One Piece: Marine Luffy, Garp regrets it

Chapter 586: The Revolutionary Army's Countermeasures, the Unlucky Judge

Sanji knew Luffy inside out, despite the fact that this marriage appeared to be nothing more than a strategic alliance between Luffy and Judge. He'd spent enough time with the Admiral to understand that his intentions were rarely straightforward, especially when it came to political matters.

After much consideration, Sanji had finally accepted the reality that his sister and his good friend were together. When he compared it to the alternative—Reiju being used as a political pawn and forced to marry some unknown prince or noble—this arrangement seemed far more favorable. At least Reiju genuinely cared for Luffy and wanted to build a life with him.

But Sanji wasn't naive. He knew Luffy definitely had his own agenda and wouldn't allow Judge to fulfill his long-cherished dream of unifying the North Blue without complications. Power was never handed over so easily in this world, especially not when someone like Luffy was involved.

Sure enough, just as Sanji had anticipated, trouble arrived quickly.

Their group had already stayed in the Germa Kingdom for quite some time. After his relationship with Reiju became official, Luffy had used his privileges as an Admiral to directly contact senior World Government officials that very day, making a show of his sincerity while conveying Judge's demands and intentions.

The news that returned was mixed. The good news was that the Government had agreed to Judge's territorial expansion request, acknowledging his sovereignty as king. The bad news, however, was that the Government had taken the matter seriously and demanded that the Germa Kingdom commit fully to eradicating all Revolutionary Army forces throughout the North Blue. If Judge failed to meet these requirements, all promises would be nullified.

Luffy had relayed these conditions to Judge with complete transparency. Surprisingly, Judge showed no concern about the revolutionary threat, confidently agreeing to the terms without hesitation. He genuinely believed that the Revolutionary Army posed no real danger, dismissing them as an organization lacking both the skills and financial resources of powers like the Five Elders.

In Judge's mind, his Germa 66 forces could easily crush such opposition. His current priority was carefully selecting a non-member nation as his first target, planning to announce to the world the glorious return of the Germa Kingdom!

Observing Judge's overwhelming confidence, Luffy could only wish him good luck. Based on his attitude, it was clear that Judge truly underestimated the Revolutionary Army, having paid little attention to the recent reports about Dragon's activities.

What Judge failed to understand was that the current Revolutionary Army was no longer the backward militia that once engaged in minor skirmishes. With substantial financial backing from Golden City and technological assistance from Dr. Vegapunk himself, the Revolutionary forces were growing increasingly powerful. Their influence had sparked "rebellions" across numerous member states—events that always seemed to bear the unmistakable signature of Revolutionary involvement.

Furthermore, ever since Luffy had leaked everything he'd observed throughout his journey across the North Blue, including sensitive internal Government information, to the Revolutionary Army, Dragon—his father and leader of the Revolutionary Army—had firmly decided to make the North Blue their primary focus for expansion. Dragon himself had even left their New World headquarters to personally oversee operations in the North.

With Dragon actively participating in this geopolitical chess match and drawing the Government's attention, Luffy and the Revolutionary forces stationed across the Four Seas and Grand Line could develop their strategies properly without excessive scrutiny.

Judge had no idea that it would be virtually impossible to drive the Revolutionary Army out of the North Blue in his lifetime. Moving forward, whenever he attempted to attack a kingdom, the Revolutionary Army would descend from the skies like saviors. While repelling Germa's forces, they would simultaneously win the hearts and loyalty of the local populations.

Judge would find himself consistently outmaneuvered by the Revolutionary Army, his progress painfully slow and ineffective. The Revolutionary Army's sudden increased activity in the North Blue would inevitably attract Government attention, prompting them to provide certain support to Judge. They might even dispatch officials personally to combat the Revolutionary forces in the region.

All of this had been meticulously planned between Luffy and Dragon since the moment Luffy and Reiju had become engaged. Their strategy was unfolding perfectly.

Judge, completely oblivious to Luffy's true intentions, had unwittingly become a pawn in his complicated game against the World Government. On the very day he received approval to expand his territory, he eagerly mobilized his troops, eager to fulfill his ambitions at last.

Witnessing Judge's excitement, Luffy no longer needed to concern himself with the matter. He bid farewell decisively and embarked on the next leg of his journey.

Before departing, Judge deliberately put aside his work to bid farewell to his soon-to-be son-in-law. Seeing that reluctant expression, Reiju—who had already resolved to leave with Luffy—couldn't help but roll her eyes.

Yet simultaneously, she couldn't suppress the happiness blossoming in her heart. This was the first time since her birth that she was breaking free from her father's control. The Stormbreaker gradually rising beneath her feet represented her first taste of true freedom—something she had longed for her entire life but never believed possible until now.
