forward, clutching a Den Den Mushi. "Sir! The... the Supreme Commander's office from the Holy Land is calling..."
"Is that so?" Monka turned sharply, his expression hardening. "What 'Supreme Commander's office'? From this moment forward, Base 153 answers exclusively to Fleet Admiral Xayuki! No one else—regardless of rank or position—merits our attention!"
With that declaration, Monka adjusted his new captain's coat and strode purposefully from the dormitory. "Relay my orders: all personnel of Base 153 are to assemble at the parade grounds immediately!"
Meanwhile, East Blue, Marine Base 16
A young officer wearing an immaculate captain's coat advanced toward the commander's office with determined strides, flanked by a squad of armed Marines. Their collective demeanor suggested not a routine visit but something far more consequential.
CRASH!
The office door burst open as the Marines charged in, weapons drawn. With practiced efficiency, they immediately subdued the two adjutants standing beside the desk.
"What is the meaning of this outrage?"
Behind the desk sat a disheveled officer, his face adorned with patchy stubble despite his captain's insignia. Before him lay numerous stacks of Belly, many already unsealed and counted.
This was Captain Nezumi—a disgrace to the Marine uniform who had long exploited his position to extort protection money from pirates and terrorize innocent civilians throughout his jurisdiction.
"Captain Nezumi!" The young officer advanced to the desk, his posture radiating authority as he towered over the seated man. Without preamble, he delivered his judgment: "For your systematic collusion with pirates and prolonged oppression of civilians under your protection, I—as the newly appointed Captain of Base 16—hereby sentence you to death. Execution to be carried out immediately."
"What preposterous nonsense!" Nezumi surged to his feet, face contorted with indignation. "I AM the Captain of Base 16! Guards! Arrest this impostor and—"
"Save your breath, Nezumi." The young captain cut him off with a dismissive gesture. "Base 16 is already under my control. Your time has ended."
Before Nezumi could formulate a response, the young captain gave an almost imperceptible nod. Without hesitation, the Marines surrounding him opened fire in perfect unison.
BANG! BANG! BANG! BANG!
The thunderous barrage of gunfire echoed throughout the building. In mere seconds, Nezumi—still struggling to comprehend the sudden reversal of his fortunes—collapsed to the floor, his body riddled with bullets.
The young captain approached the fallen corrupt officer, contemptuously kicked the lifeless body aside, and turned to address his squad, who now stood at attention with smoking weapons. His voice rang with conviction as he proclaimed:
"By direct order of Fleet Admiral Xayuki, our mission is clear and non-negotiable: we will systematically eradicate every pirate within Base 16's jurisdiction. We will be thorough. We will be relentless. Not a single one shall escape justice!"
