Chapter 196: The Movements of the World Pirates
"This guy is truly reckless. After being crippled by Shiki the Golden Lion, he fled to the central part of the New World. The Flying Pirates are no longer paying attention to him. I suspect this is part of their plan—using a borrowed knife to eliminate him."
Ivan reported to Charlotte as he read through the newspaper.
The newspapers in Charlotte's hands detailed Bondi World's activities over the past year—pillaging, slaughter, and destruction. It was entirely in line with how this world viewed pirates.
Seeing that Charlotte remained silent, Ivan continued his report.
"After entering the central New World, Wald stayed quiet for half a month. Then, he suddenly began expanding his power recklessly! He overthrew kingdom after kingdom, even attacking some World Government member nations. If the Navy had access to the New World, they would have captured him long ago.
However, I recently heard that Admiral Zephyr has secretly led a team into the New World."
Hearing this, Charlotte's expression changed slightly.
Unlike Bondi World, Zephyr caught his interest.
"Zephyr is coming to the New World? He's truly bold."
Charlotte muttered.
Seeing his captain intrigued, Ivan quickly elaborated.
"Boss! This Zephyr is an unusual admiral. Unlike the others, he refuses to kill pirates. Instead, he incapacitates them or sends them to Impel Down.
Lately, Impel Down has become overcrowded, and many within the World Government and Marine Headquarters are dissatisfied with Zephyr's methods.
Even some Marine officers mock him, calling him the 'Admiral Who Won't Kill.'"
Charlotte's eyes flickered with realization.
So this was it—the beginning of Zephyr's downfall.
If he recalled correctly, Zephyr's family was about to be slaughtered by pirates.
After that tragic event, he resigned from his admiral post but was persuaded to stay as a marine instructor, training the next generation of marines.
This would mean that the Navy's overall strength would weaken, throwing the New World into further chaos.
For now, all the major pirate factions were lying low, including Shiki the Golden Lion.
The battle from a year ago had taught Shiki a crucial lesson—never wage full-scale war against the other three legendary pirate crews, or the Navy would exploit the conflict.
But if the Navy lost one of its three admirals, things would change.
The New World would spiral into an all-out war.
Zephyr's absence would make it difficult for the Marines to control the seas, forcing them to rely solely on Sengoku to hold the front lines.
And Garp? He was probably off chasing Roger somewhere, completely absent from the bigger picture.
Charlotte needed to prepare.
If war broke out, his greatest concern wasn't the battles—it was his family.
Whitebeard's tragedy a year ago was a lesson.
Most of his original crew was wiped out, leaving him with only a handful of survivors.
It took Whitebeard a full year to start rebuilding by recruiting orphans and raising them as sons.
Charlotte couldn't afford to make the same mistake.
He needed to survive long enough for his children to grow strong enough to protect themselves.
His thoughts drifted to Caesar, who had just finished a lap around the camp.
"Keep running! Another lap!"
Caesar, who had just stopped to catch his breath, froze in terror.
Hearing his father's commanding voice, he panicked and immediately took off running again.
Charlotte was strict, but he wasn't a sadist.
He could sense the energy within Caesar. Although the training was exhausting, it wouldn't kill him.
"If you don't train to the limit, you'll never reach your full potential."
This was Charlotte's philosophy.
In contrast to Caesar, Esdeath was far more disciplined.
Before dawn, she was already practicing swordsmanship on the beach.
Mornings were spent refining her sword skills, and afternoons were dedicated to mastering her Devil Fruit abilities.
Unlike Caesar, who worked for three days and slacked off for two, Esdeath remained dedicated.
"Where were we?"
Charlotte refocused and looked at Ivan.
"You were talking about Bondi World and Zephyr."
Ivan reminded him.
"Right. Continue."
Charlotte gestured for him to proceed.
Ivan quickly gathered his thoughts.
"After overthrowing several kingdoms, the World Pirates looted countless treasures and expanded their fleet.
They now have seven pirate ships and over 400 crew members.
Every day, they lurk in the central New World, waiting for prey.
Recently, they even robbed a shipment belonging to us!
Carter led several expeditions to hunt them down, but they always came back empty-handed.
It seems like Bondi World is intentionally avoiding direct conflict with us—as if he doesn't want to fully provoke us."
Ivan reported.
"This Bondi World… he's quite something."
Charlotte smirked.
"In just one year, he's built a small army in my backyard."
Charlotte tapped his fingers on the table, deep in thought.
Bondi World was too close to his sphere of influence.
"Is he deliberately targeting me?"
Charlotte narrowed his eyes.
Although Bondi World hadn't openly declared hostilities, his actions spoke louder than words.
And Charlotte wasn't the type to wait around for an enemy's first move.
"Keep a close eye on the World Pirates. If they make any sudden movements, notify me immediately."
Charlotte ordered.
"Understood, Boss!"
Ivan nodded firmly.
"That pirate crew needs to be eliminated before they become a real problem."
Charlotte's voice turned cold.
In his mind, Bondi World was already a dead man.
Regardless of whether Wald targeted him intentionally or not, the fact that he dared to plunder Charlotte's goods was already an act of war.
Charlotte needed to send a clear message.
"If you steal from me, you die."
Whitebeard had made it clear that no one messes with his family.
Charlotte needed to establish the same reputation.
The New World was no place for mercy.
