Somewhere within a random district of the New Capital of Citadel, the daemon generals of Monstra found themselves sitting together in a peculiar-looking tavern. In front of them was Echidna, who was somewhat nervous, alongside with Abraham and Laplace who were preoccupied with the menu of the restaurant.
The daemon generals were confused as to why the so-called rulers of the United World Government had brought them into a random tavern. They expected to enter the towering spire that pierced through the heavens, the supposed central structure of the World Government. To think they would be in a tavern instead.
"What do you think about A1, Laplace?" Abraham questioned his wife, whose gazed landed upon his menu. He pointed at the meal inside, which were the best of the best, although somewhat expensive. After a scrutinizing observation, the dragoness finally responded.
"I think this is a good starting meal for them..." Laplace nodded with a thumbs up, earning the smile of the Authority. He turned his attention to the waitress nearby and called for an order. A beautiful waitress stood in front of them with a note as she smiled at the daemon generals.
"What are your orders, Sir?" The waitress softly asked, patient and assuring. Without a tinge of hesitation, Abraham pointed at the A1 meal, a significantly expensive meal of the menu. Her smile widened as she nodded and lightly bowed. "Your meal will be coming up, Sir."
As the waitress left the table to send the orders to the chef, silence consumed the surroundings as Abraham finally placed a finger into the table. The daemon generals were knocked from their stupor as they noticed his cold gaze pointed at them. They wondered if they had done something wrong.
"I heard about your kingdom from your monarch. Monstra, the nation of peaceful monsters. I am particularly ignorant of your species, I won't lie. The only time I met anything that could be considered as monsters were creatures I annihilated from the face of the earth."
Abraham didn't bother hiding his past and expounded about the Magi-Beast who once threatened the Island of Crescere and the Port of Dawn, the origin of the Dawn City. With their attention, he continued speaking to them. "The reason why I brought you here instead of some grand conference hall is simple."
"You hate humans, don't you?" The edges of his lips slowly rosed as the daemon generals felt a jolt from his accusation. Beside him, Laplace gave a knowing smirk as she could feel hatred without trouble. On the other hand, Echidna was astounded and couldn't believe it.
Noticing her shock, Abraham raised an eyebrow and was confused. Echidna was observant, a trait he noticed when he first met her. The fact that she was even surprised meant that she was naive or unguarded to those she considered as allies. Perhaps, they could do no harm against her even if she let them attack her.
After all, she was a Monarch. If his conjectures were correct, although weaker than Sovereigns, Monarchs were much more powerful than the Apostles. They could rival the three bestial deities of the Frontier and there were more than three of them within the Typhon Continental Region of Europa.
"I- I didn't kno- No... I simply didn't accept it." Obviously, Echidna denied her words, revealing the truth of her thoughts. She had long noticed their hatred against humanity. Even though she lost her love after the incident, she couldn't develop hate against her former race. But she didn't stop anyone from hating the humans.
Even their hateful remarks, she merely ignored.
"Your majesty..." The daemon generals felt complicated as they understood that their monarch was a former human. But no matter how much they tried to hide it, their lingering hate would be unveiled, regardless of how much they concealed it.
"Don't misunderstand... We understand your hate against humanity. Even we ourselves have some troubles against them." Abraham uttered, reminding them that it wasn't the focal point of the discussion. He didn't care whether they hated humanity or not.
What was important was the interiors of the hate.
"But, we need to understand how much you hate humanity. The United World Government is a territory far from the control of the Sovereigns. Its citizens comprised both of Humans and Beastfolk, you should understand what this means."
The daemon generals were astounding since they understood his implications. They weren't ignorant of the beastfolk slaves that had been prevalent throughout Europa in the clutches and authority of humanity.
"You actually dissolved the slave system?" Lily questioned as it was shocking to them. Even the less revulsive humans were followers of the slavery market. It was practically the foundation of humanity's economy and ensured that their lifestyle were higher than normal standards.
"The United World Government's decree is the freedom of all sapient life. In terms of theology, slavery is heretical to us. The Colonial Dominion of Terra, the former sovereign of this territory, were crushed because of that. And we're not stopping with a single colonial dominion."
Abraham declared his intentions to the daemon generals. Echidna looked at him, wondering whether or not he was adapting well to the Primordial World. The phrase 'act like the romans do' was relevant to those who encountered other worlds.
She herself was included as despite being reincarnated into the primordial world. She never uphold her previous values as a modern person. It wasn't wrong, but it also wasn't right. Regardless of whether she was a foreigner or not, she should have uphold her values, even only to herself.
"The reason why I created the country is to ensure that it is not an opinion I only hold. This isn't about me considering myself as superior. This is about the completion of the United World Government's sacred covenant."
"You might hate humanity, but that doesn't matter to me. As long as you follow the believes of the World Government, who you hate doesn't matter." Abraham smirked at the daemon generals while a glint of radiance glimmered within the gaze of Echidna.

Belief... Echidna finally understood what Abraham planned to do. The reason why he created a nation. It wasn't to make a better world, it was for the establishment of the modern world. Their homeworld. He didn't just adapt, he improvised. It was a compromise that needed to be done.
"Regardless of our thoughts regarding your sacred covenant, Lord Abraham, we will only follow the orders of the Monarch. Her words are our decree." Negan commented as they were but a mere entourage of the monarch. None of them wanted to tarnish their honor.
"I'm not trying to woo you to my side. I just want you to get ready." Abraham lightly chuckled as the daemon generals found themselves confused by his remarks. Echidna then finally opened her mouth, revealing the agreement she had made with Abraham.
"During my time together with Abraham, I have made an agreement with him. I would like to create an Alliance between the Monstra and the United World Government, a coalition of some form." Echidna expounded to her daemon generals.
They simultaneously lowered their heads as wherever and whatever their Monarch had decided. They would follow regardless of their oppositions. It was their duty as the daemon general.
"Your wish are our command, Your Majesty!!!"
Their resounding words echoed throughout the restaurant, earning the gasped of the waiter that was supposed to cater them their meal. Following them was the chuckle of Laplace as she glanced at Echidna and expressed. "You're lucky to have such loyal people."
Echidna smiled as she murmured to herself. "I am lucky to have them. They had been with me since the beginning, whether it'd be when I stood at the bottom of the food chain. Or I stand at the highest... Without them, I wouldn't have gone this far."
"Please don't, Your Majesty. Even without us, you would have shone bright amidst the treacherous lands of Typhon." Negan didn't agree with the words of the Monarch. To them, she was their light. The one that had given them hope in what they considered as hell.
The daemon generals furiously nodded in agreement to his words. Without them, their majesty would be the same, stronger and better than any Monarch they had ever lay their gaze upon.
Echidna wryly smiled and felt somewhat complicated. She instinctively rubbed her cheeks while Laplace pinched it. "Let them be if that is what they consider as the truth. You cannot change how others see you. Perhaps you might be able to affect it in some way, but in the end, only they can change their perception."
"At any rate, the reason why I discuss this to you daemon generals is for one simple thing. You must take care of the opposition of your alliance in the other side. Our contact with you will be limited as the distance between us are vast. Others, your allies, might not look fondly into this alliance of ours. I want your assurance that you will ensure your end of the knot."
"Do you understand me?" Abraham questioned the daemon generals who glanced at one another before nodding. "Good, we should finalize our agreements before heading to the Citadel for an official contract. Words doesn't mean much in this world. Only power and paper."
The daemon generals, Echidna, Abraham, and Laplace discussed the terms of the alliance between the United World Government and the Kingdom of Monstra. It was the first alliance of the World Government, and their ally stood within the vast continent of Europa.
It makes one wonder how the world would react to the alliance of two.
