Not long ago, Kong had returned from a meeting with the Five Elders in Mary Geoise. The news he brought back was shocking, and the officers in the room could barely believe it.
"It's true," Kong replied with a grim expression, gritting his teeth. "That brat from the Charlotte family infiltrated the Celestial Dragons' mansions in Mary Geoise.
He didn't just steal a massive number of Devil Fruits and famous swords... he even looted the World Government's underground treasury.
Not even the Curry Noodle, one of their rare treasures, was spared."
Sengoku's brow twitched, and his fists clenched tightly. His veins bulged with frustration. "That's outrageous! Absolutely lawless!"
"Hahahaha..."
A burst of hearty laughter interrupted the tension.
The door to the office suddenly flew open with a loud kick, and a tall, burly figure swaggered in.
"Garp, you b*****d!" Kong snarled, his veins pulsing. "Don't you know how to knock?"
The Marine Marshal's bulging muscles strained against his suit, making it seem like it could rip apart at any moment from the force of his anger.
"Oops, I forgot. I'll remember next time. Hahahaha!"
Vice Admiral Monkey D. Garp, known as "Iron Fist," seemed completely unfazed by Kong's fury. Today, he was in an especially good mood.
Garp, who had joined the Marines alongside Sengoku, Black Arm Z, and Tsuru, had a carefree personality that was both loved and loathed.
Over 20 years ago, Garp had played a pivotal role in the God Valley Incident, which ended the Rocks Pirates' reign of terror.

Grinning broadly, he continued, "Pangaea Castle, the so-called 'untouchable stronghold' of Mary Geoise, was infiltrated by that 'rebellious noble,' Charlotte Wilhelm.
He stole an unbelievable amount of Devil Fruits and famous swords right from under the noses of the Celestial Dragons!
Now those spoiled Celestial Dragons are in an uproar, throwing tantrums and complaining to the Five Elders!"
"Even the First Generation Kitetsu, the prized sword of the Five Elders, was stolen. Hahahaha~!"
Hearing this, Garp laughed even harder, clearly enjoying the chaos.
The thought of the arrogant Five Elders, who constantly lorded over the Marines, being humiliated, and the cruel, self-proclaimed "gods" of Mary Geoise losing their treasures, was deeply satisfying to Garp.

Tsuru nodded, her expression grave. "Since the public execution of Pirate King Roger and the start of the Great Pirate Era, the number of pirates has surged exponentially. The Grand Line is now flooded with them."
She continued, "The Whitebeard Pirates are the most prominent, followed closely by the BIG-MOM Pirates. Their influence grows like a snowball—through conquest and annexation, they've amassed armies of followers and carved out large territories.
BIG-MOM herself, a Paramecia-type Devil Fruit user of the Soul-Soul Fruit, can summon storms and thunder at will, essentially conquering the very weather. She's a monster in every sense of the word."
Tsuru's voice was steady but filled with concern. "Even with Admiral Aokiji's Ice-Ice Fruit, which could freeze the sea to limit their mobility, launching an offensive against Totto Land would require extreme preparation.
And that's without considering the other forces in the New World. Whitebeard, Edward Newgate—the 'World's Strongest Man'—commands a fleet that dwarfs most, while Kaido and his Beasts Pirates have become a growing power ever since he escaped from Punk Hazard. These factions won't sit idly by if Marine tries to expand its influence in the New World."
Her tone sharpened. "If Marine launches a large-scale invasion of Totto Land, it could provoke a response from all three sides. They could cut off our fleet's retreat, trapping us in hostile waters and wiping out the entire expedition force."
Kong frowned as he listened, nodding in agreement. "Your concerns are valid, Tsuru. At present, Marine resources are stretched thin. Most of our forces are focused on stabilizing the Four Seas and the first half of the Grand Line.
Even though Marine appears vast and strong, the reality is that we lack the capacity to commit a fleet to the New World without leaving other areas vulnerable."
Sengoku crossed his arms, his brow furrowed. "Even if Whitebeard and Kaido refrain from interfering, mobilizing such a large force would leave us exposed elsewhere. The pirates we've worked so hard to suppress could rise up again, undoing years of effort.
But the Five Elders are resolute. They won't tolerate such humiliation, and they need to appease the Celestial Dragons. Organizing a fleet to strike at BIG-MOM's forces seems inevitable."
Kong sighed deeply, his frustration evident. "This is about more than strategy. Once it involves the Celestial Dragons, decisions are no longer in my hands."
Garp, who had been munching on snacks in the corner, spoke up indifferently. "If you really want to calm those old geezers who value their pride above all else, you'll need to catch Charlotte Wilhelm himself."
Tsuru let out a soft sigh. "Catching him might be even harder than launching an attack on Totto Land."
Sengoku nodded. "That brat's abilities are almost incomprehensible. To infiltrate Mary Geoise, steal treasures like the First Generation Kitetsu from under the nose of the Five Elders, and escape unnoticed...
It's hard to imagine how anyone could restrain such a power. Even the bald Elder, a swordsman of considerable skill, couldn't stop him. Wilhelm's abilities are in a league of their own."
Kong rubbed his temples, frustration mounting. "For now, Wilhelm's actions have created too much of a disturbance to ignore. Tsuru, issue a new bounty for him—raise it to one billion Berries!"
"One billion?"
Sengoku's voice was sharp with surprise.
Kong nodded firmly. "This level of threat demands it. Let the world know that we won't stand idly by. If he wants to play in the New World, let's see how he handles every hunter chasing him for that bounty."
