What Crocodile didn't know was that this was Marine's secret plan for Aokiji, similar to how they had tried to manipulate Whitebeard's son, Skuyard. Now, they were attempting to sway Aokiji.
After all, Aokiji was originally a Marine and likely still has some loyalty to them, so it should be relatively easy to incite rebellion.
