Chapter 277: The Founding Ceremony, the Supreme Leader!

The next morning.

As the sun began to rise, Konoha was already bustling with activity.

Envoys from various ninja villages, foreign visitors, and residents from the village and the country...

Countless people flooded towards the center of Konoha like a flowing river.

Many had even secured front-row spots the night before.

By dawn, the roads leading to the Hokage Building were completely blocked.

Only ninjas could swiftly traverse the rooftops to their posts and start maintaining order on the streets.

The envoys from the four major ninja villages, including the captive Raikage, had already arrived at the specially arranged viewing area set up by Asuma.

The Raikage looked at the Hokage Building in front of him, grumbling internally but powerless to resist.

Having lost in battle, he could only follow Konoha's commands to ensure his eventual release.

In some ways, he was a representative of the other major ninja villages.

Any misstep on his part would be magnified at such a critical moment.

The other ninja villages harbored their own intentions. They were eager to see what kind of leader Haneda would prove to be.

Haneda's actions had already shattered the fifty-year-old system of "one country, one village" in the ninja world.

Perhaps, like the First Hokage, Senju Hashirama, he would usher in a new era.

The Sand and Mist villages, in particular, were quietly conversing, their words laced with discontent towards the feudal lords.

Some occasionally pointed towards the Hokage Building, giving the Fifth Hokage a fair assessment.

At 8:00 a.m., an hour before the ceremony was set to begin, Tendo Pain arrived with Konan.

Konan looked at the lively, crowded streets and the people who adored the Fifth Hokage, and she sighed:

"Konoha is much livelier than Amegakure. The people here worship you and me, just like in our village."

Tendo Pain said indifferently, "It's far from the same. Haneda has given his people a better life."

"I walked around Konoha last night."

"The security here is even better than Amegakure's. People are more inclined towards kindness and peace."

"Even late at night, the streetlights remain on, and no one dares cause trouble in the taverns."

"Even in the remote areas, there are surveillance cameras and patrolling ninjas."

"Orphans in the orphanages receive generous subsidies and live much better than we did back then."

"They have fresh milk and bread, and Konoha ensures they receive free education."

Reflecting on the past, Konan understood how deeply Nagato felt about everything he saw in Konoha now.

Back then, there was no fresh milk or bread for them.

They survived by stealing and scavenging, struggling to live until Jiraiya arrived.

After they took their seats, a server brought them snacks and drinks.

Konan thanked the server, then involuntarily glanced towards the Hokage Building.

She smiled and said, "Haneda must be preparing diligently for the ceremony right now."

"Presenting himself perfectly, receiving everyone's praise and cheers."

Tendo Pain replied coldly, "Only a god can bring such things. He will rule Konoha as a god."

"A god works tirelessly, managing the village and the nation."

"Like the rising sun, which rises and sets predictably, illuminating the world during the day."

...

With the envoys, the ninjas maintaining order, and the expectant crowd waiting, Naruto's impatient voice broke the calm.

"Uncle Haneda! Stop sleeping in! It's already eight minutes past eight!!"

His shouting was accompanied by rapid knocking.

The entire room echoed with Naruto's voice and the sound of his knocking.

Haneda yawned, silently grumbling about Kakashi dragging him out for drinks late last night.

He pulled back the curtains, letting sunlight pour in, and began dressing, draping the Hokage cloak over his shoulders.

As he opened the door, he was met with Naruto's exasperated face.

"Eight minutes late — no wonder Kakashi says you're the laziest Hokage ever."

"My dad always got up early to handle office work and still found time to teach others the Flying Thunder God and sealing techniques."

Haneda knew exactly who that "someone" was.

He silently grumbled about Kakashi. Bringing up the previous Hokage only made things more awkward for him now.

Especially since the Fourth Hokage was almost too perfect.

"Haneda-sensei, I bought breakfast for you. There weren't many places open this morning, so make do with this."

Shiro brought over breakfast, and Naruto finally stopped chattering.

Haneda relished the brief moment of peace.

After he finished breakfast, at 8:20, Shikaku arrived to hurry him along.

Walking in just as Haneda finished wiping his mouth, Shikaku couldn't help but comment:

"Lord Hokage, why are you only finishing breakfast now? The envoys and the people of Konoha are waiting for you."

"Alright, alright. Isn't there still forty minutes left?"

Hearing that, Shikaku's frustration spiked:

"Lord Hokage! This isn't a regular day. Being late is not an option!"

"You need to be prepared for everything! We can't afford any mistakes!"

Haneda spread his hands in resignation:

"I have the Flying Thunder God technique. I can appear at the scene in an instant. No rush."

Seeing Shikaku's growing anger, his face nearly red, Haneda sighed and gave an instruction:

"Shikaku, assign some flying ninjas to carry festive decorations and soar through the sky."

"Make sure they carry a kunai marked with my Flying Thunder God seal. When the kunai hits the ground, I'll teleport there."

"How does that sound? Pretty cool, right?"

Shikaku considered it seriously and nodded. "It's definitely cool, showing the grandeur of a great nation. And you get to slack off a bit longer."

Afterward, Shikaku sighed, glanced at Haneda, and went off to make arrangements.

With a little time left, Haneda teleported to Kakashi's house.

Hearing quiet breathing, he found Kakashi napping with his mask on.

Why did he get to sleep in, while Naruto woke him up?

Haneda pulled back the curtains and snatched Kakashi's mask off.

"What are you doing— Ow!"

Kakashi, seeing Haneda's grin, scowled.

He had been awake when Haneda arrived.

He thought Haneda would leave, but instead, he was rudely awakened.

Haneda, unfazed, said:

"Shikaku sent me to get you, Kakashi!"

"As an elder and leader of the Anbu and Root, you can't slack off during such a special event!"

"As Konoha's second most handsome man, you need to show your face and boost our village's image!"

?!

Hearing Shikaku's name, Kakashi sighed and said:

"Haneda, let me wash up."

"And bring me some breakfast when you return. Thanks."

"You're oddly polite."

Haneda left, and in an instant, returned with a box of breakfast.

...

As 9:00 approached, the sun shone brightly, warming the crowd and igniting their enthusiasm.

With the clock ticking closer, anticipation swelled.

A coded signal rang out, and the band in front of the Hokage Building began playing a majestic, festive tune.

As the music filled the air, a flock of brightly adorned birds flew overhead.

Cannons fired in celebration as a ninja on one of the birds dropped a kunai.

In that moment of confusion, the kunai hit the ground — and Haneda appeared, his back to the crowd.

His Fifth Hokage cloak billowed in the wind as he turned around, facing the people. The crowd erupted into cheers.

After several minutes, as the applause and cheers subsided, Haneda amplified his voice with ninjutsu:

"I, Uchiha Haneda, declare the founding of the People's Republic of the Will of Fire. I will serve as its first Supreme Leader!"

"The title of Fifth Hokage will remain."

"From today, this nation no longer needs a feudal lord. The people will be led towards happiness by their leader!"

"I promise to advance ninja development and chakra technology to improve civilian life."

"I will build a nationwide transportation network, connecting all regions."

"I will mobilize all resources to eliminate hunger and poverty, improving the lives of our citizens."

"I will ensure every citizen enjoys fresh milk and bread."

"This includes impoverished mountain regions, remote areas, orphans, and the disabled — all vulnerable groups!"

"This is the goal of the first five-year plan: to eliminate hunger."

"The second five-year plan will eliminate poverty and enhance living standards."

"I will bring refrigerators, household appliances, computers, and modern technology to every household."

"I will strengthen ninja schools and hospitals, making education and healthcare accessible to all. Ninjas will no longer be tools of war."

Haneda raised his right hand in salute:

"Long live the People's Republic of the Will of Fire!!!"
