Then, during the Flame Incident, the Warlords' divisions were exposed to the world by the internal maneuvering of Red-Haired Shanks and Beckman, shaming the organization.

After the Flame Emperor Incident, vacancies in the Seven Warlords were quickly filled, yet now Doflamingo has been killed by Entei's forces, and Boa Hancock has defected, aligning herself—and her nation—under Entei's banner. The Seven Warlords of the Sea have become a mockery, undermined at every turn by that cursed Flame Emperor.

"The Seven Warlords were merely an instrument," Saint Ju Peter continued with a grim face, "but having our affiliated nations defect to the Entei Pirates strikes at the heart of our authority. This Flame Emperor intends to rival us for control of the world."

"How arrogant!" exclaimed Saint Warcury, voice dripping with disdain. "Does this fool think his sudden rise can threaten eight centuries of the World Government's preparations?"

"Wishful thinking won't change the facts," added Saint Nusjuro, gripping his sword's scabbard tightly. "He can wield the Door-Door Fruit—that's the reality. Whatever our hypotheticals, his power is real."

"The one hopeful note," Saint Mars interrupted, "is that the Beast Pirates and the BIG-MOM Pirates have now formed an alliance. They're rallying on Onigashima for a joint offensive against the Entei Pirates."

If, at any other time, the world government would have been deeply unsettled by an alliance of two Four Emperors, today's circumstances shift the perspective. Under Entei's command, his pirate crew has become a massive force on the seas, dwarfing even the Rocks Pirates in their heyday.

The Rocks Pirates had always been marked by disunity, with constant infighting over treasure among crew members. In contrast, the Entei Pirates stand as a fortress of unity, unwaveringly loyal to Entei's commands. Such a colossal force should not exist on the seas.

With the Beasts Pirates and the BIG-MOM Pirates forming an alliance to oppose this juggernaut, the World Government now finds itself uncharacteristically pleased. Maintaining "balance" in the seas? Green Bull and Chaton, though of Admiral rank, are just barely on that level. Chaton, promoted to Admiral primarily due to the Mythical Beast Devil Fruit provided by the World Government. Though formidable on the seas, their power pales in comparison to Flame Emperor and his cadres.

"We'll act when the dust settles," one of the Elders decided. "For now, position Kizaru and the others near Onigashima. It's time to bring our human weapons to the seas."

Saint Saturn, head of the scientific research division, nodded with a flash of anticipation in his eyes.

"Agreed!"

"Agreed!"

The Five Elders quickly reached a consensus, issuing orders to Naval Headquarters.

Meanwhile, the Entei Pirates have already arrived at the Sabaody Archipelago, preparing to coat their ship and descend to Fish-Man Island, before they make their way into the New World.
