One Piece: New Order

Chapter 98: Dragon and the CP0 Agent

New World, Edd War Sea.

Above a nameless island, the landmass itself was no longer there. In its place was a volcanic crater nearly a kilometer wide.

Once he felt the time was right, Sakazuki dropped into the erupting volcano and used his Devil Fruit powers to force the magma down.

Right before the sea could swallow the crater, he burst out.

Now the surface of the ocean only bubbled and steamed, hinting that something had happened here. No one would know where that massive wave had come from. Because no one would care about a vanished island.

Sakazuki hovered above the sea, surveying the erased crime scene. After a brief nod to himself, he shot into the sky to regroup with Bullet.

Grand Line, Jaya Island.

When Monkey D. Dragon's warship arrived at the port, several other vessels were already anchored nearby. It was clear they'd all been summoned for the same operation.

The island was small, and from a distance, one could see the Marines sweeping the area.

At the dock, Spandine, draped in a striped cape, was in discussion with several officers. As Dragon's ship pulled in, they waved him over.

The man walked up and greeted them politely. "Rear Admiral Leo, Rear Admiral Kitt, Vice Admiral Field."

They nodded in return. Field gestured to Spandine and said, "Dragon, let me introduce you. This is Mr. Spandine, Chief of CP9 under the World Government."

Dragon reached out and shook the man's hand.

"Nice to meet you."

"Likewise."

After the introductions, Dragon got to the point. "Vice Admiral, according to the mission briefing, our targets are just scholars. Why such a large-scale mobilization?"

Spandine answered instead. "Let me explain, Rear Admiral Dragon. This group of scholars is no ordinary illegal organization, their goal is to study the government's forbidden subjects. The group itself has over a hundred members, and many others have been brainwashed into joining them. They pose a serious threat to the safety of the world. This arrest was ordered directly by the Five Elders. That should tell you just how dangerous they are."

Dragon nodded thoughtfully. "I see. Then there's no time to waste. I'll join the search teams as well."

He gave the group a nod and walked into town.

The others watched him leave, a little surprised. Field smiled. "Young folks are always eager to prove themselves. You two could learn a thing or two from him."

Inside a small house in town, a man in a white suit and plain white mask was digging through the bodies on the floor.

Suddenly, he felt something.

He pulled back his presence and silently moved to the window. After a moment, sensing nothing, he turned to look again at the corpses.

Behind the mask, his expression seemed to darken. He raised a hand and tapped his fingers. Thin bullets shot out from his fingertips, shredding every document in the room into tiny pieces.

He opened the door and stepped out. With a quick leap, he launched into the sky.

A breeze swept over the quiet house.

A few minutes later—

Whoosh!

The same agent in the white suit appeared on a nearby rooftop. After confirming the area around the house was truly empty, he vanished again.

* * *

After an unknown amount of time, a soft breeze gathered, and Dragon appeared.

He frowned, looking in the direction the agent had left. "CP0 is involved too?"

While using his Devil Fruit to scan the surroundings, he had sensed something strange. Trusting his instincts, he suppressed his presence and investigated quietly.

He hadn't expected the CP0 agent to be so alert. Luckily, he had stayed cloaked the whole time. Only when the agent completely disappeared from his senses did he reveal himself.

He glanced around at the shredded remains of paper scattered across the floor. Wind swirled in the room, lifting the fragments gently into his palm. Faint words could still be made out—government, truth...

"Government, huh..." Dragon stared off, deep in thought.

At this point, he was no longer the passionate young Marine he once was. Years of witnessing cruelty and helplessness had deeply shaken the values he had grown up with.

Some, after facing the darkness, choose to act and bring change. Others merely give up and complain.

He wanted to change things, but didn't know how.

"Will you give me the answer…?"

Looking at the shredded scraps in his hand, the scattered words seemed to point him in a direction.

What mattered most… was taking action. Only by taking action could one uncover the truth and find real solutions.

The scraps in his hand slowly gathered and slipped into his pocket. Footsteps echoed from afar, he couldn't stay here any longer. He turned to leave, but paused abruptly.

His gaze fell on a torn backpack that the CP0 agent hadn't checked. A corner of what looked like a notebook was sticking out.

He quickly stepped forward and pulled it out.

"Oppression and Resistance…" He read softly.

There was no time to flip through it, the footsteps were growing louder. Dragon stuffed the notebook into his coat, and with a gust of wind, he vanished.

"Captain! There are several bodies here!"

"What?! Where?! Hurry and search the area! Find anything you can!"

* * *

Inside a tall building not far away.

The CP0 agent in the white suit stood by the window, watching the chaos below. He had seen everything, including Dragon taking the notebook.

He pulled out a Den Den Mushi and dialed. After a few rings, the line connected.

Sakazuki's voice came through. "How did it go, Carlo?"

The man let out a light chuckle. "All done."

The vice admiral's voice followed. "You weren't discovered, right? How about that suit?"

Carlo replied, "No one noticed. The suit worked great, completely blocked Observation Haki. Didn't expect the materials we gathered from the Sky Island ruins to be this useful."

Sakazuki's voice responded, "Good. Leave immediately. Just in case."

"Understood." Carlo hung up the Den Den Mushi.

A moment later, he vanished from the building.

A shadow streaked across the sky, leaving Jaya behind. No one knew how far he flew, or how long, but eventually, shredded white fabric drifted from the air.

Merging with the sea below, and disappearing without a trace...

* * *

Elsewhere in the New World. Within Shiki's territory.

Sakazuki ended the call, and turned to Bullet and his Howling Commandos Unit.

"Destroy every subordinate faction under Shiki as quickly as possible. Crush as many islands as you can. Withdraw after three days."

Bullet and his men donning pitch-black combat uniforms, shouted in unison. "Yes, sir!"

Sakazuki nodded. "Go."

Whoosh! Whoosh! Whoosh…

Several sonic booms echoed in the air as everyone went to complete the task.

Meanwhile, he walked to a nearby speedboat and pulled out a large backpack. Stuffed inside were dozens of fake newspapers.

The headline on the front page read in bold letters:

"Gol D. Roger Battles Pirate Admiral Shiki! The Golden Lion Pirates Destroyed—Shiki Dead!"

Below it, blurry photos of wreckage were scattered across the page.

With a faint smirk, Sakazuki slung the backpack over his shoulder and activated his ability. He flew toward the border waters between the Big Mom Pirates and the Steam Pirates…

* * *

In one of Shiki's island strongholds.

Bullet stopped at the massive gate, grinning wickedly.

Vmm—

In an instant, he activated his Demon Mode. His skin turned blue, eyes glowing crimson. He looked monstrous.

Behind him stood his Howling Commandos team in two rows.

Then came the crazed, bloodthirsty roar:

"Crush them all!!"
